Tables to a degree that is sufficient to determine if costs are reasonable, allowable, and
necessary for the successful performance of the grant project. Costs will be reviewed for
compliance with UGMS and federal grant guidance found in 2 CFR Part 200, Uniform
Administrative Requirements, Cost Principles, and Audit Requirements for Federal

Veterans: defined as persons who served in the military, naval, or air service and have been
discharged. All veterans will be served regardless of era or character of discharge. Active duty, National
Guard, and reservist may be eligible for services, however, preference will be given to discharged
veterans.

Income levels: at or below 80% of Area Median Income(AMI), as issued by the U.S. Department of
Housing and Urban Development(HUD). Must live within Tarrant County limits as demonstrated by the
Tarrant Appraisal District(TAD). Incomes will be assessed by collecting paystubs for time period that
service is being requested. Example, if beneficiary requests assistance in July for an arrears payment
of June, they must provide documentation that they met the 80% of AMI income guidelines in June. If
paystubs are not available, an equivalent employer verification form may be submitted. Official award
letters will also be required such as Social Security, VA Benefits, SSDI, etc. Beneficiaries that claim no
income will be required to complete a certification of no income. Service connected disability income
will not be counted towards the income calculation. Veterans with "entry level honorable discharge"
status will be eligible for services under"General Under Honorable Conditions" status.
If the organization receives grant funds, it will be responsible for tracking each individual
Veteran, their dependents, and surviving spouses that receive grant-funded service(s).
The number of unduplicated Veterans, Dependents and Surviving Spouses, as well as
cumulative totals, will be reported to the FVA quarterly.

The Forward Home Veteran Assistance Program will provide financial assistance to Tarrant County
Veterans and their families in the form of rental/mortgage and utility payments, including arrears for up
to six months. Beneficiaries will be assessed for extent of need by a Case Manager to determine how
much assistance is needed to ensure the household will remain stable. Services will include assistance
with security deposits and administrative fees. We have noticed a trend that veterans may have a
housing voucher, but are unable to pay for the security deposit and administrative fees.

Program services will be posted on the City of Fort Worth's website along with contact information,
listed with United Way's 2-1-1 assistance service and marketed to local social services providers.
Beneficiaries can access the program by calling CAP's Customer Care Center at 817-392-5790 24 hours
a day, 7 days a week. Beneficiaries will be screened for preliminary eligibility and then will be directed
to either applying via mail, applying online or setting up an appointment. Veterans have one dedicated
day per week that is only for veterans, but can make an appointment any day that best suits their needs.
If a beneficiary makes an appointment they will be assigned to one of the CAP Centers mentioned under
the location section. Beneficiaries will meet with a Case Worker to ensure they meet program eligibility
requirements and to assess the beneficiary's needs.

What is the community need(s) or existing service gap(s) that the Proposed Project will address? (Maximum
allowable characters = 1500)
United Way of Tarrant County's 2015 Annual 211 Report stated that the number 1 and 2 unmet needs for
veterans were electric service payment and rent payment assistance. Out of this unmet need, 58%was
due to no resources or resources being depleted.
A Needs Assessment for Veterans in the Dallas-Fort Worth Region states that housing accounts for
33.1% of the average annual household expenditures in the area and the cost of living exceeds the
national aver-age by 8.352%. This demonstrates a need for assistance, particularly with housing costs,
for all persons liv-ing in the DFW area, including veterans. This same study states that in 2014 the VA
spent nearly $2.5 bill-lion on veterans in the DFW region, representing nearly 16.6% of the VA's overall
spending in Texas. This level of spending represents approximately$6,226 per veteran, however, it is
below the national average of$7,364 per veteran, which again represents a need for assistance for
Tarrant County veterans.
Additionally, a study conducted in 2016 for the Texas Veteran Commission determined that the North

•The Needs Assessment,Veterans in the Dallas-Fort Worth Region, by Katherine Kidder, Amy Schafer
& Phillip Carter from the Center for a New American Security, published date of March 29, 2016
provided data for living expenses and subsidy amounts.
• Unmet needs in the North Texas Region was identified by reviewing the Statewide Needs Assess-ment
conducted by Texas State University for the Texas Veterans Commission in April of 2016.

