AN ORDINANCE ESTABLISHING AND REGULATING A
PUBLIC TRANSPORTATION ADVISORY COMMITTEE;
PROVIDING A SEVERABILITY CLAUSE; AND NAMING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That there is hereby established a Public Transportation
Advisory Committee of the City of Fort Worth, Texas.
SECTION 2.
That the Public Transportation Advisory Committee shall
consist of seventeen (17) members, each of whom shall be a duly
qualified elector and a resident of the City of Fort Worth,
Texas, who shall be appointed by the City Council. The
composition of the committee shall be as follows:
1 Chairperson
1 City Councilperson
1 City Plan Commission Member
1 Central Business District Representative
1 Human Relations Commission Member
1 Fort Worth Safety Council Member
1 Chamber of Commerce Representative
1 Representative of the Elderly
1 Representative of the Handicapped
8 Members at Large
The members of the Public Transportation Advisory Committee shall
serve for a term of two (2) years, shall serve without compensa-
tion and cannot be appointed to serve more than three (3) two (2)
year terms.
SECTION 3.
That in addition to the seventeen (17) regular members of the
Public Transportation Advisory Committee, such committee shall in-
clude the following ex officio, non voting members:
1 Representative of the Urban Mass Transportation
Administration
1 Representative of Citran
1 Representative of the State Department of Highways and
Public Transportation
1 Director or Assistant Director of the Department of
Transportation of the City of Fort Worth
1 Director or Assistant Director of the Planning
Department of the City of Fort Worth
1 City Manager or Assistant City Manager of the City
of Fort Worth
It shall be the duty of such ex officio members of the Committee
to attend all committee meetings and to provide such advice as

may be beneficial to the Committee in the performance of its
duties.
SECTION 4.
That the officers of the Public Transportation Advisory Com-
mittee shall be a Chairperson, a Vice Chairperson, and a Secretary.
The Chairperson shall be appointed by the Mayor and approved by
the City Council. The Vice-Chairperson shall be elected by the
members of the Committee. The Secretary shall be the Director
or Assistant Director of the Department of Transportation, an
ex officio, non voting member of the Committee.
The Chairperson shall preside over the meetings and adminis-
ter the by-laws and operating procedures of the Committee.
The Vice Chairperson shall, in the Chairperson's absence,
perform the duties of the Chairperson. The Vice Chairperson
shall also assist the Chairperson in performance of his/her duties
whenever necessary.
The Secretary or the Secretary's designated representative
shall attend all official meetings of the Committee, record all
votes taken, and prepare the minutes of all proceedings conducted
by the Committee. Copies of the minutes of each Committee meeting
shall be furnished to each member of the Committee, each member
of the City Council, and the City Manager. Meetings of the
Committee are contemplated to be "open" as the meetings of a govern-
mental body under Art. 6252-17, R. C. S. The Secretary shall give,
or cause to be given, written notice of all regular or special
meetings of the Committee as required by Art. 6252-17 Sec. 3A,
R. C. S.
SECTION 5.
That the Public Transportation Advisory Committee will review
plans for development and modification of public transportation
facilities and services to meet the needs of the City and the
Urbanized Area. The Committee will review and comment on the
annual operating budget and capital improvement requests for public
transportation. The Committee will also review the Annual Trans-
portation Plan and make recommendations regarding various projects
and priority of projects. Recommendations made by the Committee
will be presented to the City Council and to the City Manager for
consideration.

SECTION 6.
That the Public Transportation Advisory Committee establish
such by-laws and operating procedures as it deems necessary for
the proper conduct of its business. The Committee shall hold reg-
ular meetings at least once each month and, in addition, such
special meetings as may be required for the performance of its
duties.
SECTION 7.
That it is hereby declared to be the intention of the City
Council that the sections, paragraphs, sentences, clauses and
phrases of this Ordinance are severable, and if any phrase, clause,
sentence, paragraph or section of this Ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of
competent jurisdiction, such unconstitutionality shall not affect
any of the remaining phrases, clauses, sentences, paragraphs and
sections of this Ordinance, since the same would have been enacted
by the City Council without the incorporation in this Ordinance of
any such unconstitutional phrase, clause, sentence, paragraph or
section.
SECTION 8.
That this Ordinance shall take effect immediately from and
after the date of its passage and it is so ordained.

STURNS Orr-April 11, 1978 (M&C G-3786) , City Council approved the appointment of members
to' the Fort Worth Public Transportation Advisory Committee. While considering the
recommended appointments, Council requested staff to prepare an ordinance
creating, and officially establishing, the Public Transportation Advisory
Committee as an on—going City advisory group. The attached ordinance is in
response to Council' s request and establishes the Public Transportation Advisory
Committee with 17 members to be appointed by the City Council. The 17 members
consist of:
One Chairperson, (appointed by the Mayor and approved by Council).
One City Councilperson.
One City Plan Commission Member.
One Central Business District Representative.
One Human Relations Commission Member.
One Fort Worth Safety Council Member
One Chamber of Commerce Representative.
One Representative of the Elderly.
One Representative of the Handicapped.
Eight Members—at—Large.
The Fort Worth Public Transportation Advisory Committee holds regular monthly
meetings on the first Thursday at 3:00 P.M. in the Pre—Council Room. At the
present time, three vacancies exist on the Committee:
One City Plan Commission Member;
Two Members—at—Large.
The attached ordinance expands the membership of the Committee to include a
representative of the "elderly" and a representative of the "handicapped"
communities. Wit} the expansion, five voting members need to be appointed to the
Advisory Committee.
In addition to the seventeen voting members, provision is made in the attached
ordinance for six, non—voting, ex—officio members. These ex—officio members
include representatives from:
The Urban Mass Transportation Administration. (UMTA)
CITRAN. (City Transit)
State Department of Highways and Transportation. (SDHPT)
City' s Department of Transportation. (DOT)
City' s Planning Department.
The City Manager' s office.

It is recommended that the Fort Worth City Council approve the attached
ordinance establishing and -regulating a Public Transportation Advisory Com—
mittee.
