AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
WATER IMPACT FEE FUND, FROM AVAILABLE FUNDS IN THE AMOUNT OF
$252,600.00, FOR THE PURPOSE OF FUNDING THE WESTSIDE WATER TREATMENT
PLANT PLATE SETTLER EXPANSION PROJECT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water
Impact Fee Fund in the amount of$252,600.00,from available funds,for the Westside Water Treatment Plant
Plate Settler Expansion Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of an Engineering Agreement with CDM Smith Inc. in the Amount of$192,600.00, for
Design of Westside Water Treatment Plant Plate Settler Expansion Project for a Total Amount of
$252,600.00 and Adopt Appropriation Ordinance (Tarrant County Outside of COUNCIL DISTRICT 3)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations for the
Westside Water Treatment Plant Plate Settler Expansion Project in the Water Impact Fee Fund in
the amount of$252,600.00; and
2. Authorize the execution of an Engineering Agreement with CDM Smith Inc., in the amount of
$192,600.00 for Westside Water Treatment Plant Plate Settler Expansion Project (City Project No.
102052).
DISCUSSION:
The Westside Water Treatment Plant was designed to be expanded incrementally by the addition of
equipment as demands warranted. First placed in service in 2012 with an initial capacity of 12 MGD, the
plant has since been expanded to 15 MGD. The placement of additional plate settlers will initiate the
process to expand the plant to 18 MGD capacity. As part of this project, plans and specifications will be
developed for the installation of additional plate settlers within the existing sedimentation basins.
CDM Smith Inc. proposes to provide the necessary design services for a fee of$192,600.00. Staff
considers the proposed fee to be fair and reasonable for the scope of services proposed.
In addition to the contract amount, $60,000.00 is required for project management.
This project will have no impact on the Water Department's operating budget when complete.
M/WBE OFFICE: CDM Smith Inc. is in compliance with the City's BDE Ordinance by committing to 10
percent SBE participation on this project. The City's SBE goal on this project is 10 percent.
The project is located in Tarrant County outside of COUNCIL DISTRICT 3.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the

attached appropriation ordinance funds will be available in the Water Impact Fee Fund for Westside Water
Treatment Plant Plate Settler Expansion Project. After this transfer, the balance will be $1,781,967.00 for
future capital projects.
