AN ORDINANCE CREATING THE MEACHAM FIELD JOINT AIRPORT
ZONING BOARD; PROVIDING THAT THE BOARD SHALL HAVE THE
POWERS AND EXERCISE THE DUTIES AUTHORIZED BY THE AIRPORT
ZONING ACT; PROVIDING FOR THE MEMBERSHIP OF THE BOARD;
PROVIDING FOR APPOINTMENT OF TWO MEMBERS BY THE FORT
WORTH CITY COUNCIL; PROVIDING A TERM FOR THE APPOINTED
MEMBERS AND NAMING AN EFFECTIVE DATE.
WHEREAS, the City of Fort Worth, a municipal corporation, owns,
controls and operates Meacham Field, a municipal airport situated within
the corporate boundaries of the City of Fort Worth, Tarrant County,
Texas; and
WHEREAS, Meacham Field is designed and set aside for the land-
ing and taking off of aircraft and is utilized in the interest of the
public for such purposes; and
WHEREAS, it is the declared findings of the Legislature of the
State of Texas as expressed in the Airport Zoning Act (Article 46e, as
amended, Revised Civil Statutes of Texas) that airport hazards endanger
the lives and property of users of the airport and of occupants of land
in its vicinity, and also, if of the obstruction type, in effect reduces
the size of the area available for the landing, taking-off and maneuver-
ing of aircraft, thus tending to destroy or impair the utility of the
airport and the public investment therein; and
WHEREAS, the area of land and water surrounding Meacham Field
and embracing such area as shall finally be determined by the Meacham
Field Joint Airport Zoning Board constitutes an Airport Hazard Area upon
which an airport hazard might be established if not prevented as provided
in the Airport Zoning Act; and
WHEREAS, the Airport Zoning Act further provides, in part, that
the creation or establishment of an airport hazard is a public nuisance
to the community served by the airport in question; that it is therefore
necessary in the interest of the public health, public safety and general
welfare that the creation or establishment of airport hazards be prevented;
and that this should be accomplished, to the extent legally possible by
exercise of the police power; and
WHEREAS, the Meacham Field Airport Hazard area is located in
part within the corporate boundaries of the City of Fort Worth, in part
within the corporate boundaries of other incorporated municipalities and
in part in unincorporated area in Tarrant County, Texas; and
WHEREAS, It is further provided in part in the Airport Zoning
Act that where an airport is owned or controlled by a political subdivi-
sion and any airport hazard is located outside the territorial limits
of said political subdivision, the political subdivision owning or con-
trolling the airport and the political subdivision within which the air-
port hazard is located may create by ordinance or resolution duly adopted,
a Joint Airport Zoning Board, which board shall have the power to adopt,
administer and enforce airport zoning regulations applicable to the air-
port hazard area; and
WHEREAS, the Airport Zoning Act provides that each such joint
board shall have as members two (2) representatives appointed by each
political subdivision participating in its creation; and
WHEREAS, the City Council of the City of Fort Worth has deter-
mined and finds that there should be created a Joint Airport Zoning
Board for the Meacham Field Hazard Area so that the airport hazard area
located on and about Meacham Field may be regulated under the provisions
of the Airport Zoning Act; NOW THEREFORE;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
There is hereby created a Joint Airport Zoning Board, to be known
as the Meacham Field Joint Airport Zoning Board, which shall have the powers
and exercise the duties set forth in the Airport Zoning Act (Article 46e,
as amended, Revised Civil Statutes of Texas).
SECTION 2
The Meacham Field Joint Airport Zoning Board shall consist of
seventeen (17) members:
two (2) to be appointed by the City Council of the City of Blue
Mound,
two (2) to be appointed by the City Council of the City of Fort
Worth,
two (2) to be appointed by the City Council of the City of
Haslet,
two (2) to be appointed by the City Council of the City of Lake
Worth,
two (2) to be appointed by the City Council of the City of River
Oaks,
two (2) to be appointed by the City Council of the City of
Saginaw,
two (2) to be appointed by the City Council of the City of
Sansom Park,
two (2) to be appointed by the Commissioners Court of Tarrant
County, and
the seventeenth (17th) member shall be elected by a majority of
the members so appointed and said seventeenth (17th) member shall
serve as Chairman of the Meacham Field Joint Airport Zoning Board.
SECTION 3
That Ralph G. Campbell, Sr.
and G. L. "Dane Moody
are hereby appointed as the City of Fort WorthTs member representatives on
the Meacham Field Joint Airport Zoning Board, their terms to expire at mid-
night on the first Tuesday after the first Monday in April, 1475, or when
their successors are appointed and qualified.

SECTION 4
This ordinance shall take effect and be in full force and effect
from and after its passage and adoption, and it is so ordained.

wu The runway construction and other airport improvements at Meacham
Field are being made with the assistance of federal matching funds.
PRCSTON Final payment of these matching funds after completion of the
project will be dependent, in part, on revision of the airport
hazard area zoning for protection of the new approaches.
The Federal Aviation Administration has issued guidelines, complete
with sample documents, to guide sponsors in the steps necessary for
final payment on an airport project. One of the steps requested
by FAA is creation of an'Airport Zoning Board and appointment of
member representatives by ordinance adopted by the cities in the
hazard area and by order of the County Commissioners Court. The
current board members were appointed by resolution.
An ordinance providing for creation of the new Board and appointment
of members by Fort Worth has. been prepared to conform to FAA guide-
lines and has been approved by the Fort Worth City Attorney.
Similar ordinances will be prepared for adoption by Blue Mound,
Haslet, Lake Worth, River Oaks, Saginaw and Sansom Park; the other
cities within the airport hazard area.
The new Board shall have the same power as the existing Board to
adopt, administer, and enforce airport zoning regulations applica-
ble to the airport hazard area and shall also have such additional
powers as are enumerated in the Texas "Airport Zoning Act" including
control over such hazards as height, glare, dust and other hazards
to aircraft.
Mr. Ralph G. Campbell, Sr. , and Mr. G. L. -Dan Moody are the current
Fort Worth representative members.. for the airport zoning board.
The prbposed ordinance creating the new airport zoning board pro-
vides for ordinance confirmation of these appointments.
Recommendation
It is recommended that the ordinance be adopted creating the new
Joint Airport Zoning Board for Meacham Field and confirming the appointment
of the Fort Worth member representatives, Ralph G. Campbell, Sr. ,
and G., L. 'Dan Moody.
