AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE STREET IMPROVEMENTS FUND IN THE AMOUNT
OF $17,365.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING
THE REMOVAL, TRANSPORTATION AND DISPOSAL OF ASBESTOS
CONTAINING MATERIALS FROM THE FORMER VICKERY CROSSING OFFICE
BUILDINGS LOCATED AT 650 WEST VICKERY BOULEVARD; PROVIDING FOR
A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Street
Improvements Fund in the amount of $17,365.00, from available funds, for the purpose of funding the
removal, transportation and disposal of asbestos containing materials from the former Vickery Crossing
office buildings located at 650 West Vickery Boulevard.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19911 -09 -2011 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Authorize Execution of a Contract with Lloyd D. Nabors Demolition, LLC, in the Amount of $92,700.00 for
Removal, Transportation and Disposal of Asbestos Containing Materials from and the Demolition of the
Former Vickery Crossing Office Buildings Located at 650 West Vickery Boulevard, for the Hemphill /Lamar
Connector Project Authorize Transfer from the Environmental Protection Project Fund to the Street
Improvements Fund in the Amount of $17,365.00 and Adopt Appropriation Ordinance (COUNCIL
DISTRICT 9)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of $17,365.00 from the Environmental Protection Project Fund to the Street
Improvements Fund;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Street Improvements Fund in the amount of $17,365.00; and
3. Authorize execution of a contract with Lloyd D. Nabors Demolition, LLC, in the amount of $92,700.00
for removal, transportation and disposal of asbestos containing materials from and the demolition of the
former Vickery Crossing office buildings located at 650 West Vickery Boulevard.
DISCUSSION:
The structures located at 650 West Vickery Boulevard must be demolished to clear the necessary rights -
of -way for the Lamar Street and Vickery Boulevard extension. The site structures contain asbestos
containing materials that must be removed prior to demolition. An Invitation to Bid was advertised in the
Fort Worth Star - Telegram on October 5, 2011, October 12, 2011, October 19, 2011 and October 26, 2011
for the removal of asbestos and demolition of structures. The following firms submitted bids on November
3, 2011:

The bids were evaluated based on a pre- determined combination of qualitative and quantitative (bid point)

measures. These measures included but were not limited to the evaluation of previous work experience,
qualifications of personnel, contractor capabilities, cost, and subcontractors. Based on the total point
distribution of the pre- determined measures, Lloyd D. Nabors Demolition, LLC, met all the regulatory
requirements and also submitted a low bid of $92,700.00. Lloyd D. Nabors Demolition, LLC, is in
compliance with the City's M /WBE Program by committing to 12 percent M /WBE participation on this
project. The City's goal on this project is 10 percent.
This asbestos removal and demolition project is part of the contingent contract for $4,450,000.00 for the
sale and purchase of the 650 Vickery, L.P., properties that was authorized on June 9, 2009 by City
Council (M &C C- 23581). This project is part of the 2004 Capital Improvement Program. The
Environmental Protection Project Fund will transfer $17,365.00 to the Street Improvements Fund to pay
for the asbestos removal costs of $17,365.00. The demolition cost of $75,335.00 will be paid from the
Street Improvements Fund.
The project is physically located in COUNCIL DISTRICT 9 but will serve Fort Worth residents in ALL
COUNCIL DISTRICTS.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current capital budget,
as appropriated, of the Street Improvements Fund.
