AN ORDINANCE CREATING THE WELFARE BOARD
HOW APPOINTED, SPECIFYING BUTTES: TERMS
OF OFFICE: SALARIES: RETIREMENTS:.VACAN—
CIES.
BE IT ORDAIIiLD BY THE CITY COUNCIL OF THE CITY OF
FORT FORTH, TEXAS. THAT:
SECTION I.
There shall be a Welfare Board composed of three cit—
izens who shall be residents of the City of Fort Worth and qual—
ified voters and tax payers appointed as members of an Advisory
Welfare Board to act in an advisory capacity to the Director
of the Department of Public Health and Welafre for the distribu—
tion and supervision of charties within the City of Fort Worth.
SECTIO : II.
Such Board members shall be an ointed by the City
Council and their terms of office shall be one, two and three
years, and the initial Board shall determine by lot their re—
spective terms.
SECTION III.
Members of such Board shall serve without salary.
SECTION IV.
The general powers and duties of s .ch Board shall be.
to supervise and �such recom::endations for the proper dispen—
sation of funds and sustenance and Much recom re ndatibns as it
deems advisable for the proper relief of the tnd'._ )nt persons that
properly become charges upon the munti(blpality. They shall make rules
and Tegulations for the conduct of the Welafre Department, but
such rates and regulati)ns shall not become effective until ap—
proved by the City Council.

The presentation of recommendation to the City
Council shall be through the Secretary of the Board. The
Director of the Department of Public Health and Welfare shall
be the active Director of this Department and shall, where

be the custodian of all records and the #roper officer there
for to voucher all expenditures which shall be in the same
channel as all other City vouchers and expenditures.
SECTION V.
The Welfare Department shall be a part and par—
cel of the Department of Public Health and Welfare and shall
be under the same jurisdiction of the City Manager that the
Charter requires.
SECTION VI.
This Board shall elect one of its members a
Chairman and such mee'tinggg shall be called aTr& held at the
discretion of the Chairman. However, there shall be at least
one monthly meeting. All records shall be subject to inspec—
tion by this Board and made part of their records. Minutes
of each meeting of the Board shall be kept and filed for
permanent record and are to remain in the cusrody of the
Director of the Department of Public Health and Welfare of
which he shall be Secretary, Ex—Offict.o.
SECTION VII.
Any members may resign at any tine but shall
do so in writing and such resignation shallbe addressed to
the City Council through the Director of the Department of
Health and Welfare. Any member who does not attend three con—
secutive meetings of the Board without being excused by the
Board rpay cease to be a member of such Board. The City Council
shall reserve the right to terminate the services of any Board
member at any time that they may see fit without giving reason
therefor.

SECTION VIII.
Appointments to fill vacancies shall be made in the
same manner as the original appointment.
SECTION IX.
This ordinance shall go into effect and be in full
force and effect from and after the date of its passage and
publication as provided for by law.
