AN ORDINANCE INCREASING ESTIMATED APPROPRIATIONS IN THE AMOUNT OF
$1,600,000.00, FROM AVAILABLE FUNDS IN THE 2014 BOND PROGRAM FUND FOR
THE RANDOL MILL ROAD PROJECT; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the
Budget of the City Manager, there shall also be increased estimated appropriations in the amount of
$1,600,000.00, from available funds in the 2014 Bond Program Fund for the Randol Mill Road Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Appropriation Ordinance Increasing Estimated Receipts and Appropriations in the Amount of$300,000.00 from the 2008 Street
Improvements Fund for Street Improvements in the Randol Mill Rd.Project#100278(COUNCIL DISTRICT 5)
RECOMMENDATION:
It is recommended that the City Council:
1.Adopt the attached Appropriation Ordinance increasing estimated appropriations in the amount of$1,600,000.00 from available funds in the
2014 Bond Program Fund for the Randol Mill Road Project and;
2.Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the amount of$300,000.00 from available
funds in the 2008 Street Improvement Fund for the Randol Mill Road Project.
DISCUSSION:
The 2014 Bond Program identified improvements for Randol Mill Rd.from Old Randol Mill Rd.to Racquet Club Dr.to be delivered in 3 phases in
order to reduce the potential for traffic congestion.Phase 1,which consisted of a left-turn lane with street surface and drainage improvements from
Stoneview Circle to Old Randol Mill Rd.was completed in March 2018.
Phase 2 which includes intersection improvements with the construction of a single lane roundabout on Randol Mill Rd.at Precinct Line Rd.,
drainage,street lights and pedestrian improvements experienced schedule delays due to the need for additional public outreach.After several
public meetings held with residents and city officials, Phase 2 is moving forward and is expected to begin construction this August 2019 with an
estimate completion date of July 2020.
Phase 3 consists of pavement rehabilitation,surface improvements and striping from Old Randol Mill Rd.to Racquet Club Dr.required additional
funding to complete the improvements.This M&C appropriates funding to complete improvements from Stone View Circle to Precinct Line Rd.
The remaining section from Precinct Line to Racquet Club Dr.will be scheduled for construction later this fall.Separating the pavement
rehabilitation on Randol Mill Rd into two projects will minimize traffic detours and construction impacts to the residents.
Work is anticipated to begin in mid-August from Old Randol Mill Rd.to Precinct Line with an anticipated completion date of December 2019
pending approval of this recommendation.
A portion of this project will include 2014 Bond Funds.Available resources within the General Fund will be used to provide interim financing for
these expenses until debt is issued.Once debt associated with this project is sold, bond proceeds will reimburse the General Fund in accordance
with the statement expressing official intent to reimburse,that was adopted as part of the ordinance canvassing the bond election(Ordinance no.
21241-05-2014)and subsequent actions taken by the Mayor and City Council.
A Form 1295 is not required for this contract because:This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that,upon approval of the above recommendations and adoptions of the attached appropriation
ordinances,funds will be available in capital budget,as previously appropriated of the 2014 Bond Fund and Street Improvement 2008 Fund.
