AN ORDINANCE AMENDING ORDINANCE NO. 2880 BEING AN
ORDINANCE SAFEGUARDING PERSONS AND PROPERTY AND PRO-
MOTING THE PUBLIC WELFARE; DEFINING TERMS; CREATING
THE OFFICES OF CHIEF ELECTRICAL INSPECTOR AND ELEC-
TRICAL INSPECTORS AND PRESCRIBING THEIR RESPECTIVE
DUTIES, RIGHTS AND AUTHORITY; PROVIDING STANDARDS
FOR ELECTRICAL EQUIPMENT AND FOR ITS INSTALLATION
AND REQUIRING CONFORMITY THEREWITH; MAKING IT UN-
LAWFUL TO UNDERTAKE THE INSTALLATION OF ELECTRICAL
EQUIPMENT WITHOUT A PROPER LICENSE TO DO SUCH WORK,
EXCEPT AS OTHERWISE PROVIDED, AND WITHOUT FIRST
OBTAINING A PERMIT THEREFOR AND PAYING A FEE AS
PROVIDED HEREIN; PROVIDING FOR INSPECTIONS OF ELEC-
TRICAL INSTALLATIONS AND NOTICES; CREATING AN ELEC-
TRICAL BOARD AND PRESCRIBING ITS DUTIES; REQUIRING
LICENSES FOR MASTER ELECTRICIANS, SIGN ELECTRICIANS
AND JOURNEYMEN ELECTRICIANS; PROVIDING FOR TEMPORARY
WORKING PERMITS FOR UNLICENSED JOURNEYMEN ELECTRICIANS;
PROVIDING FOR EXAMINATIONS OF APPLICANTS FOR SUCH LICENSES
AND FEES IN CONNECTION THEREWITH; PROVIDING FOR THE ISSUANCE
OF SUCH LICENSES AND PRESCRIBING ANNUAL LICENSE FEES; PRO-
VIDING FOR SUSPENSION AND REVOCATION OF SUCH LICENSES;
REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CON-
FLICT HEREWITH; PROVIDING A SAVING CLAUSE; FIXING A PENALTY
FOR TEE VIOLATION HEREOF; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, upon the basis of facts disclosed by investigation and otherwise
ascertained, it is hereby declared that to safeguard persons and property and to
promote the public welfare it is necessary that standards be established for elec-
trical equipment and for its installation; and
WREREA.S, upon the basis of facts disclosed by investigation and otherwise
ascertained, it is hereby found that the National Electrical Code is a standard
with reference to the installation and use of electrical equipment in public and
and private premises which is designed to provide for the practical safeguarding
of persons and of property, from electrical hazards arising on or about such premises
from the use of electricity for light, heat, power, decoration, radio, signaling,
and other purposes; that the National Electrical Code represents the consensus of
expert opinion as to practical methods of installation to provide for safeguarding
persons and property in the use and maintenance of electrical equipment; and that
the National Electrical Code is periodically reviewed and revised in order that it
may reflect technological advances and current good practice; and
AREAS, upon the basis of facts disclosed by investigation and otherwise
ascertained, it is further found that Underwriters' Laboratories Standards for
electrical equipment are the only electrical products standards in the United States
which have as their principal basis the safeguarding of persons and property from
fire and accident hazards arising from the use of electricity for light, heat, power,
decoration, radio, signaling, and other purposes; that one of the fundamentals on
which Underwriters' Laboratories Standards for electrical equipment is based is that
the equipment, when installed in accordance with the provisions of the National Elec—
trical Code, shall safeguard persons and property from electrical hazards arising
from the use of such equipment; and that electrical materials and devices certified
by Underwriters' Laboratories, Inc. to be in conformance with Underwriters' Labora-
tories Standards are accepted generally by electrical inspection authorities as
approved materials and devices which are in accord with requirements for such mater—
ials and devices contained in the National Electrical Code; and
WHEREAS, upon the basis of facts disclosed by investigation and otherwise
ascertained, it is hereby further found that the National Electrical Safety Code is
a standard governing the installation, maintenance, and operation of electrical supply
systems and utilization equipment used in the generation and distribution of electrical
energy by electricity supply agencies and the utilization of electrical equipment in
industrial, commercial, and public buildings; and that the National Electrical Safety
Code was formulated under the sponsorship of the National Bureau of Standards of the
U. S. Department of Commerce and was submitted to and approved by the Amerccan Standards
Association as an American Standard:

NOW, TEMPOBE, HE IT ORDAINED BT THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
That Ordinance No. 2880, passed and adopted by the City Council on Wednesday,
May 23, 1951, be amended and, after being amended, shall read as follows:
SECTION 1.
Article 1. The provisions of this ordinance shall apply to all installations
of electrical conductors, fittings, devices, signs, fixtures, motors, generators,
starters, controls, and raceways, hereinafter referred to as "electrical equipment",
within or on public and private buildings and premises, except that the provisions of
this ordinance shall not apply to:
1. Installations in mines, ships, railway cars, or to automotive equipment;
2. Installations used by electricity supply agencies in the generation, trans-
mission, or distribution of electricity, and located within or on buildings or premises
used exclusively for that purpose by such an agency or on public thoroughfares; but the
provisions of this ordinance shall apply to installations and/or equipment used for
light, heat, power, decoration, amusement, and for all other purposes located within
or on such buildings or premises;
3. Installations by or for communication agencies in connection with the operation
of signals or the transmission of intelligence, nor to the employees making said
installations by or for said agencies; but the provisions of this ordinance shall apply
to installations for heat, decoration, amusement, elevators, ventilating equipment, and
general lighting not attached to and power not directly used in connection with install-
ations for communications, signals and the transmission of intelligence;
4. The installations and/or equipment employed by a railway utility in the
exercise of its functions as a utility, and located outdoors or in buildings used
exclusively for that purpose, but the provisions of this ordinance shall apply to
installations and/or equipment used for light, heat, power, decoration, amusement, and
all other purposes located within or on such buildings or premises;
$. The provisions of this ordinance shall apply to all electrical equipment used
for power supply to radio transmitting equipment, but shall not apply to special radio
6quipmentlused exclusively for•-tadio transmission by persons or organizations licensed
to operate by the Federal Communications Commission;
6. The replacement of lamps or the connection of portable electrical equipment
to suitable permanently installed receptacles;

