AN ORDINANCE ORDERING AND DECLARING IN FORCE AND
EFFECT CERTAIN AMENDMENTS TO THE CHARTER OF THE
CITY OF FORT WORTH, DULY AND LEGALLY ADOPTED BY
THE QUALIFIED VOTERS OF SAID CITY AT AN ELECTION
HELD IN SAID CITY ON TUESDAY, THE 17TH DAY OF
DECEMBER, A. D. 1946; DECLARING AN EMERGENCY; AND
PROVIDING AN EFFECTIVE DATE.
BE -IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That on the 9th day of October, A. D. 1946, an ordinance was duly

passed by the City Cauncil of the City of Fort Worth giving due notice,
in strict compliance with the Constitution and statutes of the State of
Texas, of its intention to pass an ordinance providing for the submission
to the qualified voters of the said City of Fort Worth of proposed amend-
ments to the existing Charter.
SECTION 2,That notice of intention to submit such charter amendments was duly
given by publication in The Fort Worth Press, a newspaper published daily
in the City of Fort Worth and the official newspaper of said City, which
notice was published for ten (10) days, the date of the first publication
thereof being not less than twenty (20) days next preceding the date of
the passage of the ordinance calling said election and submitting said
amendments. That on Wednesday, the "6th day of November, A. D. 1946, the
City Council duly enacted Ordinance No. 2367, ordering a special home-rule
election in the City of Fort Worth to be held on Tuesday, the 17th day of
,December, A. D. 1946, for the purpose of submitting to the qualified voters
of said City, for adoption or rejection, certain proposed amendments to
the existing Charter, and that said election was held in strict compliance
with all laws governing said election.
SECTION 3,
That all acts, conditions., notices and things required by the Con-
stitution and laws of the State of Texas precedent to the passage of the
ordinance submitting said amendments and the calling and holding of said
election have been done, have happened, and have been performed in proper
and lawful time, form and manner as prescribed by law.
SECTION ,-
That on Wednesday, the 18th day of December, A. D. 1946, the City
Council of the said City, in open meeting, received the returns of the
election and carefully canvassed and tabulated the results, and that each
of the following amendments received a majority of the votes cast at said
election and were therefore duly and legally adopted by the qualified
voters of said City:
AMENa= NO. I.
Shall Chapter XM of the existing Charter of the City of Fort
Worth, which chapter sets forth and defines the present corporate bound-
aries of said'City by metes and bounds, be amended by adding thereto
Section 1 (b), which reads as follows:
'Section 1 (b). The corporate boundaries of the City of Fbrt Worth,
Texas, shall be changed so as to annex certain adjacent and contiguous
territory to said City by extending said boundary lines as follows:
The-area embracing the Fort Worth Army Quartermaster Depot, Katy
Lake Area, and Major Airport Site west of Everman, situated in Tarrant
County, -Texas:
Beginning at a point in the present city limits, said
point being the southeast corner of Block 1,2, Seminary
Hill Addition; thence south to a point; thence east
crossing James Avenue, and continuing east along the
south boundary line of the Fort Worth Army Quartermaster
Depot to a point 300 feet west of the westerly right
of way line of U. S. Highway No. 81; thence in a
southerly direction 300 feet 'west of and parallel to
the westerly right of way line of said U. S. Highway
No. 81 to a point west of the southwest corner of the
G. W. Main Survey; thence east passing the southwest
corner of said G. W. Main Survey and continuing east
along the south line of said Main Survey to its south-
east corner; thence north along the east' line of said
Main Survey passing its northeast corner; same being the
southeast corner of the J. Bursey Survey, and continuing
north along the east line of the J., Bursey Survey to
the southwest corner of Block No. k, Shelby County School
Land; thence east along the south line of said Block No.
4, Shelby County School Land, and continuing east along
the south line of Block No 11, Shelby County School
Land, to a point in the present city limit line of the
City of Everman, said point being 1710 feet west of the
southeast corner of Block No. 11, Shelby County School
Land; thence north 1710 feet west of and parallel to
the east line of said Block No. 11 passing the north-
west corner of the Everman city limits to the north
line of said Block No. 11 and the south line of Block
No, 22, Shelby County School Land; thence east along
the south line of Block No. 12 and the north line of
Block No. 11, Shelby County School Land, to the south-
west corner of the Isaac Griffith'21.36 acre tract in
the east portion of said Block No. 12; thence north
along the west line of said Griffith 21.36 acre tract
to the northwest corner of said tract in the north line
of Block No. 12, Shelby County School land, and the
south line of Block No. 13, Shelby County School Land;
thence west along the south line'of'said Block No. 13
to the southwest corner of the I. N. Eden 16 acre tract
in Block.No. 13, Shelby County School Land; thence
north with the west line of said Eden 13 acre tract to
the north corner of said tract in the westerly right
of way line of the I. & G. N. R. R. Co. ; thence north-
westerly along the westerly right of way line of the
I. & G. N. R. R. Co. to the north line of Block No, 1,
Shelby County School Land; thence west along the north
line of said Block No. 1, Shelby County'School Land, to
the easterly line of the Oak Grove Road; thence in a
westerly and northerly direction along the easterly line
of said Oak Grove Road to a point in line with the north
line of Mrs. Tulia Farmer 116 acre tract in the M. Gar-
rison Survey; thence west crossing said Oak Grove Road
and continuing west along the north line of the said
Mrs. Tulia Farmer 116 acre tract in the M. Garrison Sur-
vey to the northwest corner of said 116 acre tract in
the west line of the M. Garrison. Survey; thence south
along the west line of the M. Garrison Survey to the
most westerly southwest corner of said survey; thence
east along the most westerly south line'of said M. Gar-
rison Survey to a corner of said survey, being also the
northeast corner of the S. T. Rhodes Survey; thence south
along the west line of the M. Garrison Survey and the
east line of the S. T. Rhodes Survey, passing the south-
west corner of said Garrison Survey, being the northwest
corner of the T. Hudson Survey, to a point in the east
line of the S. T. Rhodes Survey and the west line of
the T. Hudson Survey, said point being the northeast
corner of the E. F. Russell 81 acre tract in the S. T..
Rhodes.Survey; thence west along the north line of said
E. F. Russell 81 acre tract to a point, said point being
300 feet east of the east right of way of Alternate U. S.
Highway No. 81; thence northerly 300 feet east of and
parallel to the east line of said Alternate U. S. High-
way No. 81 to the south line of Kellis Street; thence
west along the south line of Kellis Street to the east
line of Alternate U. S. Highway No. 81 (South Pecan Street) ;
thence north along the east line of South Pecan Street
to a point; thence west crossing South Pecan Street to
a point in the present city limits, said point being in
the south line of Bolt Street and the west line of-South
Pecan'Street; thence west along the south line of Bolt
Street, being the present city limit line, and continuing
along the present city limit line to the place of beginning.

