AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $25,000.00 FOR THE PURPOSE OF FUNDING
RECREATIONAL AND EDUCATIONAL AQUATIC BASED SUMMER PROGRAM AT THE FORT
WORTH NATURE CENTER AND REFUGE THROUGH A GRANT FROM THE TEXAS PARKS
AND WILDLIFE DEPARTMENT COMMUNITY OUTREACH PROGRAM; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Grants Fund in the amount
of $25, 000.00 for the purpose of funding recreational and educational aquatic
based summer program at the Fort Worth Nature Center and Refuge through a grant
from the Texas Parks and Wildlife Department Community Outreach Program.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinance S\ and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained.

SUBJECT APPROPRIATION ORDINANCE AND APPLICATION TO THE TEXAS PARKS AND
WILDLIFE DEPARTMENT COMMUNITY OUTREACH PROGRAM FOR THE FORT
WORTH NATURE CENTER AND REFUGE
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for, and accept if awarded, a grant from the Texas
Parks and Wildlife Department Community Outreach Program for a maximum of $25,000
to implement a recreational and educational aquatic based summer program at the Fort
Worth Nature Center and Refuge, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Grants Fund by $25,000 from increased revenues, and
3. Waive the indirect cost in the amount of $9,435.
DISCUSSION:
The proposed program would allow minority children and youth at risk the opportunity to
experience an urban wetland, learn aquatic ecology and water quality, and develop skills
associated with canoeing and water safety. This program would involve a coordinated effort
between the Fort Worth Nature Center and Refuge and the After School, Evening and Late Night
Program of the Parks and Community Services Department. The $25,000 grant from TP&W
would fund the hiring of instructors and related equipment and supplies. No matching funds are
required by this grant program.
FISCAL INFORMATION/CERTIFICATION:
The Director of Fiscal Services certifies that upon award and execution of the grant and adoption
of the attached appropriation ordinance, funds will be available in the current operating budget,
as appropriated, in the Grants Fund.
