Proposed Elements of New Noise Ordinance
Definitions
A scale: The sound level in decibels measured using the A-weighted network as specified in
ANSI S1.4-1983 for sound level meters.
Decibel Levels and Times
During the times and in the zoning districts set out below, the activities that create a sound
complainantÂ’s bounding real property line
pressure level on the that exceeds the maximum
allowable decibels on the A scale (dBA) are declared to be public nuisances:
residential
All (one-, two- and multi-family) zoning districts:
7 a.m. to 10 p.m. = 70 dBA
10 p.m. to 7 a.m. = 60 dBA
non-residential and mixed-use
All zoning districts:
7 a.m. to 10 p.m. = 80 dBA
10 p.m. to 7 a.m. = 70 dBA
adjacentresidential
For residential districts to non-residential or mixed-use districts, the decibel
levels apply when measured from a residential complainant’s property line.
Exceptions
:
property
a. Noise generated due to normal building conditioning and ventilation and
maintenance
.
public and school property
b. Noise generated on .
gas drilling
c. Noise produced by and production, which is regulated by the Gas
Drilling Ordinance in Section XX of the City Code.
Amplifiers in Public ROW and on City Property
prohibited
The use of a bullhorn, loudspeaker, or other amplification is in the public right-of-
way and on City of Fort Worth property.
Exceptions
:
Public safety
a. official while performing their duties.
Outdoor Event
b.Persons with an Permit as described in Section 20-405 of the City
Code.
City department
c.Persons with permission from pertinent director or designee.
Animal Noise
It shall be unlawful to keep, or to permit the keeping of, any dog(s) or rooster(s) outside of a
fully enclosed structure that create any bark, cry, crow, or other sound on a frequent, repetitive or
continuous basis for ten minutes or longer.