Shall Chapter X= of the existing Charter of the City of Fort Worth,
which chapter sets forth and defines the present corporate boundaries of '
said City by metes and bounds, be amended by adding thereto Section 2 (b),
which reads as follows:
Section 2 (b). The corporate boundaries of the City of Fort Worth,
Texas, shall be changed so as to annex certain adjacent and contiguous
territory to said City by extending said boundary lines as follows:
The area embracing both sides of the'West Fork of the Trinity River,
including Greenwood Cemetery, Brookside Acres, and the area lying between
the West Fork of the Trinity River and the easterly, southerly and westerly
city limit lines of the City of River Oaks, situated in Tarrant County,
Texas;
Beginning at a point in the present city limit line of the
City of Fort Worth, said point being in the southeasterly
line of .State Highway No. 183, 350 feet northerly from
the center line of the Jacksboro Highway (State Highway
No. 199) ; thence southwesterly along the southeasterly
line of State Highway No. 183 to a point in the south-
westerly- line of the Tacksboro Highway (State Highway
No. 199), said point being a corner in the present city
limit line of the City of River Oaks; thence southwesterly
along the southeasterly line -of State Highway No. 183,
being the present city limit line of the City of River
Oaks, and continuingt`southerly, westerly and northerly
with the present city limit line of the City of River Oaks
to its intersection with the north line'of the bake Worth
Dam Road or Meandering Road in the N. A. Carroll Survey;
thence along said road to the southeast corner of Lot 1
in the Trinity Garden Addition; thence in a northerly
direction along the easterly line of said Trinity Garden
Addition and the easterly line of Trinity Garden Addition
produced to a point in the center of the West Fork of the
Trinity River; thence down said river with its meandering
to a point in the present city limit line along the easterly
side of the old Lake Worth conduit line; thence in a northerly
direction along the said easterly city limit line of the
old Lake Worth conduit line to the south line of the J.
Rowland Survey; thence west crossing the old Lake Worth
conduit right of way line and continuing west along the
south line of the J. Rowland Survey to the southwest corner
of said survey, said corner being also in the present city
limit line; thence in a southerly direction along the
present city limit line to its intersection with the
north line of the C. Connelly Survey, said point being
in the West Fork of the Trinity River; thence down said
river with its meandering to a point in the east line of
the 1. Kinder Survey; thence south along the east line of
the 1. Kinder Survey to a point in the present city limit
line, said point being the northwest corner of Block 209
Rivercrest; thence in a northeasterly direction along the
northwesterly line of Blocks 20, 21, 22, 23, etc., River-
crest, and continuing along the present city limit line
to the place of beginning.

