I.Call to Order and Announce a Quorum is Present.
With a quorum of the City Council Members present, Mayor Pro tem Hicks called the called-special
meeting of the Fort Worth City Council to order at 10:00 a.m. on Monday, November 17, 2008, in the
City Council Chamber of the Fort Worth City Hall, 1000 Throckmorton Street, Fort Worth, Texas
76102, with Mayor Moncrief and Council Member Scarth absent and with Council Member Moss
temporarily absent.
H. Canvass Report of the Election Returns for the Special Elections for the Purpose of
Submitting to the Qualified Voters of Said City the Questions of Whether or Not to Permit:
a.The Legal Sale of Beer and Wine for Off-Premise Consumption Only within the City of Fort
Worth; and
b.The Legal Sale of Mixed Beverages in Restaurants by Food and Beverage Certificate Holders
Only within the City of Fort Worth.

City Secretary Hendrix provided the canvass of the election results to the above referenced
propositions as follows:
Proposition No. 1
"Legal sale of beer and wine for off-premises consumption only."

No formal action was taken on this canvass report.
III.Resolution of the City Council of the City of Fort Worth, Texas, Canvassing the Returns and
Declaring the Results of the Special Election Held on November 4, 2008, for the Purpose of
Submitting to the Qualified Voters of Said City the Question of Whether or Not to Permit the
Legal Sale of Beer and Wine for Off-Premises Consumption Only within the City of Fort Worth.
Motion: Council Member Espino made a motion, seconded by Council Member Burdette that
Resolution No. 3680-11-2008 be adopted. The motion carried unanimously five (5)
ayes to zero (0) nays, with Mayor Moncrief and Council Members Scarth and Moss
absent.

(Council Member Moss assumed his place at the dais.)
IV.Resolution of the City Council of the City of Fort Worth, Texas, Canvassing the Returns and
Declaring the Results of the Special Election Held on November 4, 2008, for the Purpose of
Submitting to the Oualified Voters of Said City the Question of Whether or Not to Permit the
Legal Sale of Mixed Beverages in Restaurants by Food and Beverage Certificate Holders Only
within the City of Fort Worth.
Motion: Council Member Espino made a motion, seconded by Council Member Burdette that
Resolution No. 3681-11-2008 be adopted. The motion carried unanimously six (6) ayes
to zero (0) nays, with Mayor Moncrief and Council Member Scarth.
VI.Adiourn.
There being no further business, the meeting was adjourned at 10:04 a.m.
