Kayser, City Secretary CALL TO ORDER With a quorum of the City Council Members present, Mayor Price called the regular session of the Fort Worth City Council to order at 7:01 p.m. on Tuesday, August 13, 2019, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. INVOCATION- Chaplain Brent Sanderson,Fort Worth Fire Department The invocation was provided by Chaplain Brent Sanderson, Fort Worth Fire Department. PLEDGES OF ALLEGIANCE TO THE UNITED STATES AND THE STATE OF TEXAS (State of Texas Pledge: "Honor the Texas flag; I pledge allegiance to thee,Texas, one state under God, one and indivisible.") The Pledges of Allegiance to the United States of America and the State of Texas were recited. ITEMS TO BE WITHDRAWN FROM THE CONSENT AGENDA City Manager Cooke requested that M&C 19-0037 be removed from the Consent Agenda and withdrawn from the Council Agenda in its entirety, and M&C 19-0017 be continued to the August 20, 2019, Council meeting. ITEMS TO BE CONTINUED OR WITHDRAWN BY STAFF There were no items to be continued or withdrawn by staff. CONSENT AGENDA Motion: Council Member Jordan made a motion, seconded by Council Member Bivens, that the Consent Agenda be approved as amended. Motion passed 9-0. A. General- Consent Items 1. M&C 19-0037 Adopt Appropriation Ordinance in the Amount of $430,000.00 Increasing Estimated Receipts and Appropriations in the Special Revenue Fund - Environmental Protection for Fiscal Year 2019 (ALL COUNCIL DISTRICTS) (Continued from a Previous Meeting) It was the consensus of the City Council that Mayor and Council Communication 19-0017 be continued to the August 20, 2019, Council meeting. Motion: Withdrawn. 2. M&C 19-0017 Ratify Application for and Authorize Acceptance of Funds Totaling $25,000.00 from the Cities for Service Fund, Inc. for the 20I9 Experience Matters AmeriCorps VISTA Program to Assist in Developing and Coordinating a Financial Empowerment Program for Particularly the Senior Population (Ages 50+) and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS) (Continued from a Previous Week) It was the consensus of the City Council that M&C 19-0017 be continued to the August 20, 2019, Council meeting. Appropriation Ordinance No. 23742-08-2019 4. M&C 19-0035 Authorize Reallocation of Funds in the Amount of$711,258.78 to Consolidate Various Static Projects to Programmable Projects for Fort Worth Meacham International Airport and Fort Worth Spinks Airport for the Management of Capital Projects. (COUNCIL DISTRICTS 2 and 6) Motion: Approved. 5. M&C 19-0036 Authorize a Sole Source Purchase Agreement with Jay Martin Company,Inc. for Original Equipment Manufacturer Wemco Pumps, Components and Replacement Parts for the Village Creek Wastewater Treatment Plant in an Annual Amount up to$400,000.00 (ALL COUNCIL DISTRICTS) Motion: Approved. 6. M&C 19-0026 Adopt Ordinance Amending Chapter 12.5,Article III, Division 4: "Municipal Drainage Utility System," of the Code of the City of Fort Worth, Texas (2015), as Amended,to Add a New Section 12.5-348 Regulating Public Access to City Drainage Infrastructure (ALL COUNCIL DISTRICTS) Motion: Approved. Ordinance No. 23722-08-2019 7. M&C 19-0027 Adopt Appropriation Ordinance for Funds Received from the Texas Department of Transportation in the Amount of$585,541.35 for Fiscal Years 2019 and 2020, in Accordance with the Texas Department of Transportation Signal Maintenance Agreement for the Routine Operation and Maintenance of State-Owned Traffic Signals and for the Non-Routine Repair of State-Owned Traffic Signals (ALL COUNCIL DISTRICTS) Motion: Approved. M&C 19-0014 Authorize the One-Time Purchase of an Upgrade to an Existing Radio Monitoring System Using General Services Administration Cooperative Contract Schedule No. GS-35F-268BA with Locus Diagnostics, LLC in the Amount of$140,883.33 for the Information Technology Solutions Department(ALL COUNCIL DISTRICTS) Motion: Approved. 4. M&C 19-0030 Authorize Purchase of Seventeen Heavy Duty Service Body Trucks from Texas Kenworth Co., dba MHC Kenworth - Fort Worth, in an Amount Up to $2,703,740.24, for the Water Department Through the Property Management Department (ALL COUNCIL DISTRICTS) Motion: Approved. E. Award of Contract- Consent Items 1. M&C 19-0010 Authorize Execution of a Radio Subscriber Services Agreement with City of Cleburne for the Provision of Two-Way Radio Support Services at No Cost to the City of Fort Worth (ALL COUNCIL DISTRICTS) Motion: Approved. 2. M&C 19-0031 Authorize Execution of the Texas Commission on Environmental Quality Funded Grant Agreement in an Arnount Not to Exceed $64,451.21 for Ambient Air Monitoring Operations, Apply Indirect Costs at Approved Percentage Rate, and Adopt Appropriation Ordinance. Citizen Presentations There were no Citizen Presentations. C. Council Action Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Moon,that the public hearing be closed and M&C 19-0038 and M&C 19-0039 be approved. Motion passed 9-0. Mayor Price opened the public hearing. 1. Bishop Mark Kirkland, 6425 Vel Drive, appeared before Council relative to community relations.