7. The installation, alteration, or repair of electrical equipment for'the
operation of signals or the transmission of intelligence, or to installations of
communication facilities by or for eommnnica.tions agencies;
8. The installation, alteration, or repair of electrical equipment installed
by or for an electricity supply agency for the use of such agency in the generation,
transmission, distribution, or metering of electricity;
9. Any work involved in the manufacturing or testing of electrical equipment
or apparatus, except that this exemption shall not include any permanent wiring.
Article 2. As used in this ordinance "safe Condition" as applied to electrical
installations and electrical equipment means installations and/or equipment which in the
opinion of the Electrical Inspector, can be used in the service for which the same is
intended or likely to be used with minimum hazard to life, limb, or property, thus
being installations and equipment reasonably safe to persons and property.
SECTION 2.
Article 1. There is hereby created the office of Chief Electrical Inspector.
The person chosen to fill the office of Chief Electrical Inspector shall be of good
moral character, shall be possessed of such executive ability as is requisite for
the performance of his duties, and shall have a thorough knowledge of the standard
materials and methods used in the installation of electrical equipment; shall be
well versed in approved methods of construction for safety to persons and property,
the statutes of the State of Texas relating to electrical work and any orders, rules,
and regulations issued by authority thereof, and the National Electrical Code, as
approved by the American Standards Association; shall have had at least five years
experience as an electrical inspector or in the installation of electrical equipment,
at least two years of which shall have been in a responsible supervisory capacity; or
in lieu of such experience shall be a graduate in electrical engineering of an
accredited college or university, and shall have had two years practical electrical
experience.
Article 2. The Chief Electrical Inspector shall be appointed by. the City
Manager.
Article 3. The salary to be paid to the Chief Electrical Inspector shall be
determined by the City Manager and approved by the City Council, except that in no
case shall it be less than provided for in the City Charter.
Article 4. The Chief Electrical Inspector shall take and subscribe an oath,
which together with the certificate of his appoihtment, shall be filed with the City
Secretary. He shall be removed from office for good cause only, after a full hearing
by the Civil Service Board, at which hearing he shall be entitled to appear and produce

evidence in his own behalf.
SECTION 3.
Article 1. It shall be the duty of the Chief Electrical Inspector to enforce
the provisions of this ordinance. He shall upon application by any Master Electrician
or any Sign Electrician (Depending on the nature of the work) licensed by the City of
Fort Worth, Texas, grant permits for the installation or alteration of electrical equip-
ment, and shall make inspections of electrical installations, all as provided in this
ordinance. He shall keep complete records of all permits issued, inspections and reinspect-
ions made and other official work performed in accordance with the provisions of this
ordinance. He shall also keep on file a list of electrical equipment inspected and
certified by Underwriters' Laboratories, Inc., which list shall be accessible for public
reference during regular office hours. He shall become and remain a member of Inter-
national Association of Electrical Inspectors.
Article 2. The Chief Electrical Inspector is empowered to employ, after receiving
the approval of the City Manager, any electrical inspectors and clerical assistants
necessary for the proper conduct of his office and the inspection of electrical
installations as provided for in this ordinance. The salaries of such assistants
shall be determined by the City Manager and approved by the City Council, except that
in no case shall the same be less than provided for in the City Charter.
Article 3. It shall be unlawful for the Chief Electrical Inspector or any
electrical inspector to engage in the business of the sale, design, installation,
of maintenance of electrical equipment, either directly or indirectly, and neither
said Chief Inspector nor any electrical inspector shall have any financial interest of
any nature in any concern engaged in such business in the City of Fort Worth, Texas,
at any time while holding such office as herein provided for.
SECTION 4.
Article 1. The Chief Electrical Inspector shall have the right during reasonable
hours to enter any building or premises in the discharge of his official duties, or
for the purpose of making any inspection, reinspeetion, or test of the electrical
equipment contained therein, or its installation. When any electrical equipment is
found by the Electrical Inspector to be dangerous to persons or property, the person,
firm, or corporation responsible for the electrical equipment shall be notified in
writing and shall make any changes or repairs which are required to make such equipment

in safe condition and if such work is not completed within fifteen (15) days or any
longer period that may be specified by the Electrical Inspector in said notice, the
Electrical Inspector shall have the authority to disconnect or order the electricity
supply agency to disconnect all electric service to said electrical equipment and/or
the premises in or upon which the same is located.
Article 2. In case of emergency, where necessary for safety to persons or
property, or where electrical equipment may interfere with the work of the fire
department, the Chief Electrical Inspector shall have the authority to disconnect
immediately and without notice to anyone, or to cause the immediate disconnection of,
any electrical equipment.
Article 3. The Chief Electrical Inspector may delegate any of his powers or
duties to any of his assistant inspectors, who shall be designated as Electrical
Inspectors. It shall be unlawful for any person, firm, or corporation to hinder or
interfere with the Chief Electrical Inspector or any of his assistants in the discharge
of his duties under this ordinance. The Chief Electrical Inspector and all Electrical
Inspectors shall have full police powers, including the power to arrest, or cause the
arrest of any person violating any of the provisions of this ordinance.
SECTION 5.
Article 1. All installations of electrical equipment made within the Corporate
Limits of the City of Fort Worth shall conform to the following specified requirements:
(1) All electrial wiring within or on all buildings hereinafter erected and all
alterations in and additions to such wiring in or on buildings nowexisting shall be
installed in an approved metal raceway system, except that this provision shall not
apply to private residences and duplex apartment buildings which are not located in
fire zone 1 or fire zone 2, as said fire zones are now or may be hereafter designated
and defined by the City Council of the City of Fort Worth.
(2) All electrical wiring within or on all buildings hereinafter erected which
are used as a combination of living quarters and business, commercial, and/or industrial
establishments, and alterations and additions to such wiring in or on such existing
buildings shall be installed in an approved metal raceway system.
(3) All electrical wiring for motors larger than two (2) horsepower within or
on private residences and duplex apartments shall be installed in an approved metal
raceway system.
(4) All electrical service conductors within or on any and all buildings here-
inafter erected shall be installed in rigid metal conduit or electrical metallic tubing
not smaller than one (1) inch trade size, which shall extend from the service head to

