HomeMy WebLinkAboutContract 35873 AMENDMENT NO. 5 STATE OF TEXAS S CITY SECRETARY CONTRACT NO.53Z3 (M&C Required) COUNTY OF TARRANT S WHEREAS, the City of Fort Worth (City) and TranSystems Corporation d/d/a TranSystems Corporation Consultants, (Engineer) made and entered into City Secretary Contract No. 27574 , (the Contract) which was authorized by the City Council by M&C C-18999 on the 19th day of March, 2002 and subsequently revised by four previous amendments; and WHEREAS, the Contract involves engineering services for the following project: Trinity Boulevard Water Main Extension from Greenbelt Road to State Highway 360. WHEREAS, it has become necessary to execute Amendment No. 5 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. Article I, of the Contract is amended to include the additional engineering services specified in M&C C-22372, adopted by the City Council on the 9th day of September, 2007, and further amplified in a proposal letter dated June 19, 2007 copies of which are both attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer total $35,200.00. 2. Article II, of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $730,324 .00. :; Rom ORIGINAL 3. City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION: Approved on 9/11/2007 DATE: Tuesday, September 11, 2007 LOG NAME: 30TRINITYWA5 REFERENCE NO.: **C-22372 SUBJECT: Authorize Execution of Amendment No. 5 to City Secretary Contract No. 27574 with TranSystems Corporation d/b/a TranSystems Corporation Consultants for Trinity Boulevard Water Main Extension from Greenbelt Road to State Highway 360 (City Project No. 00352) RECOMMENDATION: It is recommended that the City Council authorize the City Manager to execute Amendment No. 5 to City Secretary Contract No. 27574 with TranSystems Corporation d/b/a TranSystems Corporation Consultants in the amount of$35,200.00 to provide for additional engineering services, thereby increasing the contract amount to $730,344.00, DISCUSSION: On March 19, 2002, (M&C C-18999) the City Council authorized the City Manager to execute an agreement with TranSystems Corporation d/b/a TranSystems Corporation Consultants, in the amount of $379,195.00 for Trinity Boulevard Water Main Extension from Greenbelt Road to State Highway 360. The agreement provided for the design of a 36-inch water main to ultimately provide additional water supply to the Centerport Area and surrounding areas. The agreement was subsequently revised by four previous amendments totaling $315,949.00 as follows: • Amendment No. 1 (M&C C-19500, March 4, 2003) in the amount of$51,600.00, provided for alternate alignment studies because the originally selected alignment was determined to be in direct conflict with several utilities whose existence were unknown until after design of the project was underway. • Amendment No. 2 (administratively approved by the City Manager on November 17, 2005) in the amount of$24,820.00, provided for additional design survey on the project and the preparation of a permanent easement. • Amendment No. 3 (M&C C-21414, April 15, 2006) in the amount of$145,324.00, provided for the design of additional water lines to be connected to the 36-inch main. • Amendment No. 4 (M&C C-21994, March 6, 2007) in the amount of$94,205.00, provided for the design of a 16-inch water main on Tarrant Main Street to an existing water main and the project 36-inch water main. Amendment No. 5 will provide the necessary engineering, geotechnical and survey services for the realignment of the project water main across the DFW Regional Airport Board property located at the southwest quadrant of SH360 and Trinity Boulevard. Subsequent to approving the original alignment, the property owner requested that the water main be located elsewhere on the site in order to accommodate http://www.cfwnet.org/council_pa.cket/Reports/mc_print.asp 9/12/200 Page 2 of the latest development plans for the property. The amendment will also allow for the design of a new metering station to measure the water supply to the City of Grand Prairie. TranSystems Corporation d/b/a TranSystems Corporation Consultants proposes to provide the necessary additional engineering services for a lump sum fee of$35,200.00. Staff considers this amount to be fair and reasonable. In addition to the amendment amount, $19,161 is required by the Department of Engineering for project management, design survey and real property negotiations. The project is located in COUNCIL DISTRICT 5, Mapsco 54W, Z, 55S, T, U, V, W, 56N, P, S, T and 68 A, E. Per the request of the Water Department,this amendment revises the previously approved 36"water main design plans and contract documents. Specifically,this amendment includes the provision of a geotechnical investigation along the east side of the existing Southern Office Supply(SOS) property to determine acceptable trench and earthwork grading operations in the proximity of the existing retaining wall that runs along the property limit. This work is to be performed in support of the re-alignment of the proposed water line across the DFW Regional Airport Board property that is situated at the southwest quadrant of the intersection of SH 360 and Trinity Boulevard. The realignment has been required by the Airport Board to minimize interference with future development of the property. In addition to the geotechnical study,additional survey and engineering time is required for the design of the revised alignment. Additionally,with regard to the proposed Grand Prairie metering station,we propose to contract directly with McCreary&Associates, Inc.for the provision of electrical engineering services associated with the electrical components and controls. These services will include the provision of a signal path study and strength test in accordance with City of Fort Worth requirements. The additional costs for the surveying,geotechnical study,electrical and control design,and water main plan/profile re-design are summarized as follows: Systems Topographic Survey(East side of SOS property and south of Trinity Blvd.) $ 2,640.00 Geotechnical Investigation(CMJ Engineering) $ 5,900.00 Metering Station Electrical and Control Design(McCreary&Associates) $ 14,500.00 Plan and Profile Design Revision(ANA) $ 9,200.00 Sub-consultant Management(10%) 2,960.00 Total Additional Costs: $ 35,200.00 LUMP SUM TOTAL Original Contract Fee: $379,195.00 Amendment No. 1: $ 51,600.00 Amendment No. 2: $ 24,800.00 Amendment No.3: $145,324.00 Amendment No.4: $ 94,205.00 Amendment No.5: 35 200.00 TOTAL CONTRACT $730,324.00 The above work effort will be accomplished for the total lump sum fee of$35,200.00.
