NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated May 21, 2019, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $54, 735. (See Attached Funding Breakdown Sheet, Page -3-) 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $879,588. 3. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. Both the CITY and ENGINEER have attempted to clearly define the work to be performed and address the needs of the Project. WORK TO BE PERFORMED This scope of work is an amendment to the West 7th Street Design project for Plans, Specifications and Estimate (PS&E) Design for West 7th Street from University Drive to the Trinity River Bridge including: Pavement markings, sidewalks, traffic control signals, illumination, and landscaping& irrigation (CS No. 50953 and City Project No. 101555). This scope includes only work to be performed and assumptions for the design of a new signalized intersection at Woolery StreebMontgomery Plaza driveway and an updated corridor- level traffic operation analysis to include the proposed intersections of Norwood Street and Woolery Street/Montgomery Plaza. ® Woolery Street Signalized Intersection Design (Tasks 2, 3 and 4) Traffic Data Collection Services (Task 11) Traffic Operations Analysis (Task 12) WOOLERY STREET SIGNALIZED INTERSECTION DESIGN A Traffic Signal Warrant Analysis will be performed to determine if a signal control is necessary for the intersection. If warranted, preliminary plans and specifications shall be submitted to CITY per the approved Project Schedule. The ENGINEER will develop the preliminary design of the infrastructure as follows: Task 2: Traffic Warrant Analysis ® The ENGINEER shall develop turning movement traffic counts along West 711 Street at Woolery Street, both (2) Montgomery Plaza driveways and both (2) Natural Grocer's driveways (Task 11). • Traffic projections will be done for future conditions (raised median) for the intersection at Woolery Street. ® The ENGINEER shall refer to TMUTCD to do the traffic signal warrant analysis. The ENGINEER shall prepare a draft traffic signal warrant report that documents the analysis and recommendations for review. ® The ENGINEER shall prepare a final traffic signal warrant report that addresses comments from City. Task 2: Conceptual Design (30%) ® The ENGINEER shall refer to TxDOT and CITY traffic signal standards and other approved standards for design of traffic and pedestrian signals for one (1) intersection at Woolery Street and 7th street. Task 3: Preliminary Design (60%) e The ENGINEER shall refer to TxDOT and CITY traffic signal standards and other approved standards for design of traffic and pedestrian signals for one (1) intersection at Woolery Street and 7th street. o The ENGINEER shall provide a preliminary layout including signal pole, pedestal pole, signs, pull box and conduit layout for initial review and approval by the City. ® The ENGINEER shall confirm the power source for all signals and coordinate with the appropriate utility agency. • The ENGINEER shall develop all quantities, conduit and conductor schedules, signing and phasing, general notes, and specifications. Task 4: Final Design (90%) and Final Construction Documents (100%) Final draft construction plans (90%) and specifications shall be submitted to CITY per the approved Project Schedule. ® Following a 90% construction plan review meeting with the CITY, the ENGINEER shall submit Final Plans (100%) to the CITY per the approved Project Schedule. Each plan sheet shall be stamped, dated, and signed by the ENGINEER registered in State of Texas. The ENGINEER shall submit a final design estimate of probable construction cost with both the 90% and 100% design packages. This estimate shall use ONLY standard CITY bid items unless otherwise approved by the CITY. ASSUMPTIONS ® ENGINEER shall not proceed with Final Design activities without written approval by the CITY of the Preliminary Design Plans. The CITY's front end and technical specifications will be used. The ENGINEER shall supplement the technical specifications if needed. o Water&sewer relocation designs are not included in this scope of work. The CITY will collect, document, and organize the input gathered during the public meetings. Geotechnical & pavement condition testing and pavement design are not included in this scope of work. ® Smart/intelligent lighting is not included in this scope of work. SERVICES Task 11: Woolery Signalization Traffic Counts ® To support the Signal Traffic Warrant Analysis and the Traffic Operations Analysis (Task 12) the ENGINEER will develop turning movement traffic counts along West 71h Street at Woolery Street, both (2) Montgomery Plaza driveways and both (2) Natural Grocer's driveways. 