the service entrance switch, or switches except that this raceway for private single-
family residences containing not more than three hundred (300) sauare feet and not more
than two (2) two-Wire circuits shall be not smeller than three-fourth (3/4) inch trade
size.
(5) All electrical wiring in or on all residences having more than four (4)
attached garages hereinafter erected, and all alterations and additions to such exist-
ing buildings shall be installed in an approved metal raceway system.
(6) All electrical wiring installed on the outside surface of any building within
the Corporate City limits, including private residences, shall be run in an approved and
properly grounded metal raceway.
(7) Lead-covered conductors shall be installed in approved raceway systems.
(8) Metal raceways shall be cut by saars or metal-removing parting tools of the
type which leaves a clean square cut. Pipe cutting tools of the type which spreads or
crashes the metal shall not be used.
(9) Electrical services in the network zone shall be connected to the underground
network system, and, if serving more than eight (8) two-wire circuits or four (4) three-
wire circuits, shall be three phase.
(10) The point of entrance of electrical service wires on underground services and
the point of landing of electrical service drops on overhead services shall be designated
by the electricity supply agency and approved by the Chief Electrical Inspector. All
facilities for the installation of meters shall meet the metering requirements of the
electricity aupply agency.
(11) A minimum of three (3) number 6 conductors shall be used for all service
installations having more than two (2) two-wire circuits or more than one (1) three-wire
circuit.
(12) A minimum of two (2) number six conductors shall be used for all service
installations having not more than two (2) two-wire circuits except on private single-
family residences of less than three hundred (300) square feet.
(13) A minimum of two (2) number eight conductors shall be used for services on
private single-family residences of less than three hundred (300) square feet and having
not more than two (2) two-wire circuits.
(14) All electrical installations having more than two (2) Wo-wire circuits shall
be supplied with a three (3) wire service.
(15) All service switches of whatever capacity or potential shall be installed at a
location as near the point of entrance of service wires as may be possible, considering
the character of building and accessibility in case of fire or other reasons for opening

the switch and disconnecting the premiseB from the electricity supply service.
(16) Brackets or other means of attachment shall be installed on buildings for
service wires, unless such buildings are of wood construction and lend themselves readily
to the installation by the Electricity Supply Compaxy of screw-mounting insulators with-
out damage to the outside finish.
(17) Service entrance switches which are equipped with meter testing lugs and which
are known to the trade as "meter-trier" switches shall be installed sixty-four (64) inches.
from the top of the switch to the floor. Immediately above and adjacent to this switch
shall be installed a wooden meter board twenty (20) inches high and of the width of the
switch.
(18) All sealed type meter bases shall be installed not less than four (4) feet
and not more than six (6) feet, six (6) inches from the center of such bases to the
finished grade level of the ground or from the floor.
(19) Current transformer metering boards not less than twenty-four (24) inches
by thirty (30) inches shall be installed at a maximum of seven (7) feet from the top of
the board to the floor.
(20) Not less than three (3) feet of each conductor shall be left at the service
head for connection to the service drop.
(21) Service entrance conductors shall not be ran at a distance greater than
twenty (20) feet within the hollow spaces of frame buildings, unless provided with
automatic over-current protection at their outer ends.
(22) Service heads shall be installed at a location not more than two (2) feet
from the service drops and if possible not less than three (3) feet from axe+ door,
window, or other opening in the building.
(23) Service entrance switches or any service equipment shall not be installed
within a bath room, toilet, closet, or cabinet, nor within eight (8) feet vertically or
five (5) feet horizontally of any plumbing or grounded metal equipment.
(24) Service heads shall be installed hot less than ten (10) feet, nor more than
twenty-two (22) feet above the ground and so situated that they shall not be within
reach from any porch or stair landings, and if practicable shall afford direct
unobstructed space for stringing service drops without the necessity of such drops
passing over the property of others than the owner of the property, being served.
(25) Where service heads cannot be installed at least ten (10) feet above the
ground on aacount of the structural nature of the building, an additional structure
shall be erected to afford the necessary height. This structure shall be of sufficient
strength for the purpose for which it is erected and shall be of metal.

In no case shall this structure be of inferior strength to two and one-half (21) inch
trade size rigid heavy wall steel conduit or three (3) inch by three (3) inch by one-
fourth (1/4) inch angle iron. If this structure protrudes through the roof, the proper
roof clearances shall be maintained. If undamaged conduit is used for this structure,
it may be used as a raceway for service entrance conductors to the meter.
(26) Service heads shall be installed at a point above the level of the service
drops.
(27) Where changes or additions are being made to existing electrical installations,
necessitating changes or additions to the service equipment, such service equipment shall
be changed to conform to the provisions of this ordinance.
(28) Where changes or additions to services or service equipment are being made,
all connected wiring and equipment shall be changed to conform to the provisions of this
ordinance.
(29) Amy electricity supply agency, company, firm, or corporation operating under
a franchise granted by the City of Fort Worth, 'Texas, shall have the right to install and
connect, or disconnect and remove its meters and protective devices without a permit, but
it shall not connect any electrical equipment to a source of supply without first having
been authorized in writing to do so by the Chief Electrical Inspector.
(30) Where meters were originally or may be hereafter installed at inaccessible
places in houses or buildings and the electricity supply agency desires to relocate such
meters for its own convenience in rendering its service, or for the purpose of standard-
ization of its service in the interest of the public, a licensed Master Electrician may
re-install such meters at the desired locations. The licensed Master Electrician who does
such work shall obtain the necessary permits before executing such work.
(31) Where meters origninally installed in accessible places satisfactory to the
electricity supply agency and are rendered inaccessible thereafter by virtue of alter-
ations or new construction by the owner of the premises or his agent, such meters shall be
re-installed in accordance with the provisions of this ordinance at the expense of the
owner.
(32) Any electricity supply agency, company, firm, or corporation operating under
a franchise granted by the City of Fort Worth, Texas, shall supply all three-wire single
phase services with three-wire single phase service drops to premises whereon electricity
furnished by such organization is used, and shall when practicable furnish the type and
size of service needed and requested, except that it shall not be required to furnish three-
phase service unless such service is available in the vicinity and unless in addition
there is a power demand of at least seven (7) horsepower, at least five (5) horsepower
of which is three (3) phase.

