HomeMy WebLinkAboutOrdinance 7483 ORDINANCE NO. _ 7 AN ORDINANCE APPROPRIATING REVENUE OF THE CITY IN EXCESS OF ITS TOTAL ESTIMATED IN- COME AS SET FORTH IN THE ANNUAL BUDGET FOR THE PURPOSE OF OBTAINING ARCHITECTURAL SER- VICES FOR THE AUTO POUND; PROVIDING A SEV- ERABILITY CLAUSE; MAKING THIS ORDINANCE CUM- ULATIVE OF PRIOR APPROPRIATION ORDINANCES; REPEALING ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That the City Manager of the City of Fort Worth shall be provided with such revenue as may be secured from the various sources included in Ordinance 7399 and in the Budget of the City Manager; and, in addition thereto, there is hereby appropriated the amount of Fifteen Thousand and N0/100 Dollars ($15,000.00) of excess revenue and/or unappropriated surplus to select, engage and pay for the services of arch- itects to assist in the planning and construction of the proposed auto pound. SECTION 2. Should any part, portion, section or part of a section of this ordinance be declared invalid or inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way affect the remaining portions, parts, sections or parts of sections of this ordinance, which provisions shall be, remain and continue to be in full force and effect. SECTION 3. That this ordinance shall be cumulative of ordinance No. 7399, but all other ordinances and appropriations for which provision has been heretofore made are hereby expressly repealed if in conflict with the provisions of this ordinance. SECTION 4. That this ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. One of the sites proposed was the City-owned 13-acre piece of property- north of Northside Drive, just east of the Santa Fe Railroad tracks and Samuels Avenue. This site is centrally located and has convenient access to the North Freeway and Northside Drive. The vehicle pound would consist of a single story building containing facilities for inspection and processing of impounded vehicles and parts and outside storage area for impounded vehicles. The site will be secured with a perimeter fence and security lighting. A facility to house guard dogs will be included. Justification for Site Presently the City of Fort Worth impounds between 9,500 and 10,000 vehicles annually. The Police Department estimates that an average of 300 vehicles are under its jurisdiction on a daily basis. These vehicles are currently stored at various private storage areas throughout the City. As the system presently operates an owner must go to the Police Department to obtain a release for the vehicle and is referred to the location where it is stored. Additionally, whenever vehicles are unclaimed, an auto theft detective must go to the various sites and make an inspection before an auction can take place. This proves to be. a very inefficient use of man power. The major problem centers around the fact that the Police Department, while not being in charge, must assume responsibility for the vehicle and its parts. Without a central location the probability of loss of critical items of evidence also increases. It is proposed to solicit bids on a design-build basis, whereby the City specifies what is needed for the Vehicle Pound and the bidders submit cost proposals for the design and construction. It is proposed to employ an archi- tect to assist the City staff in three areas: 1. To prepare schematic design and performance specifications as required to define the project, to include necessary soil and foundation data 2. To assist in securing bids and evaluating proposals as required for the award of the construction contract. 3. To provide construction administration for the project. Hahnfeld Associates, Architects/Planners, a local firm qualified to provide the required services, has submitted a proposal to perform this work for a fee based on salary costs times a multiple of 2.5, total cost not to exceed $12,000. The cost of soil evaluation and reproduction is not included and is estimated to be $2,500. f. t DATE REFS ERCE SUBJECT: Police Vehicle Pound PAGE NUMB1/24/77 G-3296 2 of 2 Financing In Informal Report No. 2698 the preliminary estimated implementation cost of establishing a central auto storage area was as follows: Land Acquisition (estimated) $250,000 Fencing 22,500 Office Space and Warehouse 49,000 Lighting and Graveling 100,000 Wrecker 14,000 Estimated Total $435,500 Since a City-owned site is being used, the land acquisition cost has been eliminated. It is recommended that the fee for architectural services and an allowance for incidental expenses be appropriated from General Fund Reserves. An addi- tional appropriation will be requested after more detailed estimates are received for the remaining projects. Recommendations 1. It is recommended that the firm of Hahnfeld Associates be retained to perform architectural services for the construction of the Police Vehicle Pound as outlined above, in an amount not to exceed $12,000, and 2. The City Council approve the Supplemental Appropriation Ordinance authorizing the transfer of $25,000 from General Fund Reserves to Non-Department Capital Improvements Account 001-90075.