Worth, which chapter sets forth and defines the present corporate bound-
aries of said City by metes and bounds, be amended by adding thereto
Section 3 (b), which reads as follows:
Section 3 (b) . The corporate boundaries of the City of Fort
Worth, Texas, shall be changed so as to annex certain adjacent and con-
tiguous territory to said City by extending said boundary lines as follows;
The area embracing Boaz Park, Alta Mere Addition, Highland Homes
Addition, Golf'Hills Addition, Z. Boaz Country Place Addition, Ridglea'
Hills Addition, a portion of Ridglea Addition, and Ridglea Golf Course,
situated in Tarrant County, Texas:
Beginning at a point in the present city limits, said
point being in the north line of the Old Stage Coach
Road (Calmont Avenue) 50 feet north and 50 feet west of
the northwest corner of Block 4, Ridglea Addition; thence
west along the north line of the Old Stage Coach Road
(Calmont Avenue) to the east line of the Grafa-Marys
Creek Road•, thence south along the east line of said
Grafa-4Aaryts Creek Road to its intersection with the
westerly line of Uo S. Highway No. 377; thence east
crossing said U. S. Highway No. 377 to a point in the
east line of said highway; thence southerly along the

a portion of the S. C. Inman Survey, F. G. Beasley Survey, S. Swarthout
Survey, B. B. B. & C. R. R.- Co. Survey,- J. Hovmrd Survey, portion of
T. B. Taylor Survey and L. Southerland Survey, portion of T. McCanne Sur-
vey, J. P. Weddington Survey, portion of J. Jennings Survey and Trinity
Addition, situated in Tarrant County, Texas:
Beginning at a point in the present city limits, said
point being in the east line of Rogers Avenue at its
intersection with the north bank of the Clear Fork of
the Trinity River; thence westerly along the north bank
of said river with its meanders to its intersection with
the west line of the F. G. Beasley Survey; 'thence south
along the west line of said Beasley Survey, crossing
said river and continuing south'along'the west lines of
the F. G. Beasley Survey, the B. B. B. & C. R. R. Co.
Survey and the S. Swarthout Survey to the southwest

a portion of the L. G. Tinsley Survey, situated in Tarrant County, Texas:
Beginning at a point in the present city limits, said
point being in the south line of East First Street and
in the west line of the Howard-Haltom Road near the
northeast corner of Block 4, page Company's East Side
Addition, Second Filing; thence northerly and easterly
along the westerly line of the Howard-Haltom Road for a
.point in the city limit line of the City of Oak Knoll
Village, said point being at the southeast corner of
said Oak Knoll Village; thence west along the city limit
line of said Oak Knoll Village to the west line of Kingts
Highway, said point being in the present city limit line

Worth, Texas, shall be changed so as to annex certain adjacent and con-
tiguous territory to said City by extending said boundary lines as follows:
The area embracing Meadowbrook Municipal Golf Course, J. B. Haney
Survey, portion of M. Garrison Survey and E. Jones Survey, situated in
Tarrant County, Texas:
Beginning at a point in the present city-limit line, said
point being in the north line of Meadowbrook Drive and in
the east line of the J. B. Haney Survey; thence north along
the east line of the J. B. Haney Survey and the east line
of the A. Jordan Survey to the northeast corner of said
Jordan Survey; thence west along the north line of the A.
Jordan Survey to the easterly line of the Meadowbrook Mu-
nicipal Golf Course; thence along the boundary line of said
Meadowbrook Municipal Golf Course the following courses and
distances: North 37 degrees 1,2 minutes west 442.4 feet;
north 30 degrees 30 minutes west 400 feet; north 12 degrees

aries of said City by metes and bounds, be amended by adding thereto
Section 7 (b), which reads as follows:
Section 7 (b). The corporate boundaries of the City of Fort
Worth, Texas, shall be changed so as to annex certain adjacent and con-
tiguous territory to said City by extending said boundary lines as follows:
The area embracing land to the south of the Municipal Airport and
north of N. W. 35th Street, situated in Tarrant County, Texas;
Beginning at a point in the present city limits, said
point being 347.2 feet south, 89 degrees 36 minutes
east of the most westerly southwest corner of said Mu-
nicipal Airport; thence south to a point in the present
city limits, said point being in the south line of
N. W. 35th Street; thence east along the south line of
N. M. 35th Street; being the present city limits, and
continuing north and west'along. the present city limits
to the place of beginning.