(33) Trailer courts shall be wired with weatherproof fittings and equipment,
with not more than one (1) trailer to each twenty-ampere circuit, such circuit to
terminate in a heavy-duty, polarised, three-pole receptacle, with one pole and one
conductor to be used as a case ground. The receptacle shall be protected with a fused
disconnect switch. Each individual trailer disconnect switch shall be grounded.
(34) Temperature sensitive cutout switches shall be mounted near the blower in all
ventilating and air-conditioning ducts and in the air stream in attic fan installations.
The switch shall be so designed that it will open the power circuit to the blower when
the actuating air reaches a temperature of 194 degrees Fahrenheit (or 90 degrees Centigrade)
and remain in the opeiroirouit position until manually reset.
(35) Conductors supplying outlets for ranges shall be of sufficient size for the
range connected, but in no case shall they be smaller than number 6 for phase wires and
number 8 for neutrals.
(36) Not more than eight (8) current-consuming outlets shall be connected to a
15 ampere, general-use branch circuit.
(39) Not more than three (3) heavy-duty lamp holders shall be connected to a 15
ampere branch lighting circuit.
(38) Not more than ten (1Q) current!--eonsuaing outlets shall be connected to a
20 ampere, general-use branch circuit.
(39) Not more than four (4) heavy-duty lamp holders shall be connected to a 20
ampere lighting circuit:.
(40) Not more than four (4) current-consuming outlets shall be connected to a 20
ampere appliance circuit.
(41) In determining the load on the watts-per-square-foot basis for residences,
not less than three (3) watts per square foot shall be installed in addition to
appliance circuits.
(42) Bell transformers shall not be installed in attics or underneath structures
or buildings with combustible floors, walls, or ceilings.
(43) Control transformers for heating or cooling units or other equipment shall
not be installed in attics or underneath structures or buildings unless such transformers
are inclosed inside the metal enclosure of the unit, are protected by the proper size
primary fuses with such fuses and associated disconnecting switch or switches in sight
of such transformers.
(44) Plug fuses and fuse holders shall not be used in ungrounded circuits supplied
by delta eonnected transformers having one phase with avoltage to ground greater than 150
Molts and known to the trade as the "high-leg-to-ground".

(45) Plug fuses installed in residential occupancies shall be of the time-delay
type.
(46) Anesthetizing locations in hospitals and clinics using combustible anesthetic
agents shall be wired with equipment which will operate safely in atmospheres containing
ethyl ether vapor. Aquipment approved by the Underwriters' Laboratories, Inc. for group
C locations and installed in accordance with the provisions of the National Electrical Code
and the Recommended Safe Practice for Hospital Operating Rooms as adopted by the National
Fire Protection Association will be prima facie evidence that such equipment and Install-
ation methods are safe for such locations.
(47) All electrical conductors running underneath streets, alleys, easements, and/or
sidewalks shall be installed not less than eighteen (18) inches beneath the surface.
(48) All unused electrical equipment within or on public or private buildings or
premises shall be removed if such equipment, in the opinion of the Electrical Inspector,
constitutes a hazard or danger to life or property.
Article 2. In addition to the requirements set out above, all installations of
electrical eauipament made within the corporate limits of the City of Fort Worth shall be
so made that the same will be in safe condition, and shall be made in conformity with the
provisions of this ordinance and the applicable statutes of the State of Texas, and all
orders, rules, and regulations issued by authority thereof.
Article 3. If equipment and installations meet the requirements set out in Article
1 above, then conformity with all applicable regulations set forth in the National
Electrical Code and in the National Electrical Safety Code shall be prima facie
evidence that such installations are in safe condition.
SECTION 6.
Article 1. All electrical equipment installed or used shall be in safe condition
and in conformity with the provisions of this ordinance, the applicable statutes of the
State of Texas, and any orders, rules, or regulatione issued by authority thereof.
Article 2. Conformity of electrical equipment with applicable standards of
Underwriters' Laboratories, Inc, shall be prima facie evidence that such equipment is
in safe condition.
Article 3. This section shall not apply to equipment owned and used by an electricity
supply or communication agency in the generation, transmission, or distribution of elec-
tricity or for the operation of signals or the transmission of intelligence.

SECTION 7.
Article 1. Within the corporate limits of the City of Fort Worth, no electrical
equipment shall be installed within or on any building, structure, or premises publicly
or privately owned, nor shall any alteration or addition be made to any such existing
equipment without first securing a permit therefor from the Chief Electrical Inspector.
Article 2. Application for such permit, describing the work to be done, shall be
made in writing to the Chief Electrical Inspector by the licensed Master Electrician br
licensed Sign Electrician installing the work. When required by the Chief Electrical
Inspector the application shall be accompanied by such plans, specifications, and schedules
as may be necessary to determine whether the installation as described will be in
conformity with the requirements of this ordinance. If it shall be found that the
installation as described will conform with all legal requirements and if the licensed
Master Electrician or Sign Electrician has complied with all provisions of this ordinance,
a permit for such installation shall be issued.
Article 3. No deviation may be made from the installation described in the permit
without the written approval of the Chief Electrical Inspector.
Article 4. No permit for constructing, installing, altering, extending, maintain-
ing, repairing, or replacing any electrical wiring, apparatus, or equipment of any voltage
in excess of twenty-four (24) volts shall be issued to any person, firm, or corno ration
other than a holder of a license of the grade necessary to entitle such holder to law-
fully do or supervise the work to be done by virtue of said permit.
SECTION 8.
Article 1. Before any permit is granted for the installation or alteration of
electrical equipment, the licensed Master Electrician or Sign Electrician making appli-
cation for such permit shall pay to the Electrical Inspector's office a fee in such amount
as specified belowt
(1) For the first ten (10) outlets for lighting fixtures, switches, or receptacles--
one dollar and fity cents ($1.50) minimum; for each- additional outlet for lighting fixtures,
switches, or receptacles -- ten cents (100) each.
(2) For the first ten (10) lighting fixtures--one dollar and fifty cents ($1.50)
minimam; for each additional lighting fixture--ten cents (100).
(3) For private, single-occupancy residences having floor areas of less than three
hundred (300) square feet, outside dimensions and not more than two (2) two-wire circuits--
two dollars ($2.00) total.

