Ordinance No.
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF$441,392.00, SUBJECT TO RECEIPT OF THE GRANT, FOR
THE PURPOSE OF FUNDING THE 1997 SUMMER FOOD SERVICES PROGRAM THROUGH A
GRANT FROM THE TEXAS DEPARTMENT OF HUMAN SERVICES; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$441,392.00, subject to receipt of the grant, for the purpose of funding the 1997 Summer Food Services Program through a
grant from the Texas Department of Human Services.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction,such decision,opinion or judgement shall in no way impair the remaining portions,sections,or
parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect.
SECTION 3.

That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect and after the date of its passage,and it is so ordained.

SUBJECT APPROPRIATIONS ORDINANCE AND CONTRACT WITH TEXAS DEPARTMENT OF
HUMAN SERVICES FOR 1997 SUMMER FOOD SERVICE PROGRAM
RECOMMENDATION:
It is recommended that the City Council:
1 . Authorize the City Mananger to submit a grant, accept if awarded, and execute a contract
with the Texas Department of Human Services, requesting $441,392.00 for the 1997
Summer Food Service Program which serves lunches and snacks to low-income children
during the summer, and
2. Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by $441,392.00 subject to the receipt of the grant, and
3. Apply indirect cost rates in accordance with the City's Administrative Regulation 5-15
(19.54%) which represents the most recent approved rate for this department.
DISCUSSION:
The City of Fort Worth has sponsored a summer food program for children since 1969. The
program provides nutritious lunches and snacks prepared by a private vendor, to youth eighteen
years of age and under; this includes those families in low-income housing. Last year, 108,799
lunches and 75,416 snacks were served to approximately 4,575 children at foray (40) sites for
a total operating cost of $236,817. The total administrative cost was $13,580.
The Texas Department of Human Services has notified the City of Fort Worth that funds are
available for the operation of the 1997 lunch program. It is projected that 166,600 lunches and
147,000 snacks will be served to approximately 3,115 children at thirty-eight (38) full-time sites
during the forty-nine (49) day program, from June 2, 1997 through August 8, 1997. The
program will be administered by the Community Services Division of the Parks and Community
Services Department.
Because the program requires daily monitoring of the serving sites, five (5)`temporary employees
will be hired for this purpose. In addition, four (4) existing staff persons will also be paid a
minimum,.Af�two (2) hours and a maximum of eight (8) hours per day from the program's
opratit�rg'�,urf�i�.. ,These persons will be responsible for meal service at the Community Centers.
Salaries=for all oaf-the above personnel will be paid with grant funds.
This program serves all COUNCIL DISTRICTS.

FISCAL INFORMATION/CERTIFICATION:
The Director of Fiscal Services certifies that upon approval and execution of all of the above
recommendations, adoption of the attached appropriations ordinance and receipt of the grant,
funds will be available in the current operating budget, as appropriated, of the Grants Fund.
