HomeMy WebLinkAboutIR 9379INFORMAL REPORT TO CITY COUNCIL MEMBERS oTgl'$n r To the Mayor and Members of the City Council No. 9379 May 10, 2011 Page 1 of 2 SUBJECT: UPDATE ON TEXAS COMMISSION ON ENVIRONMENTAL QUALITY COMPLIANCE INVESTIGATIONS AT PAD SITES REPORTED WITH HIGH EMISSIONS WITHIN THE NATURAL GAS AIR QUALITY STUDY — INTERIM REPORT PREPARED BY EASTERN RESEARCH GROUP, INC. The purpose of this Informal Report is to provide an update regarding the Texas Commission on Environmental Quality compliance investigations at the pad sites reported with higher emissions in the Natural Gas Air Quality Study (NGAQS) — Interim Report prepared by Eastern Research Group, Inc (ERG). The Interim Report identified two pad sites with higher point source emissions: 2299 Mercado Drive and 11398 West Freeway. The emission data for the 2299 Mercado Drive site was later corrected from over 100 tons of Volatile Organic Compounds (VOC) per year to less than'/ ton of VOC per year because of a calculation error but this correction came after TCEQ initiated their compliance investigation. Additionally, the 11398 West Freeway site was flagged in the Natural Gas Air Quality Study - Interim Report because site emissions were estimated using a canister from a tank emission point only. Identified emissions at 11398 West Freeway could vary in chemical composition between non -tank related and tank related emissions, thus changing the overall site emission concentration. The Texas Commission on Environmental Quality (TCEQ) has completed their compliance investigation reports for both originally reported high emission sites. TCEQ reviewed data collected as part of their own emissions inventory, by Eastern Research Group, Inc., by the operators, and by TCEQ field inspectors. Based on a review of all of these data, TCEQ has concluded that emissions from both sites are below the 25 tons per year of VOC. The 25 tons of VOC per year is the threshold for qualifying for Permit by Rule (PBR) or lowest level of air permit. At both sites TCEQ concluded that no violations were evident as a result of the compliance investigations. However, at the 2299 Mercado Drive site TCEQ has recommended periodic monitoring to further assess the fact that downwind canister sample results showed levels of benzene were exceeding the long -term Air Monitoring Comparison Values. The benzene results did not exceed the short -term Air Monitoring Comparison Values. No such additional monitoring was recommended for the 11398 West Freeway site. Eastern Research Group, Inc. (ERG) also completed revisits on each site around the same time period that TCEQ was performing their Compliance Investigation. The results from their revisits will be included in the Final Report. ERG is currently performing data analysis in preparation for the Final Report, such as finalizing Point Source Emission data and modeling. The Natural Gas Air Quality Study - Final Report is due to the City on June 30, 2011. Please refer any questions to Michael A.