(4) For each ceiling fan--twenty-five cents (250).
(5) For each motor, including motor controls, up to and including three-fourth
(3/4) horsepower--seventy-five cents (750); over three-fourth (314) and less than five
(5) horsepower--one dollar and fifty cents ($1.50); five horsepower and less than
fifteen (15) horsepower--three dollars ($3.00); fifteen (15) horsepower and less than
fifty horsepower--four dollars ($4.00); fifty (50) horsepower and less than one hundred
(100) horsepower--five dollars ($5.00); one hundred (100) horsepower and over•-ten
dollars ($10.00).
(6) For each electric generator up to and including ten (10) kilowatts--five
dollars ($5.00); over ten (10) kilowatts ten dollars ($10v00).
(7) For billboard signs--fees as provided herein, according to the number of
openings and the member of fixtures and according to the size of the service.
(8) For incandescent signs--one dollar- ($1.00) for the first circuit, and fifty
cents (500) for each additional circuit.
(9) For gas filled signs or outline lighting--one dollar ($1.00), for the first
transformer, and twenty-five cents (250) for each additional transformer.
(10) For each sign connection--one dollar ($1.00).
(11) For neon or other gas filled tubing--one dollar and fifty cents ($1.50)
for each one hundred (100) feet or major fraction thereof.
(12) For connection of sign to existing circuit--one dollar ($1.00).
(13) For each %Ray machine--five dollars ($5.00).
(14) For each motion picture projection machine--five dollars ($5.00).
(13) For each complete unit of motion picture sound equipment, including circuit,
pick-up devices, sound panel and speakers within the building--five dollars ($5.00),
and twenty five cents (250) for each additional speaker outside of the building.
(16) For each rectifier--one dollar and fifty cents ($1.50).
(17) For each domestic electric range--one dollar and fifty cents ($1.50).
(18) For each commercial electric range--three dollars ($3.00).
(19) For each transformer type welder installation-- one dollar and fifty cents
($1.50).
(20) For generator type welders--according to size of motor as provided herein.
(21) For each service, not exceeding thirty (30) amperes--one dollar ($1.00);
over thirty (30) amperes but not exceeding sixty (60) amperes- -one dollar and fifty
cents ($1.50); over sixty amperes, but not exceeding 100 amperes--two dollars ($2.00);
over 100 amperes--five dollars ($5.00).
(22) For each power transformer--two dollars ($2.00).

(33) For each electric hot water heater--one dollar ($1.00).
(34) For each floor furnace--one dollar ($1.00).
(35) For minor repairs involving neither new installations nor relocating
existing equipment--one dollar ($1.00).
(36) For installation of electrical equipment not herein specified--two dollars
($2.00).
Article 2. A separate permit shall be required for each separate building, store
space, or apartment, whether such unit is metered separately or conjunctively, and a
service permit shall be taken on all such units whether supplied from a central metering
station or directly from an electricity supply agency, except that in trailer courts,
the individual trailer disconnect switches shall not be deemed services; fees for such
service permits shall be charged as set out in sub-section (21), Article 1, of this section.
SECTION 9.
Article 1. Upon completion of arW installation of electrical equipment which has
been made under a permit, it shall be the duty of the licensed Master or Sign Electrician
making the installation to notify the Chief Electrical Inspector, who shall inspect the
installation within forty-eight (48) hours, exclusive of Saturday afternoon, Sundays,
and holidays, of the time such notice is given or as soon thereafter as practicable.
Article 2. Sphere the Chief Electrical Inspector finds the installation to be in
conformity with the provisions of this ordinance, he shall issue to the licensed Master
or Sign Electrician making the installation a notice of conformance, which shall be
placed on the equipment or premises, authorizing the use of the installation, and shall
send written notice of such authorization for connection to the supply of electricity
to the agency supplying the electric service.

Article 3. When a certificate of approval is issued authorizing the connection
and use of a temporary installation, such certificate shall be issued to expire at a
time to be stated therein, and shall be revocable by the Chief Electrical Inspector
for good cause.
Article 4. When any electrical equipment is to be hidden from view by the permanent
placement of parts of the building and/or equipment, the licensed Master or Sign Electrician
installing the equipment shall notify the Chief Electrical Inspector, and such equipment
shall not be concealed until it has been inspected and approved by the Chief Electrical
Inspector, or until forty-eight (48) hours, exclusive of Saturday afternoons, Sundays,
and holidays, shall have elapsed from the time of such notification; provided, that on
large installations where the concealment of equipment proceeds continuously, the
licensed Master or Sign Electrician installing the electrical equipment shall give the
Electrical Inspector due notice, and inspections shall be made periodically during the
progress of the work.
Article 5. If upon inspection the installation is not found to be fully in conformity
with the provisions of this ordinance, the Chief Electrical Inspector shall issue a
notice of non-conformance and shall notify the licensed Master or Sign Electrician
making the installation of the defects which have been found to exist. All defective
work shall be corrected and brought in conformity with the provisions of this ordinance
before any further electrical work will be permitted within or on the building or
premises, and before the licensed Master or Sign Electrician making the installation
shall be issued azr other permits to perform any other electrical work.
Article 6. It shall be unlawful for ax4r person, firm or corporation to conceal
or place in operation any electrical equipment which has been disapproved or condemned
by the Chief Electrical Inspector unless and until the same has been so repaired or
altered that it complies with all provisions of this ordinance and has thereafter been
approved by said Chief Electrical Inspector.
Article 7. The Chief Electrical Inspector shall have the authority to require
any person, firm, or corporation to uncover any wiring or electrical equipment which has
been concealed without the knowledge or permission of the Electrical Inspector.
SECTION 10.
Article 1. It shall be unlawful for any person, firm, or corporation to make
connection from a supply of electricity or to supply electricity to any electrical
equipment for the installation of which a permit is required or which has been dis-
connected or ordered to be disconnected by the Electrical Inspector, or, except for
private residences, which has been disconnected for any reason whatsoever, until such
connection has been authorized by the Electrical Inspector.

