CITY COUNCIL WORK SESSION

With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:01 p.m. on Tuesday, August 14, 2018, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
M&C C-28796 to be withdrawn from the consent agenda and continued to August 21, 2018.
b. Upcoming and Recent Events
City Council will hold Budget work session on August 16, 2018, at 9:00 am and August 17,
2018, at 10:00 am.
The Task Force on Race and Culture will meet Monday, August 20, 2018, at 5:00 pm at Oak
Hall, Deborah Beggs Moncrief Garden Center.
c. Organizational Updates and Employee Recognition(s)
Chris Harder, Water Department, recognized Water Employee, Issac Galvan, II who saved Jeryl
Eads from drowning on Possum Kingdom Lake.
Catherine Huckaby, Community Engagement Office, provided information and a video on the
Vital Link program with FWISD Students.

3. Responses to Items Continued from a Previous Week
There were no items continued from a previous week.
4. Presentation on the Proposed 2019 Operating Budget—David Cooke, City Manager
City Manager Cooke presented the proposed FY 2019 Operating Budget. The total Operating
budget is $1,720,977,226. The recommended property tax rate is $0.785 per $100 valuation.
The General Fund proposed revenues are $674,613,915 (less PAYGO/Capital and IT revenues).
No rate increases for Water & Sewer, Stormwater or Solid Waste. Proposed budget for Special
Revenue Funds - $170,822,750. Proposed budget for Internal Service Funds $148,069,267.
City Manager Cooke also noted that a Revenue Manual will be forthcoming as will the Police
and Code staffing study.
5. City Council Requests for Future Agenda Items and/or Reports
Council member Jordan — How do we ensure cleanup of construction material (barrels, cones
and barriers) after a construction project is completed.
