AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $28,550 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE SENIOR COMMUNITY SERVICE EMPLOYMENT PROJECT
THROUGH A GRANT FROM THE NATIONAL COUNCIL ON THE AGING; PROVIDING FOR
A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Grants Fund in the amount
of $28,550 from available funds for the purpose of funding the Senior Community
Service Employment Project through a grant from the National Council on the Aging.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained.

SUBJECT APPROPRIATION ORDINANCE AND CONTRACT AMENDMENT WITH NATIONAL
COUNCIL ON THE AGING
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to:
1 . Apply for, and accept, if awarded, a grant to increase the current Subgrant (#D-5099-5-00-
81-55-48) by $28,550.00 from the National Council on the Aging, Inc. (NCOA); and
2. Execute an amendment to the contract with NCOA approved by M&C G-1 1 148 to increase
funding by $28,550.00; and
3. Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by $28,550 from available funds.
DISCUSSION:
On July 11 , 1995, the City Council approved M&C G-1 1148, the Senior Community Service
Employment Project Grant with National Council on the Aging, Inc.
The City of Fort Worth has administered the Senior Community Service Employment Project
(SCSEP) since 1976. The major objective of the SCSEP is to provide subsidized part-time training
in the public and/or qualified private, non-profit sector for individuals fifty-five (55) years of age
or older. Program participants must be unemployed, underemployed, or have experienced
difficulty in securing employment.
The 1995 program was designed to serve 121 individuals while experiencing an attrition rate of
24.5% and placing at least 37 participants into unsubsidized employment. With eleven (11)
months' experience (as of May 30, 1996), the program has served 184 individuals and placed
38 into unsubsidized employment. With the additional $28,550 we will be able to maintain the
regular level of subsidized work experience for all individuals who were enrolled as of March 15
through the end of the current grant period (June 30, 1996).
With the increase, NCOA Funds will be allocated as follows:

Enrollee Wages & Fringes 528,950
TOTAL $654,050 NCOA Funds

SUBJECT APPROPRIATION ORDINANCE AND CONTRACT AMENDMENT WITH NATIONAL
COUNCIL ON THE AGING
The National Council on the Aging, Inc.'s share of the total budget of $727,050 will be
$654,050. The remaining $73,000 is an in-kind match of services, the work of site supervisory
functions performed by the agencies which train the subsidized program participants, and the
$9,877 waived indirect costs by the City for administrative services in selecting the agencies and
acting as intermediary with NCOA.
FISCAL INFORMATION/CERTIFICATION:
The Director of Fiscal Services certifies that upon approval of the above recommendation and
adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, in the Grant Fund.