Article 2. The electricity supply agency shall disconnect the electrical service
to any building and/or premises except private residences and duplex apartments each time
such building or premises changes occupants, and it shall not again supply electricity to
such buildings or premises until authorized to do so by the Electrical Inspector. The
owners and/or the new occupants of such buildings and/or premises shall make application to
the Chief 'llectrical Inspector for an inspection. The Chief Electrical Inspector shall
make the inspection within forty-eight (48) hours, exclusive of Saturday afternoons,
Sundays and holidays, of the time such application is made or as soon thereafter as
practicable. No charge shall be made nor fee collected for such inspections.
SECTION 11.
Article 1. There is hereby created an Electrical Board which shall consist of the
Chief Electrical Inspector, an employee of the City of Fort Worth, Texas, other than the
Chief Electrical Inspector, who is a registered engineer in the State of Texas, and four
(4) other members appointed by the City Manager, by and with the advice and consent
of the City Council as follows;
One (1) electrical engineer registered in the State of Texas who is not employed
by the City of Fort Worth, Texas, one (1) Electrical Contractor who is engaged in the
business of installation of electrical equipment within the Corporate City limits and
who is a licensed Master Electrician, one (1) Sign Contractor who is engaged in the
business of installing electric signs within the Corporate City limits and who is a
licensed Sign Electrician, and one (1) licensed Journeyman Electrician who is actively
engaged in the trade within the Corporate City limits. Each member of the Board shall
serve without pay until the day immediately following the next election of City Council-
men of the City of fort Worth, Texas, unless sooner removed from office by the City
Manager.
Article 2. Employment of the Journeyman Electrician member of the Board by either
the Master Electrician member or the Sign Electrician member of the Board for as long as
two (2) consecutive calendar months shall automatically disqualify the Journeyman Electri-
cian for further membership on the Board as long as he is so employed, and his successor
shall thereupon be immediately appointed to serve the remainder of his appointed term.
Article 3. The Electrical Inspector shall be Secretary of the Board, and shall keep
a record of all examinations held and applicants examined and the results thereof, to-
gether with any other records as the Board may direct. The records of the names of each
applicant and the number, date and result of the examinations taken by each applicant shall
be kept permanently; otherwise no records or examination papers need be kept for a period

greater than two (2) calendar years. Two or more members of the Board shall be present
at all examinations, and shall supervise the applicants during the entire course of
said examinations. Examinations shall be held in the City Hall one day of each month
for a period of four (4) hours between the hours of eight o'clock (8s00) A.M. and five
o'clock (5s00) P.M..
Article 4. The Alectrical Board shall have the power to make and promulgate its
own roles governing its meetings and proceedings, including selection of a Chairmah,
subject to the provisions of this ordinance.
Article 5. An applicant for a license shall file a written application with the
Secretary of the Board at least ten (10) days before the date set for examinations,
stating the grade of license for which he wishes to be examined, and shall pay to said
Secretary the fee hereinafter provided when said application is filed. An applicant
for a temporary working permit shall file a written application with the Chief Electrical
Inspector.
Article 6. Applicants for Master Electrician Licenses shall pay an examination
fee of ten dollars, shall be of good moral character, and shall have had at least four
(4) years experience in the installations of electrical equipment; or in lieu of such
experience shall have graduated, after majoring in electrical engineering, from an
accredited college or university, and shall have had at least one (1) year of practical
electrical experience; or in lieu of either of the above requirements shall have had
either two (2) years college credit in an accredited college or university or be a
graduate of a recognized electrical trade school and shall have had at least two (2)
years practical electrical experience.
Article 7. Applicants for Sign Electrician Licenses shall pay an examination fee of
five dollars, shall be of good moral character, and shall have had at least three (3)
years experience in the installation and/or manufacture of electrical signs; or in lieu
of such experience shall have graduated, after majoring in electrical engineering, from
an accredited college or university, and shall have had at least one (1) year of practical
electrical sign experience; or in lieu of either of the above requirements shall hale'-had
either two (2) years college credit in an accredited college or university or be a
graduate of a recognized electrical trade school and shall have had at least eighteen (18)
months of practical electrical sign experience.
Article 8. Applicants for Journeyman Electrician licenses shall pay an examination
fee of two dollars, shall be of good moral character, and shall have had at least one (1)
year of experience in the installation of electrical equipment. There shall be no
examination for temporary working permits, but any applicant for such a permit shall
have had experience equal to that required for an applicant for a Journeyman Electrician's
license.

Article 9. It shall be the duty of the Board to determine by written examination
the qualifications of each applicant for the particular grade of license for which he
has applied. Examination questions shall be typed or mimeographed, and the answers
shall be written in ink by the applicant.
Article 10. The first two (2) hours of the four-hour examination period shall be
devoted to questions based on the National Electrical Code and the City Electrical Ord-
finance to determine the applicant's general over-all knowledge of and familiarity with
the Code and Ordinance. During the first tve;-hour section of the four-hour examination
period, the applicant shall not be permitted to use azW codes, books, tables, or any
other aids whatsoever. The second two (2) hours of the four-hour examination period shall
be devoted to problems to determine the applicant's ability to use the City Electrical
Ordinance and the National Electrical Code and its tables. During the second two-hour
section of the four-hour examination period, the applicant will be permitted to use the
National Electrical Code or any other books, and/or tables. Each section shall be of
equal value in determining the final grade.
Article 11. The Master Electrician's examination shall be based on this Ordinance
and all amendments thereto and on the National Electrical Code in its entirety.
Article 12. The Sign Electrician's examination shall be based on this Ordinance
and all amendments thereto and that part of the National Electrical Code which governs
installation, maintenance, repairs and alterations of signs.
Article 13. The Journeyman Electrician's bxamination shall be based on this
Ordinance and all amendments thereto and the National Electrical Code generally, but
shall not be as extensive or difficult as the Master Electrician's examination, and the
problems to be solved therein shall be those of the same type and nature as would be
likely to be encountered and would ordinarily be solved by electricians working under the
supervision of a Master Electrician.
Article 14. The Electrical Board shall notify any applicant of his grade within
ten (10) days after the date of the examination.
SECTION 12.
Article 1. Any person, firm or corporation may register an appeal with the Electrical
Board for review of arq decision of the Chief Electrical Inspector, provided that such
appeal is made in writing within five (5) days after such person, firm or corporation shall
have been notified of such decision by the Chief Electrical Inspector. Upon receipt of
such appeal the said Board shall proceed to determine forthwith whether the action of the
Chief Electrical Inspector complies with this ordinance, and shall make a decision in