The Forward Home Veteran Assistance Program will help to fulfill the unmet needs identified by United
Way. At the time the report was written, the Forward Home Program did not exist, with the award of
these funds, veterans will have another source of assistance to go to. Additionally, the program will
provide emergency financial assistance to veterans and their families which will assist with the rising
costs of housing. Although some veteran families may be able to afford their day-to-day expenses, they
may not be able to mitigate an emergency situation, the Forward Home program will help to alleviate
some of that pressure and fill in some of the service gaps identified by the Texas Veterans Commission.

service, duty status and specific character of discharge.Additionally, most service providers have caps or
restrictions with no arrear assistance. Rental/mortgage assistance is very limited in Tarrant County
creating the possibility of veterans and their families becoming homeless. The program will be
administered by the Community Action Partners Program which provides a unique opportunity for
additional supportive services depending on the veteran's household income.

Outreach is performed by Community Action Partners Staff throughout the county at Health Fair events,
Community events and Job Fairs. Clients are also recruited through direct advertising (flyers) sent to
churches, apartment complexes and other venues or through partner agencies such as United Way 211,
Women's Center, and Catholic Charities. Referrals are made through the partners mentioned above and
through internal sections as well. Social media will also be used, i.e. Facebook, twitter, etc.

Marketing and outreach activities are conducted monthly. We attend the bi-monthly resource round-up
CLC, Inc. hosts. We also attend the IWAG (Inter-Agency Workforce Group) monthly meetings. The CAP
and City social media sites are constantly updated with our current programs. Flyers are printed and
provided at all of our CAP offices as well as taken to our partnering agencies. Our Communications
Department also posts the flyers on the NextDoor app as well as make announcements on their
Community Engagement Bulletin.

Veterans would still receive services with current funds, however, these funds provide the flexibility to
serve beneficiaries who have higher levels of income. The current income limits for most CAP
programs are 125-150% of Poverty Guidelines,without these funds, beneficiaries falling over these
income guidelines but under the 80%of AMI would be denied. Additionally, mortgage assistance would
not be available, as this is currently the only source of funds that provides mortgage assistance
through CAP.

The City received a General Assistance grant for the 2017-2018 and 2018-2019 program year. These
grant have been crucial in providing essential services to our veterans. They have ensured that our
veterans are able to remain housed and that they do not become homeless.Without the grants, the City
would not be able to provide these services exclusively to veterans and their families. In particular,the
mortgage assistance is much needed and the City does not currently have another funding source for
mortgage assistance. Additionally,these funds provide flexibility of serving higher in-come Veterans
who would be turned away otherwise and possibly lose their homes. We want to continue to assist our
veterans and ensure that they remain housed.The first year that the City received funding,we exceeded
our client goal by over 50%. On the first quarter of 2018-2019 we have served over 100 veterans,
dependents and surviving spouses. It is evident that there is a great need for the program in our area.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application to the Texas Veterans Commission for two Fund
for Veterans' Assistance Grants,a General Assistance Grant in the amount
of$300,000.00 and a Housing for Texas Heroes Grant in the amount of
$300,000.00;
2. Authorize the execution of all applicable contracts;
3. Waive indirect costs; and
4. Adopt the attached appropriation ordinance increasing estimated receipts
and appropriations in the Grants Operating State Fund in the amount of
$600,000.00 upon notification of award.
DISCUSSION:
Two grant applications to the Texas Veterans Commission are being submitted
for activities that will benefit veterans in Fort Worth and Tarrant County.
The Forward Home Veteran Assistance Program funded by the General
Assistance Grant will provide emergency financial assistance such as
deposits, rental/mortgage and utility payments that are short-term and
temporary in nature. The grant will be administered by the Community Action
Partners(CAP) section of the Neighborhood Services Department. The
increased funding will enable CAP to provide additional needed services to
area veterans.
The Housing for Texas Heroes Grant will be utilized in partnership with 6
Stones to provide needed accessibility or safety modifications to veteran
homes in the Tarrant County area.
A waiver by the City of indirect costs will maximize program benefits to
veterans and surviving spouses. During 2017-2018,the Forward Home grant
was able to assist 175 veterans/dependents and surviving spouses. This
year,through September 2018,the program has served 50 households for a
benefit average of$758 per household. These funds were used to stabilize

veteran households,preventing homelessness. Waiver of the indirect cost
would allow the program to serve an additional 13 veteran households.
The estimated indirect costs that are being asked to be waived is
$10,000.00. If awarded,both grants will begin on July 1,2019 and end on
June 30,2020.
This contract will be with a governmental entity, state agency or public
institution of higher education: Texas Veterans Commission.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that,upon award of the above
recommendations,receipt of the grant funding and adoption of the attached
appropriation ordinance, funds will be available in the Grant Operating
State Fund,as appropriated.
This is a reimbursement grant. The Neighborhood Services Department will be
responsible for the verification and submission of documents for these
funds. Prior to expenditure being made, the Neighborhood Services
Department has the responsibility to validate the availability of funds.