The area embracing Meadowbrook Municipal Golf Course, J. B. Haney
Survey, portion of M. Garrison Survey and E. Jones Survey, situated in
Tarrant County, Texas:
Beginning at a point in the present city- limit line, said
point being in the north line of Meadowbrook Drive and in
the east line of the J. B. Haney Survey; thence north along
the east line of the J. B. Haney Survey and the east line
of the A. Jordan Survey to the northeast corner of said
Jordan Survey; thence west along the north line of the A.
Jordan Survey to the easterly line of the Meadowbrook Mu-
nicipal Golf Course; thence along the boundary line of said
Meadowbrook Municipal Golf Course the following courses and
distances: North 37 degrees 42 minutes west 442.4 feet;
north 30 degrees 30 minutes west 400 feet; north 12 degrees

north of N. W. 35th Street, situated in Tarrant County, Texas;
Beginning at a point in the present city limits, said
point being 347.2 feet south, 69 degrees 36 minutes
east of the most westerly southwest corner of said Mu-
nicipal Airport; thence south to a point in the present
city limits, said point being in the south line of
N. W. 35th Street; thence east along the south line of
N. W. 35th Street; being the present city limits, and
continuing north and west along the present city limits
to the place of beginning.

Section 8 (b). The corporate boundaries of the City of Fbrt
Worth, Texas, shall be changed so as to annex certain adjacent and con-
tiguous territory to said City by extending said boundary lines as follows:
The area embracing the land lying between Buck Sansom Park and
N- W. 32nd Street, situated in Tarrant County, Texas:
Beginning at a point in the present city limits, said
point being the most westerly southwest corner of Buck
Sansom Park; thence south 45 degrees west along an exten-
sion of the most westerly line of Buck Sansom Park to a
point in the present city limit line, said point being in
the northeasterly line of Block 216, Rosen Heights Second
and Third Filing, and in the westerly line of N. W- 32nd
Street; thence southeasterly along the westerly line of
N. W. 32nd Street, being the present city limit line, and
continuing along the present city limit line to the place
of beginning.

Worth, Texas, shall be changed.so as to annex certain adjacent and con-
tiguous territory to said City by extending said boundary lines as follows:

Heights Addition and a portion of the G. W. Coonrod Survey, situated in
Tarrant County, Texas:
Beginning at a point in the present city limit line, said
point being at the intersection of the east line of the R. R.
Ramey Survey and the south line of Ramey Street; thence
east along the south line of Ramey Street to a point in
the present city limits, said point being in the south line
of Ramey Street in line with the west line of Edgewood Ter-
race; thence north along the west line of Edgewood Terrace,
being the present city limit line, and continuing along the
present city limit line to the place of beginning,
AMENMENT NO. =I.
Shall Chapter XXVIII of the existing Charter of the City of Fort
Worth be amended by adding thereto Section 40, which reads as follows:
Section 40, The City Council shall have power, by ordinance, to
fix the boundary limits of the City. of lbrt Worth, Texas, and to pro-
vide for the alteration and the extension of said boundary limits, and
the annexation of additional territory lying adjacent to the City, with
or without the consent of the territory and inhabitants annexed, Upon
the introduction of any such ordinance in the City Council, it shall be
published in th* form in which it may be finally passed, in a daily news-
paper, published in the City of Fort Worth, Texas, at least one time, and
said ordinance shall not thereafter be finally acted upon until at least
thirty (30) days have elapsed after the first publication thereof; and
upon the final passage of any such ordinance, the boundary limits of the
City shall thereafter be fixed in such ordinance; and when any additional
territory has been so annexed, same shall be a part of the City of Fort
Worth, Texas, and the property situated therein shall bear its pro rata
part of the taxes levied by the City, 'and the inhabitants thereof shall
be entitled to all the rights and privileges of all the citizens, and
shall be"bouad by the acts, ordinances, resolutions and regulations of
the City.

