AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS OPERATING FEDERAL FUND IN THE AMOUNT OF $4,500,000.00, SUBJECT
TO RECEIPT OF THE GRANT, TO PROVIDE FOR THE 2019 TRANSPORTATION
ALTERNATIVES AND SAFE ROUTES TO SCHOOL FUNDING PRORAM; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund in the amount of$4,500,000.00,subject to receipt of the grant,to provide for the 2019
Transportation Alternatives and Safe Routes to School funding Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Resolution Authorizing Application for TxDOT 2019 Transportation Alternatives and Safe Routes to School Grant Funding and Accept
Same, if Awarded.Adopt the Appropriation Ordinance Increasing Estimated Receipts and Appropriations in the Grant Operating Federal Fund,in
the Amount of$4,500,000.00,Subject to Receipt of the Grant(COUNCIL DISTRICTS 4 and 5)
RECOMMENDATION:
1. Adopt the attached Resolution authorizing application for Texas Department of Transportation 2019 Transportation Alternatives(TA)and
Safe Routes to School(SRTS)grant funding and accept same, if awarded;and
2. Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund,in the
amount of$4,500,000,if awarded.
DISCUSSION:
In March 2019,TxDOT issued the 2019 TA/SRTS Call for Projects,which was fully funded by a federal grant and as such there is no local match
required.The City made a preliminary application in April 2019 after working with a committee consisting of representatives from the City, Blue
Zones and the North Central Texas Council of Governments,to identify and rank candidate schools based on several factors such as bike and
pedestrian crashes, crossing guard counts and pedestrian surveys. Staff selected Riverside Middle School located in Council District 4 and
Handley Middle School located in Council District 5 for submittal. Both schools are located in Majority Minority Areas and the need for
improvements is identified in the Active Transportation Plan adopted by City Council in April 2019.
In July 2019,TxDOT selected the two schools to submit a detailed application for further review. Detailed applications are due to TxDOT on August
15, 2019 and are being prepared by Kimley Horn and Associates. The proposed projects will consist of upgrades to sidewalks, installation of
crosswalks,school zones and intersection improvements, and other school traffic engineering-related tasks.The estimated cost of implementation
is$4,500,000.This is a Federal Reimbursement Program,and the City will be required to fully fund these projects with available funds by FY 2022,
in order to begin construction and be eligible for reimbursement.
The schools are located in COUNCIL DISTRICTS 4 and 5.
A Form 1295 is not required for this contract because:This contract will be with a governmental entity,state agency or public institution of higher
education:Texas Department of Transportation
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached ordinance,funds will be
available,as appropriated, in the Grants Operating Federal Fund.This is a reimbursement grant.
