AN ORDINANCE APPROPRIATING REVENUE OF THE CITY IN EXCESS OF ITS TOTAL ESTIMATED INCOME AS SET FORTH IN THE ANNUAL BUDGET FOR THE CREATION OE' A COMMUNITY AFFAIRS OFFICE WITHIN THE POLICE DEPARTMENT AND FOR THE PURPOSE OF ADDING THREE POSITIONS TO THE COMMUNITY RELATIONS DIVISION THEREOF; PROVIDING A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR APPROPRIATION ORDINANCES; REPEALING ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That the Police Department of the City of Fort Worth shall be provided with such revenue as may be secured from the various sources included in Ordinance No. 6518 and in the Budget of the City Manager; and, in addition thereto, there is hereby appropriated the amount of Thirty-eight Thousand Dollars ($38,000) of excess revenue and/or unappropriated sur- plus to be used to meet the requirements of the Police Depart- ment for the establishment of three additional positions to its Community Relations Division for the operation of the Community Affairs Office. SECTION 2. Should any part, portion, section or part of a section of this ordinance be declared invalid or inoperative or void for any reason by a court of competent jurisdiction, such de- cision, opinion or judgment shall in no way affect the remain- ing portions, parts, sections or parts of sections of this ordinance, which provisions shall be, remain and continue to be in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 6518, but all other ordinances and appropriations for which provision has been heretofore made are hereby expressly repealed if in conflict with the provisions of this ordinance. SECT ION 4. That this ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. GRAHAM DATE REFERENCE SUBJECT: Community Affairs Office PAGE NUMBER WALL% 11/8/71 1 G-1861 1 of 1 This communication proposes the creation of a Community Affairs Office within J the Police Department, aimed at improving communications and understanding between the community and the Police Department. An appropriation of $38,000 is recommended to finance this office's operation for the balance of the current fiscal year, including the net addition of three positions to the Community Relations Division, as follows: One Assistant for Community Affairs One Community Affairs Specialist II Two Community Affairs Specialist I This additional staff will be partially offset by the deletion of an existing vacant position in the Community Relations staff, an Administrative Assistant III. The net additional cost for establishment of this program, to include salaries and other related cost, is estimated to be approximately $38,000 for the balance of the fiscal year. Specific salary ranges for these posi- tions will be proposed within a short time. Recommendations It is recommended that the City Council: a) Authorize the establishment of the three positions named above; and o) Adopt an ordinance amending the appropriations ordinance by transferring $38,000 from the Contingency Allowance to the Police Department budget for the operation of the Community Affairs Office for the balance of the fiscal year.
