HomeMy WebLinkAbout2007/11/19-Minutes-City Council-Special Called CITY OF FORT WORTH, TEXAS CALLED - SPECIAL CITY COUNCIL MEETING NOVEMBER 19, 2007 Present Mayor Mike Moncrief Mayor Pro tem Kathleen Hicks, District 8 Council Member Salvador Espino, District 2 Council Member Chuck Silcox, District 3 Council Member Daniel Scarth, District 4 Council Member Frank Moss, District 5 Council Member Jungus Jordan, District 6 Council Member Carter Burdette, District 7 Absent Council Member Wendy Davis, District 9 City Staff Karen Montgomery, Assistant City Manager/Chief Financial Officer David Yett, City Attorney Marty Hendrix, City Secretary With a quorum of the City Council Members present, Mayor Moncrief called the called- special session of the Fort Worth City Council to order at 10:00 a.m. on Monday, November 19, 2007, in the City Council Chamber of the Fort Worth City Hall, 1000 Throckmorton Street, Fort Worth, Texas 76102, with Council Member Moss temporarily absent and Council Member Davis absent. Agenda Item II There was presented a resolution canvassing the returns and declaring the Res. No. 3552-11- results of the Special City Council Election held on November 6, 2007, for the 2007 purpose of submitting to the qualified voters of said City the question of Declare Results of whether the City of Fort Worth should be authorized to establish collective November 6, 2007, bargaining for the firefighters if a majority of the affected employees favor Collective representation by an employees association. Bargaining Election (Council Member Moss assumed his place at the dais.) City Secretary Hendrix provided the canvass of the election results to the following proposition: Adoption of state law applicable to firefighters that establishes collective bargaining if a majority of the affected employees favor representation by an employees association, preserves the prohibition against strikes and lockouts, and provides penalties for strikes and lockouts: CITY OF FORT WORTH, TEXAS CALLED - SPECIAL CITY COUNCIL MEETING NOVEMBER 19, 2007 PAGE 2 of 3 Tarrant County For: Against: Early Voting 5,015 4,177 Election Day 12,192 9,811 Total 17,207 13,988 Total Ballots Cast: 32,193 Total Number of Registered Voters: 314,134 Percentage Voting: 10.25% Mayor Pro tem Hicks made a motion, seconded by Council Member Silcox, that Resolution No. 3552-11-2007 be adopted. The motion carried unanimously eight (8) ayes to zero (0) nays, with Council Member Davis absent. Res. No. 3553-11- There was presented a resolution of the City Council of the City of Fort Worth, 2007 Texas, canvassing the returns and declaring the results of the Special City Declare Results of Council Election held on November 6, 2007, for the purpose of electing a November 6, 2007, Council Member, District 9. The motion carried unanimously eight (8) ayes to zero (0) nays, with Council Member Davis absent. CITY OF FORT WORTH, TEXAS CALLED - SPECIAL CITY COUNCIL MEETING NOVEMBER 19, 2007 PAGE 3 of 3 Agenda Item III There was presented an ordinance of the City Council of the City of Fort Ord.No. 17874-11- Worth, Texas, ordering a runoff election to be held in the City of Fort Worth on 2007 Tuesday, December 18, 2007, for the purpose of electing a City Council Call Runoff Election Member for City Council District 9 to serve the remainder of an unexpired for City Council term. The candidates who received the highest and second highest number of District 9 on votes in the main election were as follows: December 11,2007 Joel Burns 1,608 (37.41 percent) Juan Rangel 1,006 (23.41 percent) City Attorney Yett advised that a substitute ordinance had been distributed to the Council that set the run-off election for Tuesday, December 18, 2007. Mayor Pro tem Hicks made a motion, seconded by Council Member Silcox, that Ordinance No. 17874-11-2007 be adopted. The motion carried unanimously eight (8) ayes to zero (0) nays, with Council Member Davis absent. Mayor Pro tem Hicks inquired if the canvassing of the run-off election would be conducted over the Christmas Holiday. City Attorney Yett stated that the information on the canvassing would be part of the legal discussion during the Executive Session. Agenda Item IV It was the consensus of the City Council that they recess into Executive Session Executive Session at 10:04 a.m. as authorized by Section 551.071 of the Texas Government Code to see the advice of its attorneys on legal issues regarding any matter listed on the agenda. Reconvened The City Council reconvened into regular session at 10:17 a.m. Agenda Item V There being no further business, the meeting was adjourned at 10:17 a.m. Adjournment These minutes approved by the Fort Worth City Council on the 27th day of November, 2007.
