IN SUPPORT OF THE 2019 TRANSPORTATION ALTERNATIVES (TA)
and SAFE ROUTES TO SCHOOL (SRTS) PROJECTS
WHEREAS, the City Council of the City of Fort Worth has become aware of an opportunity
to expand its network of accessible sidewalks through the TxDOT Transportation Alternatives
and Safe Routes to School Program; and
WHEREAS, the City Council of the City of Fort Worth in cooperation with the community
has identified two projects: "Riverside Middle School" and "Handley Middle School", to
improve connectivity for pedestrians and provide safe routes to school through the
Transportation Alternatives and Safe Routes to School Call for Projects; and
WHEREAS,the City of Fort Worth intends to submit a detailed application for Transportation
Alternatives and Safe Routes to School project application for the two schools to the Texas
Department of Transportation (TXDOT)prior to the August 15, 2019 deadline; and
WHEREAS,the Texas Department of Transportation requires the submittal of a resolution as
part of the Transportation Alternatives and Safe Routes to School Program Call for Projects
application submission.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF FORT WORTH, TEXAS, THAT:
Section 1. The City of Fort Worth City Council supports the submittal of a detailed
application for 2019 TXDOT Transportation Alternatives and Safe Routes
to School Call for Projects for "Riverside Middle School" and "Handley
Middle School"pedestrian improvement projects.
Section 2. The City of Fort Worth will serve as the public sponsor and lead project
contact on this project. Additionally, the City of Fort Worth supports
funding this project up to $4,500,000 as described in the 2019
Transportation Alternatives nomination form and is willing to commit to
the project's development, implementation, construction, maintenance,
management, and financing. The City of Fort Worth is willing and able to
enter into an agreement with TXDOT should the project be selected for
funding.
Section 3. The City of Fort Worth understands and acknowledges that all awarded
funding is provided on a reimbursement basis and hereby accepts said grant
funding if awarded.
Section 4. The City of Fort Worth confirms the project timeline is realistic and
commits that if the project is selected for funding, an agreement with
TXDOT will be executed within one year of notice of selection and that the
project will advance to construction within three years from the date of
selection.

Adopt Resolution Authorizing Application for TxDOT 2019 Transportation Alternatives and Safe Routes to School Grant Funding and Accept
Same, if Awarded.Adopt the Appropriation Ordinance Increasing Estimated Receipts and Appropriations in the Grant Operating Federal Fund, in
the Amount of$4,500,000.00, Subject to Receipt of the Grant(COUNCIL DISTRICTS 4 and 5)
RECOMMENDATION:
1. Adopt the attached Resolution authorizing application for Texas Department of Transportation 2019 Transportation Alternatives(TA)and
Safe Routes to School(SRTS)grant funding and accept same, if awarded;and
2. Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, in the
amount of$4,500,000, if awarded.
DISCUSSION:
In March 2019,TxDOT issued the 2019 TA/SRTS Call for Projects,which was fully funded by a federal grant and as such there is no local match
required. The City made a preliminary application in April 2019 after working with a committee consisting of representatives from the City, Blue
Zones and the North Central Texas Council of Governments,to identify and rank candidate schools based on several factors such as bike and
pedestrian crashes, crossing guard counts and pedestrian surveys. Staff selected Riverside Middle School located in Council District 4 and
Handley Middle School located in Council District 5 for submittal. Both schools are located in Majority Minority Areas and the need for
improvements is identified in the Active Transportation Plan adopted by City Council in April 2019.
In July 2019,TxDOT selected the two schools to submit a detailed application for further review. Detailed applications are due to TxDOT on August
15,2019 and are being prepared by Kimley Horn and Associates. The proposed projects will consist of upgrades to sidewalks, installation of
crosswalks, school zones and intersection improvements,and other school traffic engineering-related tasks.The estimated cost of implementation
is$4,500,000.This is a Federal Reimbursement Program,and the City will be required to fully fund these projects with available funds by FY 2022,
in order to begin construction and be eligible for reimbursement.
The schools are located in COUNCIL DISTRICTS 4 and 5.
A Form 1295 is not required for this contract because:This contract will be with a governmental entity,state agency or public institution of higher
education:Texas Department of Transportation
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached ordinance,funds will be
available, as appropriated,in the Grants Operating Federal Fund.This is a reimbursement grant.
