a SUBJECT: REMOVAL OF TRAFFIC SIGNAL AT THE INTERSECTION OF
THROCKMORTON STREET AND 13th STREET
Recommendation:
Staff recently completed a traffic study of the Throckmorton Street and 13th Street intersection and
determined that the signal at this location is no longer warranted. Staff recommends removing this
traffic signal in order to improve traffic flow around the Omni Hotel.
Investigation and Analysis:
Traffic patterns change over time and it is good engineering practice to study traffic signal locations to
make sure the signals are needed and are properly timed. A consultant was retained to conduct the
cited study and performed the following analysis:
• Collected 24 -hour traffic counts on all approaches;
• Performed hand counts of vehicles entering each leg of the intersection during the four
highest peak traffic hours;
• Evaluated pedestrian accommodations;
• Measured motorist sight distance on all four approaches of each intersection;
• Reviewed three years of accident reports.
In accordance with the guidelines set out in the Manual of Uniform Traffic Control Devices ( MUTCD),
the consultant team used the physical data collected in the investigation to complete a traffic signal
warrant analysis. None of the 12 warrant criterion set out in the MUTCD were met.
Removal Process:
In accordance with the guidelines set out in the MUTCD, the traffic signal at the Throckmorton Street
and 13th Street intersection will be placed in flashing operation with yellow indications displayed to
motorists on Throckmorton Street and red indications displayed on 131h Street and the Omni Hotel
driveway for a period of 90 days. Signs will be installed on each approach to the intersection advising
motorists of the pending removal of the signals and providing a phone number to leave comments.
At the end of the 90 day flash period, if no information or public comments are received that would
alter staffs engineering decision, the signals will be removed.