accordance with its findings within five (5) days, exclusive of Saturday afternoons,
Sundays and holidays, after such appeal is registered.
Article 2. Three (3) members of the Board present at any meeting shall constitute
a quorum for the transaction of any business or the carrying out of any duties, but any
action taken at any meeting shall require the affirmative vote of at least three (3)
members. The Chairman of any meeting of the Board shall vote. The Chief Electrical
Inspector shall not vote when the Board is reviewing a decision made by him.
SECTION 13.
Article 1. There shall be three (3) grades of Licenses and one (1) grade of
temporary working permit as follows:
(1) A Master Electrician's License, which shall entitle the holder to contract
for and engage in the business of electrical wiring of any nature, and to employ and
supervise journeymen electricians.
(2) A Sign Electrician's License, which shall only entitle the holder to contract
for and engage in the business of manufacturing and installing luminous gas or electric
discharge signs and luminous gas or electric discharge outline lighting,and to employ
and supervise journeymen electricians in the performance of such work on such signs.
But one holding only a Sign Electrician's license shall not perform or supf-rviso the
performance of primary wiring to transformers connected with signs and/or outline
lighting equipment.
(3) A Journeyman Electrician's License, which shall entitle the holder thereof
to perform any type of electrical work under the supervision of a Master Electrician,
or to perform any type of sign work as outlined in the sub-section next above under the
supervision of a Sign Electrician, but in no case shall a Journeyman Electrician contract
for or engage in the business of electrical work of any nature, nor perform electrical
work of any nature, except under the supervision of either a Master Electrician or a
Sign Electrician.
(4) A temporary working permit which shall entitle an unlicensed electrical worker
with at least one (1) year's experience in the installation of electrical equipment
to perform work in the capacity of a Journeyman Electrician until the neat regular
examination date, at which time such worker must appear before the Electrical Board and
be examined in the manner required herein for a Journeymen Electrician's license. If
such worker fails to pass the Journeyman Electrician's examination, he shall not be
permitted to work in the capacity of a Journeyman Electrician until such later time
as he is able to pass such examination. No temporary working permits shall be renewed.

Article 2. The Electrical Board shall grade all examination papers, and shall
certify to the Electrical Inspector the name of each applicant passing an examination
and the grade of license for which he has qualified. A minimum grade of seventy per
cent (70%) shall be required as a passing grade. Upon such certification and the
payment of the fee herein prescribed, and filing of bond in cases where bond is required,
the applicant shall be issued a license of the grade for which he has been certified,
which license shall be signed by the Chief Electrical Inspector.
Article 3. Upon final conviction of any violation of any provision of this
ordinance in any court having jurisdiction thereof of any holder of any license issued
or renewed. under the terms of this ordinance, the City Council of the City of Fort Worth
may, suspend the license of such person so convicted for any period up to six months,
and during the time of such suspension such license shall be and become null and void.
After the termination of such period of suspension such license shall again be valid
and effective, provided that renewal fees which may have become due thereon, as here-
inafter set out, were paid when due. If, within any three (3) year period, the holder
of any license issued under the terms hereof shall have been finally convicted three
(3) or more times for a violation of any provisions of this ordinance, the City Council
of the City of Fort 'Vorth may revoke and cancel such license, and upon such revocation
and cancellation said license shall be and become null and void, and cannot be renewed
thereafter.
Article 4. The first annual fee for a Master Electrician's license shall be one
hundred dollars ($100.00) for the first year, payable in full and in advance, and the
annual renewal fee for such a license shall be twenty-five dollars ($25.00), payable in
full on the expiration of the annual period for which a license fee was paid theretofore.
Article 5. The first annual fee for a Sign Electrician's license shall be fifty
dollars ($50.00) for the first year, payable in full and in advance, and the annual
renewal fee for such a license shall be fifteen dollars ($15.00), payable in full on
the expiration of the annual period for which a license fee was paid theretofore.
Article 6. The first annual fee for a Journeyman Electrician's license shall be
two dollars ($2.00) for the first year, payable in full and in advance, and the annual
renewal fee for such a license shall be one dollar ($1.00) payable in full on the
expiration of the annual period for which a license fee was paid theretofore. There
shall be no fee for a temporary working permit.
Article 7. Any holder of any license of any grade who shall fail to pay the
annual renewal fee due for a renewal of such license within thirty (30) days of the
date the same becomes due shall be required to pay as a renewal fee for such license
the same amount as the fee for the first full year, being the amount herein above set out.

Article 8. Any license issued under the terms of this ordinance shall expire
thirty (30) days after the annual renewal fee due thereon becomes due and payable unless
such fee is paid before the expiration of said thirty (30) day period.
Article 9. Any holder of ary renewable license of any grade who shall fail to pay
any renewal fee due for such license within two (2) years after the date such fee becomes
due shall forfeit such license, and the same shell be and become null and void from and
after the expiration of said two (2) year period.
Article 10. It shall be unlawful for aRy person, firm or corporation who is not
the holder of an unexpired, unrevoked license or temporary working permit to engage
in arq business or perform any work in connection with constructing, installing, main-
taining, extending, repairing, or replacing any electrical wiring, apparatus, or equip-
ment of any voltage in excess of twenty-four (24) volts, except that a helper or an
apprentice electrician may perform work laid out for him by a holder of a license if
he is in the presence of and being supervised by the holder of such license, and if
the license is such as to permit the holder thereof to do such work.
Article 11. It shall be unlawful for the holder of any license or temporary
working permit issued under the provisions of this ordinance to engage in any phase of
the electrical business or perform any work at the electrical trade other than such
business or work authorised by the class of license or permit held by him, except that
a helper or an apprentice electrician may perform work laved out for him by a holder
of a license enabling said holder to do such work, and then only while he is in the
presence of and being supervised by the holder of a license.
Article 12. Every person desiring to engage in aiW business or perform any work
for which a license is required under the provisions of this ordinance shall appear
before the Electrical Board and pass an examination as to his qualifications and
competency for the class of license desired by him as required by the provisions of
this ordinance, except as provided in Article 13 and Article 14 immediately following,
but all licenses heretofore issued under Ordinance Number 1985 and Amendment 'Humber
2743 and Ordinance No. 2880 shall continue in force for the term for which they have
been issued unless sooner revoked.
Article 13. All persons engaged as Electricians in one of the various grades for
which a license has not heretofore been required as defined in this ordinance within
the Corporate limits of the City of Port Worth at the time this ordinance becomes
effective shall be granted a license of that grade without examination, upon payment
of the fee prescribed herein for the first year of such license, provided that all such
applications for licenses without examination shall be made to the Board within three (3)