AMEN MENT NO. MII.
Shall Section 1, Chapter XVII, of the Charter of the City of Fort
Worth be amended and, after being amended, read as follows:
Section 1. All public- free libraries and reading rooms of the
City of Fort Worth shall be under the supervision of a Board of Trustees,
which shall be thirteen (13) in number, composed of both men and women,
to be known as the Library Board. The members of the Library Board
shall be appointed by the'City Council and shall be subject to removal
in the way and manner provided'for the removal of the members of the Park
Board, as defined in Section 3, Chapter IVIII, of the City Chartere
ATGUMENT NO. XIX.
Shall Section 2, Chapter XVII, of the Charter of the City of Fort
North be amended and, after.being amended, read as follows:
Section 2. The Board of Trustees shall elect from its members a'
President, a First Vice-President, a Second Vice-President, a Treasurer,
and also a Secretary,. who may or may not be a member of said Board. The,
members of said Board will be qualified voters of the City of Fort Worth,
and shall serve without compensation.
AtNT NO XX,
Shall Section 4, Chapter XVII, of the Charter of the City of Fort
Worth be amended and, after being amended, read as- follows:
Section 4. An annual tax of. five cents on the one hundred dollar
valuation of all taxable property situated within the city limits of the
City of lb rt Worth shall be annually levied and collected by the City
Council for the benefit of the Public Libraries of the City of Fb rt Worth*
The fund arising from said teat levy, together with all sujis appropriated
by the City Council in the annual budget for library purposes, shall be
deposited and kept by the City Treasurer in a separate fund known as the
Library Fund, and shall be paid out only upon warrants issued by said
Board of Trustees, signed by its president and countersigned by its
treasurer.
AIdiMMMENT NO. XXI.
Shall Section 6, Chapter XIX, of the Charter of the City of Fort
Worth be amended and, after being emended, read as follows;
Section 6. Funds for 'Maintenance of Recreation Department to be
Derived From Receipts of the Department dad From an Annual Ad Valorem Tax
Levy of not Less Than Four Cents (4 ) per Annum on Each $100.00 of Valua-
tion — Said Amounts to be Placed in the Budget for the Benefit of This
Department -- Public Recreation Board to Assume Payment of Outstanding
Indebtedness Against Swimming Pools or Other Recreation Grounds. -- IThe
City Council, when levying the taxes for each fiscal year, shall levy an
annual ad valorem tax of not less than four cents W) on each one hundred
dollars ($100) of assessed value of all real and personal property in the
City, not exempt from taxation by the Constitution and laws of the State,
for the use and benefit of the Recreation Fund. In addition thereto the
said Recreation Fund shall be allowed all the receipts and revenues aris-
ing from the operation of the various recreational activities placed under
the administration of this department; and the said ad valorem tax and the
said receipts, together with whatever further amount, if any, the City
Council may set apart in its annual budget for the use and benefit of
this department, shall constitute the appropriation to be annually set
apart in the said budget for the operation, maintenance and upkeep of this
department. The said tax, when collected, shall be deposited with the
City Treaeury to the credit of the Recreation Fund, and said sums, to-
gether with all sums appropriated by the City Council in the annual
budget for recreational purposes, or received from other sources, shall
be deposited and held by the City Treasury in a separate account to the
credit of the Recreation Fu.nd,N/subje.ct to the order and disbursement of
the Public Recreation Board for the purposes and in accordance with the
provisions of this Chapter, and the same shall be paid out upon warrants
,issued by the Public Recreation Board, signed by the President or Vice-
President of the said Board, and countersigned by the Commissioner of
Accounts and the Secretary of the Public Recreation Board. All debts and
liabilities heretofore created by the former Public Recreation Board under
the previous Charter, together with all debts and liabilities existing
against the swimming pools and other recreational activities heretofore
functioning under the former Park Board of this City, shall be assumed by
the Public Recreation Board hereby created, and the funds accruing to the
said Board from the sources hereinbefore specified or so much thereof as
may be necessary, shall be used in the discharge and payment of the said
debts and liabilities.
SECTION 5.
That each of said amendments, Nos. I, II, III, IV, V. VI, VII, VIII,
IX, X, XI, XII, XIII, XIV, XV, _XVII, XVIII, XIX, X1 and M, as hereinabove
set forth, received a majority of the votes of the qualified voters voting
at said election; that each of them was thereby approved, passed and adopted
by the said qualified voters; and that each of the said amendments is here-
by declared and ordered to be in full force and effect, and the City Secre-
tary is hereby directed to enter each of said amendments in the records of
the City in a separate book kept in his office for such purpose.
SECTION 6.
The fact that the present Charter of said City is inadequate and the
importance of the charter amendments so adopted by the qualified voters of
the City of Fort Worth, in the intetest of the safety, health and general
Welfare of the City, creates an emergency and an imperative public necessity
for the immediate taking effect of this ordinance, and it is hereby or-
dained and ordered that this ordinance shall take effect and be in full
force and effect from and after the date of its passage.
