Mayor and Council Communication
COUNCIL ACTION: Approved on 3/20/2007
DATE: Tuesday, March 20, 2007
LOG NAME: 03TRV EDI FY04
REFERENCE NO.: C-22019
SUBJECT:
Authorize Execution of Interlocal Cooperation Agreement with Tarrant Regional Water District for
Use of Economic Development Initiative Special Projects Grant Funds from the U.S. Department of
Housing and Urban Development in the Amount of $994,100 for Construction of Qualifying Urban
Waterfront Improvements for the Trinity River Vision Project
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute an Interlocal Cooperation
Agreement with Tarrant Regional Water District (TRWD), as the sub -grantee, for use of Economic
Development Initiative (EDI) Special Projects grant funds from the U.S. Department of Housing and Urban
Development (HUD), in the amount of $994,100, for construction of qualifying urban waterfront
improvements for the Trinity River Vision project and permitted land acquisition costs related to that project.
DISCUSSION:
During the FY 2004 federal appropriations process, the City received an EDI Special Projects grant from
HUD in the amount of $994,100. The grant (B-04-SP-TX-0777), referenced in the Conference Report (H.R.
108-401) accompanying the VA -HUD -Independent Agencies Appropriations Act of FY 2004 (PL 108-199),
specifies $994,100 for construction of urban waterfront facilities for the Trinity River Vision project as
specified in the budget that was included in the City's application for this grant.
This grant is covered by a Grant Agreement between the City and HUD that was executed as of November
29, 2005. Pursuant to HUD regulations, a contract is required with TRWD, the subgrantee, as a
prerequisite for TRWD to draw down the EDI grant funds. These funds will be used by TRWD for payment
of construction of qualifying urban waterfront improvements for the Trinity River Vision project. These funds
will be used for land acquisition, as permitted and necessary, for the construction project.
On June 3, 2003, the City Council adopted the Trinity River Vision Master Plan as a guide for future
development along the Trinity River and its major tributaries. The master plan recommends altering the
flow of the Trinity River at the confluence of the Clear and West Forks near Downtown. The purpose of this
project is to reduce central city flooding threats, especially in the "sump areas" that still remain in the 100-
year floodplain. The proposed waterfront development will also control the flow of the Trinity River, so as to
allow greater public access to the river and to create an urban waterfront environment.
The City Council, the Tarrant County Commissioners
Inc., have endorsed the Trinity River Vision Plan,
waterfront and Central City Project. The waterfront
consultant study entitled the Trinity Uptown Plan.
Court, the TRWD board, and Streams and Valleys,
which includes the development of the downtown
development has been further defined in a 2004
This project is located in COUNCIL DISTRICTS 2 and 9.
