HomeMy WebLinkAboutContract 37163CITY SECRET,�t� C®NTRAC.p NO� + ( INTER-JURISDIC T IONAL AGREEMEN I USE OF NATIONAL PUBLIC SAFETY PLANNING ADVISORY COMMITTEE (NPSPAC) CHANNELS FOR THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS REGION April 2008 In order to implement cooperative and effective use of National Public Safety Planning Advisory Committee Channels (hereafter referred to NPSPAC Channels) in times of emergency or other agreed cooperation, Whereas, as a system owner of NPSPAC Channels, certain Agencies hold responsibilities for their use, maintenance and care, and, Whereas, each Agency desires to improve the quality, timeliness, simplicity, and overall effectiveness of inter -agency communications during mutual aid operations, and, Whereas, each Agency relies on the others to have their channels maintained and operational, whether the Mutual Agency is from within or outside the region. Whereas, system owners of NPSPAC repeaters do have certain additional responsibilities placed upon them that they are required to follow as set forth in the Region 40 821 MHz Public Safety Radio Communications Plan, Page 19, Operational Requirements. Whereas, under the North Central Texas Council of Governments (NCTCOG) NPSPAC Mutual Aid Plan, systems owners were designated as primary, secondary or reserve to mitigate the extensive amount of interference present on the channels. NOW THEREFORE; I . As a systems owner, we do hereby agree to: a. Assure that all stations are kept in the "Repeat Disabled" mode. This includes all Calling Channels and Tactical Channels. Communications centers associated with a NPSPAC station are responsible for its operation. This includes the management of repeater activation and deactivation. b. Avoid placing the Calling Channel in the repeat mode. It must remain in the "Repeat Disable Mode", unless extreme extenuating circumstances dictate its activation. c. Activate the "Repeat" mode on Tactical Channels only when an incident requires communications. d. Patch the NPSPAC channels to other channels and/or talk=groups as outlined in the NPSPAC Mutual Aid Usage Plan. e. Maintain the repeaters for functionality. f. Program the repeaters so that upon a "power -up" cycle they will revert to the _. "repeater disable mode". g. Ensure that the correct channels are programmed into your equipment. h. Familiarize Communications Center Management/Supervisory personnel with the NPSPAC Mutual Aid Usage Plan. i. Ensure that all equipment is functioning properly. 106-03-Og PO4:05 IN j. Ensure that personnel are trained and familiar with the procedures for repeater activation, deactivation, and patching to a channel. As a system owner and operator of the Interoperability channels, we fully agree with above responsibilities and will attempt to ensure that interoperability exists when needed. 3. Should problems develop that prevent our agency from operating by the rules set forth within this document, we agree to contact the NCTCOG's contact person(s) listed below. Repeaters will be turned off whenever possible until the situation is resolved. Once the situation is resolved, the NCTCOG contact person will be notified and equipment will be placed in service. 4. Agencies are responsible for upkeep of the channels' licenses and to ensure they are operating within Federal, Local, and State laws, as well as within compliance to existing regulations governing frequencies and radio communications.
