RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to enter into a Lease Agreement with
Riverside Commercial LLC, for office space in the McAdams Building located at 3124 East Belknap for the
Police Department.
DISCUSSION:
In 2004, the previous owner of the McAdams building located at 3124 East Belknap requested a demolition
permit from the Historic and Cultural Landmarks Commission. The Historic and Cultural Landmarks
Commission had imposed a 6 month demolition delay. During the demolition delay, city staff met with
potential buyers to purchase the building and perform the renovations. In October 2004, Riverside
Commercial LLC, (Riverside Commercial) agreed to purchase the building and perform the renovations to
help redevelop the area. Riverside Commercial requested fee waivers and other incentives from the city to
help defray the cost of the project and a commitment for a police store front. In order to revitalize the
neighborhood, Riverside Commercial LLC, completed the renovations before obtaining final approval for
fee waivers and other incentives. In April 2005, the building renovations were complete. Riverside
Commercial spent approximately $600,000.00 on purchasing the building and the renovations.
Staff recommends entering into a one year lease with Riverside Commercial for office space in the
McAdams Building for the Police Department as the City's contribution to the project. The rent would be
$19,601 for the one year lease. The lease would begin on June 1, 2007 and end on May 31, 2008. The
Police Department has had a storefront in the McAdams wilding since April 1, 2005 for $1.00 per year,
however the payment of the $19,601 as rent from June 1, 2007 until May 31, 2008 will honor the City's
commitment to provide incentives to Riverside Commercial in exchange for purchasing and renovating the
building.
The landlord will be responsible for all utility charges. The City of Fort Worth will be responsible for all
telephone charges.
The McAdams Building is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that funds are available in fiscal year 2006-2007 Police Operating Budget.

It is recommended that the City Council approve the correction of Mayor and Council Communication L-
14398 to reflect a change in the responsibility of utility payments in lease for office space located at 3124
East Belknap,

On September 25, 2007, City Council approved Mayor and Council Communication L-14398, authorizing
the City Manager to lease a police storefront located at 3124 East Belknap. Mayor and Council
Communication L-14398 incorrectly stated that the landlord would be responsible for the payment of all
utility charges, with the exception of telephone charges. This correction reflects that the City of Fort Worth is
responsible for the payment of all utility and telephone charges,
