ORDINANCE NO. 7 '� CITY SECREi;.
AN ORDINANCE APPROVING AND ADOPTING ESTIMATES OF THE FT. WOIITII, TIA.
COST OF IMPROVEMENTS AND OF AMOUNTS TO BE ASSESSED
FOR IMPROVEMENTS ON GRANBURY ROAD IN THE CITY OF
FORT WORTH, TEXAS, FIXING TIME AND PLACE FOR HEARING
TO THE OWNERS OF ABUTTING PROPERTY AND TO ALL OTHERS
INTERESTED, DIRECTING THE CITY SECRETARY TO GIVE
NOTICE OF SUCH HEARING, AND DIRECTING THE CITY
SECRETARY TO ENGROSS AND ENROLL THIS ORDINANCE BY
COPYING THE CAPTION OF SAME IN THE MINUTE BOOK OF
THE CITY COUNCIL AND BY FILING THE COMPLETE ORDINANCE
IN THE APPROPRIATE ORDINANCE RECORDS OF THIS CITY.
WHEREAS, the City Council of the City of Fort Worth, Texas
has heretofore ordered that the hereinafter described portion of
Granbury Road, to wit:
GRANBURY ROAD: from the Easterly line of Trail
Lake Drive to the Northeasterly line of Lot 14, Block
24, Bluebonnet Hills Addition,
be improved by raising, grading, filling and widening same and
by constructing thereon combined concrete curbs and gutters on
proper grade and line where same are not already so constructed
and by constructing on that portion of GRANBURY ROAD which lies
in and between the Easterly line of Trail Lake Drive and the
Northeasterly line of Lot 6, Block 32, Westcliff Addition to the
City of Fort Worth, Texas, a cement stabilization of existing
base, scarifying existing surface and resurfacing with lh inch
Hot Mix Asphaltic Concrete; and by constructing on that portion
of GRANBURY ROAD which lies in and between the Northeasterly line
of Lot 6, Block 32, Westcliff Addition to the City of Fort Worth,
Texas, and the Northeasterly line of Lot 14, Block 24, Bluebonnet
Hills Addition to the City of Fart Worth, Te xas, 7 inch Concrete
Paving; all of said improvements to be constructed together with
storm sewers and drains and other necessary incidentals and
appurtenances as and where shown on the Plans and in strict
accordance with the Plans and specifications therefor; and contract
therefor has been made and entered into with Texas Bitulithic
Company; and,
WHEREAS, the City Council of the City of Fort Worth, Texas,
has caused the Public Works Director to prepare and file estimates
of the cost of such improvements and estimates of the amounts per
front foot proposed to be assessed against abutting property and
the owners thereof, and such estimates have been examined, NOW,
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS, THAT:
SECTION 1.
Such estimates be, and they are hereby, adopted and approved.
SECTION 2.
it is hereby found and determined that the cost of improvements

on the entire portion of Granbury Road is $205,261.00 and that the
amount or amounts per front foot proposed to be assessed for the
above described improvements against abutting property and the
owners thereof, are as follows, to wit:
On the portion of GRANBURY ROAD which lies in and between
the Easterly line of Trail Drive and the Northeasterly line of
Lot 6, Block 32, Westcliff Addition to the City of Fort Worth,
Texas, the estimated amount per front foot to be assessed against
abutting property and the owners thereof for curb and gutter is
$1.75; the estimated amount per front foot to be assessed against
abutting property and the owners thereof for improvements exclusive
of curb and gutter is $3.06; total estimated amount per front foot
to be assessed against abutting property and the owners thereof is
$4.81.
On the portion of GRANBURY ROAD,which lies in and between
the Northeasterly line of Lot 6, Block 32, Westcliff Addition to
the City of Fort Worth, Texas, and the Northeasterly line of Lot 14,
Block 24, Bluebonnet Hills Addition to the City of Fort Worth, Texas,
the estimated amount per front foot to be assessed against abutting
property and the owners thereof for curb and gutter is $1.75; the
estimated amount per front foot to be assessed against abutting
property and the owners thereof for improvements exclusive of curb
and gutter is $8.68; total estimated amount per front foot to be
assessed against abutting property and the owners thereof is $10.43.
SECTION 3.
A hearing be given and held by and before the City Council
of the City of Fort Worth, Texas, to all owning or claiming any
property abutting upon the hereinabove described portion of Granbury
Road, as well as to all owning or claiming any interest in any such
property. Such hearing shall be given and held on the 23
day of Tt+.vE , 1961, at 9 o'clock, 14 . M.,
in the Council Chamber in the City Hall in the City of Fort Worth,
Texas, and the City Secretary is hereby directed to give notice
of the time and place of such hearing and of other matters and
facts in accordance with the terms and provisions of an Act
passed at the First Called Session of the Fortieth Legislature of
the State of Texas, and known as Chapter 106 of the Acts of said
Session, now being shown as Article 1105b of Vernon's Texas Civil
Statutes. Such notice shall be by advertisement inserted at least
three times in a newspaper published in the City of Fort Worth,
Texas, the first publication to be made at least ten days before
the date of said hearing. Said notice shall comply with and be in
accordance with the terms and provisions of said Act. The City
Secretary is further directed to give personal notice of the time
and place of such hearing to all owning or claiming any property
abutting on said portion of Granbury Road, as well as to all owning
or claiming any interest in any such property. Such personal
notice shall be given by the City Secretary mailing said notice,
postage prepaid, to the respective owners of record of the properties
to be assessed, and to any person awning or claiming any interest in