months after the effective date of this ordinance, and provided that all such appli-
cations for licenses are accompanied by affidavits or other proof satisfactory to the
Board of such engagement.
Article 14. All persons engaged as Journeymen Electricians within the Corporate
limits of the City of Fort Worth at the time this ordinance becomes effective shall be
granted a Journeyman Electrician's license without examination upon payment of the fee
prescribed herein for the first year of such license, provided that all such applications
for such licenses without examination shall be made to the Board within three (3) months
after the effective date of this Ordinance, and provided that all such applications for
licenses are accompanied by affidavits or other proof satisfactory to the Board of such
engagement.
Article 15. All persons who are currently licensed under Ordinance Number 1985,
Ordinance Number 2743 and Ordinance Number 2880 shall be licensed under this ordinance
and such licenses shall expire at the expiration date set in said licenses unless
renewed as provided herein.
Article 16. No person under twenty-one (21) years of age shall be issued a
Master Electrician's license or a Sign Electrician's license.
Article 17. Hereafter, no licenses shall be issued under the terms of this
ordinance to arty other than a natural person, except that licenses now held in the names
of firms or corporations may continue to be so held and renewed subject to all other
terms of this ordinance and all other pertinent ordinances.
Article 18. No license in effect, issued, or renewed under the terms of this
ordinance shall ever be transferred to or used by any other person, firm or corporation
other than the one to whom or to which the same is or shall be issued.
Article 19. It shall be unlawful for any holder of any license of ary grade to
allow his name or license to be used by any other person or firm or corporation,
directly or indirectly, for the purpose of obtaining a permit or for performing work
under his license.
Article 20. It shall be unlawful for a Master Electrician or a Sign Electrician
to send any person on any job requiring a license in the capacity of any electrician
unless such person is the holder of and in possession of a Journeyman Electrician's
license or a Journeyman Electrician's temporary working permit, or is accompanied and
supervised in his work by a person holding and in possession of a Journeyman Electrician's
license, unless such person sent on such job in such capacity is himself the holder of
an unexpired, unrevoked Master or Sign Electrician's license entitling him to perform
such work.

Article 21. Journeymen Electricians who are not the holders of unexpired, un-
revoked, Master or Sign Electrician's licenses entitling them to perform such work
shall carry their Journeyman Electrician's licenses or Journeyman Electrician's
temporary working permits on their persons at all times while performing electrical
work, and they shall produce and present such licenses or permits immediately upon
request of any Electrical Inspector.
Article 22. No applicant who fails to pass his first examination shall be
examined again prior to the expiration of one (1) calendar month from the date of
said first examinations No applicant who fails to pass his second examination shall
be examined again prior to the expiration of seven (7) calendar months from the date
of said first examination. No applicant who fails to pass his third examination
shall be examined prior to the expiration of one (1) year from the date of said first
examination. Any applicant who fails to pass three (3) examinations for any license
shall be entitled to an examination for such license onee each year as long as he
shall so desire.
Article 23. Each holder of a license of any grade shall furnish the Electrical
Inspector with a written notice of his permanent address, and each holder of a Master
Electrician's license and of a Sign Electrician's license shall furnish the Electrical
Inspector with a written notice of the address and telephone number of his regularly
established place of business.
SECTION 14.
This ordinance shall not be construed to affect the responsibility or liability
of any party owning, operating, controlling, or installing any electrical equipment
for damages to persons or property caused by any defect in such equipment or in the
installation thereof, nor shall either any Electrical Inspector or the City of Fort
Worth, Texas be held as assuming any liability by reason of the inspection or reinspection
authorized herein or the certificates of conformance or nonconformance issued as
herein provided or by reason of the approval or disapproval of any equipment authorized
herein.
SECTION 15.
This ordinance shall be and is hereby declared to be cumulative of all other
ordinances of the City of Fort Worth, and shall not operate to repeal or affect any
such ordinances or ordinance except insofar as the provisions of such ordinances or
ordinance are inconsistent or in conflict with the provisions of this ordinance, in
which instance or instances such oonf-l:ict-ing-prrovisions in said other ordinance or
ordinances shall be and are hereby repealed.

SECTION 16.
If any section, sub-section, sentence, clause, or phrase of this ordinance is
for any reason held to be unconstitutional, such decision shall not affect the validity
of the remaining portions of this ordinance, and all the remainder of this ordinance
not so declared to be invdl.id shall continue to be in full force and effect. The City
Council of Fort North, Texas, hereby declares that it would have passed this ordinance
and each section, sub-section, sentence, clause, or phrase thereof irrespective of the
fact that any one or more sections, sub-sections, sentences, clauses, or phrases be
declared unconstitutional.
SECTION 17.
Any person, firm, or corporation violating arq of the provisions of this ordinance
shall be deemed guilty of a misdeameanor; and the person, firm, or corporation, or an
employee, agent, manager, or officer thereof, who is guilty of violating any of the
provisions, shall upon conviction thereof, be fined in any amount not to exceed $200.00
for each offense; and every violation of and each and every day's failure or refusal to
comply with the said provision will constitute a separate offense.
SECTION 18.
This ordinance constitutes a digest and revision of the electrical ordinances of
the City of Fort North as provided by Section 2, Chapter 26 of the Charter of said city,
and the Secretary-Treasurer is hereby directed to publish this in pamphlet form for
general distribution among the public.
SECTION 19.
This ordinance shall be effective from and after its passage and publication as
provided by law.

The Electrical Board at a meeting May 8, 1953, voted to propose amendments
to City Electrical Ordinance No. 2880 to present to the City Council at its regular
meeting May 13, 1953.
The amendment as proposed requires journeymen electricians to be licensed, clarifies
inspection fees on electrical signs, requires specified inspection fees for electric hot
water heaters and floor furnaces, requires metal landing attachments for service drop
conductors on structures too low to provide proper clearances, eliminates requirements
for meter-trim type service switches on the underground network zone, lowers the min-
imum height requirements for electrical meters, and includes other minor editorial
changes in the interest of clarity.
The requirement for licensing of journeymen electricians is believed by the
Board to be necessary because:
(1) The present requirement of strict supervision of journeymen
restricts the growth of contracting firms if held strictly to
the letter of the present requirements unless such journeymen
are themselves qualified and accountable,
(2) unlicensed men are doing work without permits and when apprehended
by the inspection department, claim to be in the employ of Master
Electricians who "cover up" for them unlawfully,
(3) a large majority of those interested who have expressed opinions
prefer licensing requirements for journeymen,
(4) the City of Fort Worth would benifit by the licensing requirement.
The amendment to require metal landing attachments to low buildings is believed
necessary because wood attachments, though "weatherproofed" , have been found to rot
very rapidly.
The requirement to lower the permissable height of meter bases is believed necessary
because loads are increasing at such rates that demand meters are needed in a large per-
centage of inst&l.lations which must be hand reset monthly and mast therefore be within
reach from the ground.

The ammendment to eliminate the requirement for meter-trim switches is believed
necessary to permit the use of new and improved types of equipment.
The other amendments and editorial changes are believed by the Board to be
self explanatory.
