Boswell, City Manager Marc Ott, Assistant City Manager Joe Paniagua, Assistant City Manager Dale Fisseler, Assistant City Manager Marty Hendrix, City Secretary Robert Goode, Director of Transportation and Public Works Cindy Gilliland, Transportation Coordinator Tom Higgins, Director of Economic and Community Development Jason Lamers, Public Information Officer Kent Penney, Airport Systems Director Angie Highland, Assistant Director of Airport Systems Ryan Cox, Airport Manager for Fort Worth Spinks Airport and Acting Manager for Meacham Airport Agenda Item I With a quorum of the City Council Members present, the Council boarded a Pick Up - City Hall bus at Fort Worth City Hall, 1000 Throckmorton Street, Fort Worth, Texas 76102, at 11:38 a.m., on Friday, December 14, 2007, to begin their tour of the following City municipal airports: CITY OF FORT WORTH, TEXAS CITY COUNCIL TOUR OF FORT WORTH AIRPORTS DECEMBER 14, 2007 PAGE 2 of 4 Spinks Airport, 13451 Wing Way, Burleson, Texas 76028-2906 Alliance Airport, 2221 Alliance Boulevard, Fort Worth, Texas 76177-4325 Meacham Airport, 4201 North Main Street, Fort Worth, Texas 76106-2749 Aviation Department staff distributed handout information to each of the individuals on the bus tour regarding the Aviation Department and the three airports in the City of Fort Worth. Agenda Item II The bus tour arrived at Spinks Airport, 13451 Wing Way, at 12:03 p.m., which Spinks Airport was located 12 miles south of Downtown Fort Worth. This airport was a 822 acre facility which had 148,000 square feet of new developments, which included corporate and private hangar and office developments, a new executive terminal as well as the addition of$6,000,000 in capital improvement projects to include a runway overlay project to increase the weight bearing capacity, a new air traffic control tower, taxiway lights, parking apron expansion, and future reconstruction of roads and taxiways. Spinks Airport was used as a regular corporate jet stop for many companies throughout the United States and the DFW Metroplex. It had a full service Fixed Base Operator, Harrison Aviation, and two self-serve fuel stations. It was well equipped to handle anything from a Global Express on down to a Taylorcraft. Haydn Cutler, owner of Harrison Aviation, along with other employees greeted the Fort Worth City Council, staff and members of the Aviation Advisory Committee to the Spinks Airport. Welcoming comments and introductions were provided by John Cockerham, on behalf of Harrison Aviation. Mayor Mike Moncrief and Mayor Pro tem Kathleen Hicks provided reciprocal remarks. A brief ribbon cutting ceremony was held for the new Executive Terminal Building. A tour of the terminal building was provided by the employees of Harrison Aviation as well as lunch for everyone in attendance. The City Council boarded the bus at 1:30 p.m. to continue the tour of the Spinks Airport property with a presentation made by Ryan Cox, Airport Manager. With the tour completed, the bus continued up IH35W to the Alliance Airport. Agenda Item III The bus tour arrived at the terminal for Alliance Airport, 2221 Alliance Alliance Airport Boulevard, at 2:05 p.m. Tim Ward, with Alliance Aviation Services welcomed the City Council, staff and members of the Aviation Advisory Committee. Mr. Ward gave a brief history of the airport. Alliance Airport was created as the CITY OF FORT WORTH, TEXAS CITY COUNCIL TOUR OF FORT WORTH AIRPORTS DECEMBER 14, 2007 PAGE 3 of 4 first purely industrial airport in the Western Hemisphere. It officially opened on December 14, 1989. Today, Alliance Airport featured the full complement of flight services and was the cornerstone for the nation's fastest-growing industrial complex. The airport was owned by the City of Fort Worth and managed by privately-held Alliance Air Services. It provided for state-of-the- art infrastructure and an award-winning FAA Control Tower. It was FAR Part 139 certified and operated 24/7, 365 days a year. It offered direct taxiway access to nearby corporate residents in Alliance Center. World-class concierge services for pilots, crew and passengers were coordinated by Alliance Aviation Services, which managed the Fixed Base Operation. Whether the needs were for air cargo, corporate aviation or military, Fort Worth Alliance Airport could accommodate those needs. Mr. Ward advised of some of the other tenants at the site, including Bell Helicopter, United States Drug Enforcement Agency, American Airlines and FedEx. Time was taken to visit each of these facilities, with Cindy Wiggett, Director of Sales Administration for Bell Helicopter providing welcoming remarks, a brief history and details of their facility. John Roberts, with the DEA, provided welcoming remarks, a brief history and details of their facility. Darrell Marquart, with American Airlines, provided welcoming remarks, a brief history and details of their operation at Alliance Airport. Lee Roberts, with FedEx, provided welcoming remarks, a brief history and details of their operation at Alliance Airport. Agenda Item IV With the tour completed at Alliance Airport, the bus tour departed at 3:30 p.m. Meacham to visit Meacham Airport. The bus tour arrived at Meacham Airport, 4201 N. International Main Street at 4:35 p.m. and continued to the Vintage Flying Museum, 505 NW Airport 38th Street, Hangar 33 South. Several representatives from the various museums boarded the bus and provided welcoming remarks and brief histories of their museums. They also extended invitations to the Council to come back and visit when more time was available. One of the speakers was Jim Hodgson, Bronco Association President of the Forward Air Controller's Museum. A tour of the airport property was done with remarks by Ryan Cox, Acting Airport Manager. The bus tour continued to the terminal at Meacham Airport where the City Council Members, City staff and other visitors were greeted by employees of Sandpiper Aviation, Texas Jet, Atlantic Aviation and Phazar Aerocorp. Meacham Airport was best known for its long-term association with corporate and student pilot activity. Meacham Airport was constructed in 1925, and has undergone many changes and reconfigurations through the years. The present CITY OF FORT WORTH,TEXAS CITY COUNCIL TOUR OF FORT WORTH AIRPORTS DECEMBER 14,2007 PAGE 4 of 4 layout presents two parallel runways and a crosswind runway. Four full-service Fixed Base Operations provided top-quality services to the many aircraft that utilize this airport. Other major businesses included commercial aircraft modifications, avionics service, aircraft painting, aircraft sales, and airframe and power plant shops. The terminal building housed a host of practically every other aircraft service imaginable including offices and meeting places. The airport was located five (5) miles north of Fort Worth's central business district on Main Street at the intersection of Interstate 820. The airport was also within minutes of driving time of downtown Fort Worth and the historic Fort Worth Stockyards. Council Member Sal Espino provided reciprocal remarks and expressed appreciation to the City staff for the arrangement of the tours and the refreshments provided. Agenda Item V With the tour of all of the airports completed, the bus tour returned to the Fort Depart Meacham Worth City Hall, 1000 Throckmorton, Fort Worth, Texas 76102, at 6:10 p.m., Airport for on Friday, December 14, 2007.
