AN ORDINANCE AMENDING CERTAIN FIRE DEPARTMENT POSITION
PROVISIONS OF ORDINANCE NO. 8692, AS AMENDED BY ORDINANCE
NO. 8734, BY INCREASING THE NUMBER OF CAPTAINS THEREIN
PROVIDED FROM SIXTY-NINE TO SEVENTY-THREE, INCREASING THE
NUMBER OF LIEUTENANTS FROM NINETY-ONE TO NINETY-THREE,
INCREASING THE NUMBER OF FIRE ENGINEERS FROM ONE HUNDRED
SIXTY-FIVE TO ONE HUNDRED SEVENTY-ONE AND BY DECREASING
THE NUMBER OF FIRE FIGHTERS FROM THREE HUNDRED NINE TO TWO
HUNDRED NINETY-SEVEN, SUCH CHANGES NOT AFFECTING THE
APPROPRIATION OF SAID ORDINANCE NO. 8692; PROVIDING A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the positions provided for the Fire Department for fiscal
year 1982-83 in Ordinance No. 8692, as amended by Ordinance
No. 8734, and in the Budget of the City Manager, be amended to pro-
vide for seventy-three (73) rather than sixty-nine (69) Captains;
ninety-three (93) rather than ninety-one (91) Lieutenants; one
hundred seventy-one (171) rather than one hundred sixty-five (165)
Engineers; two hundred ninety-seven (297) rather than three hundred
nine (309) Fire Fighters without, however, changing the overall
appropriations of the Fire Department contained in said Ordinance
and Budget.
SECTION 2.
That if any section, part of a section or provision of any sec-
tion of this ordinance shall be held to be void, ineffective or un-
constitutional by a court of competent jurisdiction, the holding of
such section, part of a section or provision of any section to be
void, ineffective or unconstitutional for any cause whatsoever shall
in no way affect the validity of the remaining sections and provi-
sions of the ordinance, which shall remain in full force and effect.
SECTION 3•
That this ordinance shall be cumulative of Ordinance No. 8692,
and all other ordinances and appropriations amending the same except
in those instances where the provisions of this ordinance are in di-
rect conflict with such other ordinances and appropriations, in
which instances said conflicting provisions are hereby expressly
repealed.
SECTION 4.
That this ordinance shall become effective and be in full force
and effect from and after the date of its passage as provided by
law, and it is so ordained.

The Fort Worth Fire Department is in the process of redeploying all Operations
personnel, upgrading major apparatus, constructing new stations and relocating
others.
The adopted manpower plan provides for upgrading fifteen officers to the
rank of Captain, fourteen to Lieutenant, and six to Engineer. Using upgraded
existing positions with only three new additional positions, we can expand
our fire protection coverage, manning new stations, and, at the same time,
increase firefighting capabilities without a major increase in authorized
personnel.
Phase One consisted of the addition of two Fire Captains and one Fire Lieutenant,
and the deletion of three Firefighter positions.
In order to implement the second phase of the manpower plan, .the addition of
four Fire Captains, six Fire Lieutenants and six Fire Engineers, offset by the
deletion of sixteen Firefighter positions, are needed.

As additional new apparatus is placed into service, further staffing changes
will be submitted.
Recommendation
It is recommended that"?the authorized strength of the Fire Department be altered
to reflect the addition of^four Fire Captains, the addition of six Fire Lieu-