24-Hour turning movement counts will be collected along West 7th Street at Woolery Street, both (2) Montgomery Plaza driveways and both (2) Natural Grocer's driveways. DELIVERABLES A. 24-Hour turning movement counts to support the Traffic Warrant Analysis and Updated Traffic Operations Analysis. City of Fort Worth,Texas Attachment A PMO Release Date:02.06.2015 Page 4 of 6 TRAFFIC OPERATIONS ANALYSIS To determine the operational impacts of the proposed Norwood Street and Woolery Street/Montgomery Plaza intersections the ENGINEER will conduct a corridor-level operations analysis. The Traffic Operations Analysis will utilize all models, traffic counts and traffic projections used to create an update to the West 711 Street Traffic Analysis Report (CS No. 47852, City Project No. 100384, Task Order No. 3). Task 12: Data Collection Coordination m Data Collection o Traffic counts will be collected by GRAM at the study intersections (see Task 11). o Review and process traffic counts. a Existing Condition Analysis o Perform existing condition capacity analysis for three time periods (Weekday AM & PM peak hours, and Saturday mid-day peak hour) utilizing Synch ro/S imtraffic version 9.0 to evaluate each of the study intersections along the corridor. The intersections along the corridor are listed as follows: West 7th St and Norwood Street West 7th Street and Woolery Street ® West 7t' Street and both (2) Montgomery Plaza driveways West 71h Street and both (2) Natural Grocer's Driveways ® Existing Conditions Report o Document draft with traffic operational analysis for existing conditions. Task 12: Traffic Projections • Peak hour traffic projections for the study corridor will be developed. • Review traffic projections for future year 2030 • Develop line drawings for traffic projections as per the TPP and NCTCOG standards. Task 12: Traffic Operations Analysis ® No-Build Traffic Operational Analysis o Perform 2030 peak hour capacity analysis for study intersections with no improvements. o Identify key problem areas and recommend improvements. Address comments (if any) and prepare Final Updated Report. o Report shall include description of project goals and objectives, processes, findings, data and figures and conclusions/recommendations. ASSUMPTIONS ® The Traffic Operations Analysis will utilize all models, traffic counts and traffic projections used to create an update to the West 711 Street Traffic Analysis Report (CS No. 47852, City Project No. 100384, Task Order No. 3) ® Analysis of the intersection at University Drive and West 7th Street is not included in this scope of work. DISCUSSION: The 2018 Bond Program includes funding for roadway improvements along West 7th Street from University Drive to the Trinity River. The main purpose of the project is to provide a road in a heavily traveled part of the city that balances the needs of the vehicle user, transit user, pedestrian, bicycle user in addition to others. West 7th Street connects two significant districts: the western boundary of Downtown Fort Worth and three world renowned museums in the Cultural District with increasing numbers of housing, retail and restaurants. HDR, Inc. has provided services that include but are not limited to engineering, project management and public outreach per the terms of their contract (CSCNo. 50953, M&C C-28764). Through a public engagement process, key attributes of the final design have been established and preliminary design is underway. A final public meeting is scheduled for June 24, 2019, at which time a 30\% schematic will be shared. This contract amendment will allow completion of the final design. Funds for this project are included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Funds in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 23209-05-2018). HDR Inc„ agrees to maintain its initial SBE commitment of 24\% that it made on the original agreement and extend and maintain that same SBE commitment of 24\% to all prior amendments up to and inclusive of this Amendment No. 2. Therefore HDR Inc. remains in compliance with the City's BDE Ordinance and attests to its commitment by its signature on the Acceptance of Previous SBE Commitment form executed by an authorized representative of its company. The project is expected to begin construction in Fall 2020, pending the opening of the nearby White Settlement Bridge. The project is located in Council District 9.
