The adopted manpower plan provides for upgrading fifteen officers to the rank of Captain, fourteen to Lieutenant, and six to Engineer. Using upgraded existing positions with only three new additional positions, we can expand our fire protection coverage, manning new stations, and, at the same time, increase firefighting capabilities without a major increase in authorized personnel. Phase One consisted of the addition of two Fire Captains and one Fire Lieutenant, and the deletion of three Firefighter positions. In order to implement the second phase of the manpower plan, .the addition of four Fire Captains, six Fire Lieutenants and six Fire Engineers, offset by the deletion of sixteen Firefighter positions, are needed.