any such property. Such personal notice shall be given by the
City Secretary mailing said notice, postage prepaid, to the
respective owners of record of the properties to be assessed,
and to any person owning or claiming any interest in said properties,
to the last known address of said owner or persons. it shall not
be necessary for the City Secretary to mail said notice to any
owner or other person claiming an interest in the property to be
assessed when the address of such owner or other person is unknown
to the City Secretary and cannot be determined by the City Secretary
after reasonable investigation. In this connection, the City
Secretary shall prepare and file with these proceedings a list
of the properties to be assessed, the names of those persons
owning or claiming any interest in said properties to whom the
notice was mailed, together with the last known address of the
respective owners and those persons owning or claiming any interest
in said property. The City Secretary shall certify that each of
the parties named in said list whose address was known to him,
was mailed a copy of the notice of hearing and shall further
certify the date or dates on which said notice was mailed. A
copy of the notice shall be attached to such certificate. The
certificate of the City Secretary shall be conclusive evidence
of the facts therein recited. Failure of the City Secretary to
give notice of hearing by mail as herein provided for, or failure
of the owners or other persons interested to receive said notice,
shall in nowise invalidate said hearing or any assessments levied
pursuant to said hearing, but notice of hearing shall be sufficient,
valid and binding upon all owning or claiming such abutting property
or any interest therein when same shall have been given by newspaper
advertisement as first hereinabove provided.
SECTION 4.
The City Secretary is hereby directed to engross and enroll
this ordinance by copying the caption of same in the Minute Book of
the City Council and by filing the complete ordinance in the
appropriate Ordinance Records of this City.
SECTION 5.
This ordinance shall take effect and be in full force and
effect from and after the date of its passage.

On December 2, 1960, Conttract No. 4367 for- construction of the above
referenced project was awarded to Texas Biftlithic Company on its low bid
of $205,261 . The contractor has completed the necessary work in connection
with the assessment procedure and has requested that the date of benefit
hearing be set. It is recommended that an ordinance be adopted approving
the estimates of agst t# be assessed and setting June 23, 1961 , as the date
of the h6nefit hearing.
For the Council 's information, this unit of the Improvement provides for
replacing the old County road section between a point 575 feet northeast of
Cockrell Avenue and a point approximAtely 500 feei-`igvist of Trail Lake Drive
with a modern 44 foot roadway. On the northwest sl4a of- Old Cranbury Road
between these limits, almost all of the residential property faces away
from Old Cranbury Road, do d it is proposed to assess this property at the
standard $2*.75 per foot roar lot assessment rate. The railroad company
property on the southeast side of Old Cranbury Road is assessed at the .fAiII
assessment rate where the remaining land is wide enough for suitable
development.
The section of Old Cranbury Road from Trail Lake Drive approximately 500
feet to the east was constructed by the developer ,of the adjacent area in
accordance with paving standards then in effect, which required only a
gravel base with a rock asphalt surface. This pavement is deteriorating
rapidly, as is almost all pavement in the city which was constructed in
this manner, and the project c1lls for re"nstruction of this section by
stabilizing the existing gravel base with cement and resurfacing with hot
mix asphaltic concrete. This will be the first application of the program
of reconstruction of gravel base streets as provided in Bond Account 94-
B7-7, Reconstruction and Improvement of gravel Base Asphalt Residential
Streets (CIP-A-131). Property owners adjaep nt to the reconstructed pavemen
will be assessed at the rate of $ 1 .60 per fort, where there is an existing
curb which will place their total investment in street imprvements at
approximately the same level as the- property owner who has invested in a
first-class street.

Gentlemen:
In accordance with the proceedings of your Honorable Body,
I have prepared estimates of the cost of street improvements to
be constructed on
GRANBURY ROAD: from the Easterly line of Trail Lake
Drive to the Northeasterly line of Lot 14, Block 24,
Bluebonnet Hills Addition.
Estimate of the total cost of improvements on the portion of Granbury
Road hereinabove described and estimated amounts per front foot to be
assessed against abutting property and the owners thereof on the res-
pective hereinafter described portions of that portion of Granbury
Road hereinabove described, in connection with the different type
of improvements to be constructed, are as follows, to wit:
The estimated cost of all of the improvements to be con-
structed on that portion of Granbury Road hereinabove described
is $205,261.00.
