DISCUSSION: The Water Department will use this Agreement with HSQ Technology, A Corporation (HSQ Technology), to purchase repair parts and equipment for the existing Supervisory Control and Data Acquisitions System (SCADA) used in water production plants and the distribution system. HSQ Technology is the documented sole source provider of the hardware and software for its SCADA system. PRICE ANALYSIS -There is an 11 percent price increase, due to an increase of raw materials cost, compared to the current Agreement awarded on July 13, 2010 (M&C P-11147). City staff reviewed this pricing and determined it to be fair and reasonable. ADMINISTRATIVE CHANGE ORDER -An administrative increase or change order for this Agreement may be made by the City Manager in,the amount up to $37,500.00 per year and does not require specific City Council approval as long as sufficient funds have been appropriated. M/WBE OFFICE-A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with the BDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible. AGREEMENT TERMS- Upon City Council's approval, this Agreement shall begin March 30, 2016 and expire March 29, 2017. RENEWAL OPTIONS - This Agreement may be renewed for up to four additional one-year terms at the City's sole option. This action does not require City Council approval provided that City Council has appropriated sufficient funds to satisfy the City's obligations during the renewal terms. FISCAL INFORMATION/CERTIFICATION: The approval of this action provides contract authority up to $150,000.00 for the first year, as specified. The Director of Finance certifies that funds are available in the current operating budget, as appropriated, of the Water Department and that prior to an expenditure being made, the Water Department has the responsibility to validate the availability of funds.
