HomeMy WebLinkAboutOrdinance 13074 Ordinance No. 130 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $52,495.00 SUBJECT TO THE RECEIPT OF THE GRANT FOR THE PURPOSE OF FUNDING A TEMPORARY FORESTER TO ORGANIZE AND COORDINATE VOLUNTEER PARTICIPATION IN FORT WORTH'S URBAN FORESTRY PROGRAM THROUGH A GRANT FROM THE URBAN AND COMMUNITY OUTREACH CHALLENGE GRANT PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996-97 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $52,495.00 subject to the receipt of the grant for the purpose of purpose of funding a temporary Forester to organize and coordinate volunteer participation in Fort Worth's Urban Forestry Program through a grant from the Urban and Community Forestry Outreach Challenge Grant Program. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid,inoperative or void for any reason by a court of competent jurisdiction,such decision,opinion or judgement shall in no way impair the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect and be in full force and effect and after the date of its passage,and it is so ordained. Adopt the attached resolution authorizing the City Manager to apply for and accept if awarded, a grant in the amount of $15,000 from the Urban and Community Forestry Public Outreach Challenge Grant Program for the purpose of funding one (1) staff person to organize and support urban forestry volunteers; and 2. Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by $52,495 subject to the receipt of the grant; and 3. Authorize in-kind support from the City in the amount of $37,495 as in-kind match; and 4. Waive collection of any indirect costs. DISCUSSION: The Parks and Community Services Department is proposing the submittal of a grant application for a 1997 Urban Forestry Grant for Public Outreach, which is a program jointly administered by the Texas Forest Service, the U.S. Forest Service and the Texas Urban Forestry Council. The purpose of these grants is to provide initial funding to support new initiatives or to expand existing programs related to urban forestry. The grant application being submitted requests $15,000 to continue partial funding of a temporary Forester to coordinate volunteer participation in Fort Worth's urban forestry program. Since hiring a Citizen Forester Volunteer Coordinator in January of this year, volunteers have contributed 859 hours to the program. Projects have included potting 1,702 trees at the City's tree farm. Of those 1,702 trees, 700 were donated to the City from the National Tree Trust as part of the America Treeways program for planting on public right-of-ways. In addition to potting trees, volunteers planted over 286 street trees at various locations throughout the city. The largest street tree planting project to date was in the Fairmount Neighborhood where 186 trees were planted as part of the Model Blocks Program. Besides volunteer activities, the Citizen Forester Volunteer Coordinator presented 10 programs to schools, neighborhoods and garden clubs. Future programming by the Coordinator will include lectures on Oak Wilt to communities affected by the disease. Oak Wilt continues to spread in Fort Worth affecting many of our larger Live Oaks and Red Oaks. This educational programming will provide citizens with information they can use to prevent future infestation. At its regularly scheduled meeting on May 20, 1997, the Parks and Community Services Advisory Board voted to concur with staff's recommendation to the City Council to: 1 . Authorize the City Manager to apply for and accept if awarded, a grant in the amount of $15,000 from the Urban and Community Forestry Public Outreach Challenge Grant Program for the purpose of funding one (1) staff person to organize and support urban forestry volunteers; and 2. Waive collection of any indirect costs as part of the City of Fort Worth's in-kind match to this grant. The position of Citizen Forester Volunteer Coordinator will serve the entire City. FISCAL INFORMATION/CERTIFICATION: The Director of Fiscal Services certifies that upon approval of the above recommendations, adoption of the attached appropriations ordinance and receipt of the grant, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
