SUBJECT: ANNEXATION OF THE EXISTING GOLDEN TRIANGLE
BOULEVARD RIGHT -OF -WAY IN THE FAR NORTH SECTOR
The December 7 City Council agenda will contain an ordinance to approve the annexation of 3.2
acres of the Golden Triangle Boulevard right -of -way, in the Far North sector of Fort Worth. The
surrounding area is currently within the City of Fort Worth to the north and west and is within the
City of Keller to the south and east. Tarrant County has submitted a petition requesting that the
City annex the right -of -way. This section of Golden Triangle Boulevard is currently being
reconstructed in partnership with the Texas Department of Transportation, Tarrant County, and
the City. Upon completion of the project, the City will be responsible for the right -of -way
maintenance.
This request meets the criteria defined in Texas Local Government Code Section 43.028 for
owner - initiated annexation and will not require public hearings. The land will continue to be used
as right -of -way. Attached is a fiscal impact analysis and exhibit map for reference.
The fiscal impact analysis indicates the annexation will have a slight negative impact on the
General Fund and will require capital improvements to upgrade the roadway. However, the area
is an enclave, and the annexation policy does not require enclaves to produce a positive fiscal
impact due to the efficiencies gained in service delivery. In addition, the annexation policy states
that the City will annex any right -of -way that is adjacent to and provides access to property within
the City. This section of Golden Triangle Boulevard meets this criterion. Staff has determined that
the City is able to provide municipal services upon annexation in accordance with State law,
without negatively impacting service provision within the city. Annexation of this site is thus
consistent with the City's annexation policy.
The annexation, if adopted, will be an addition to Council District 2.

Existing Conditions
❑ Approximately 3.2 acres of land in Tarrant County, located on Golden Triangle Boulevard,
south of Keller Hicks Road and west of US Highway 377.

Expenditures / Services
❑ Police
• Patrol of the area will be added to Beat N12 in Zone NI in North Division.
• Police services will be extended from present staff at the date of annexation. The
Police Department conducted an analysis of call demand for the subject annexation
area. The Police Department estimates no significant increase in call activity upon
annexation. Therefore no additional cost to the Department is anticipated upon
annexation.
❑ Fire
Fire and EMS first responder services will be dispatched from existing Fire Station
37, located at 4701 Ray White Road, to the proposed annexation. Current fire
department response time goal is to arrive on the scene of emergencies within 5
minutes or less from the time of dispatch at 75% of the time. Based on the existing
fire stations located close to this proposed annexation area, the fire department will
be able to meet this response time goal.
Current Estimated Response Criteria to the Proposed Annexation Area:
These estimated response times were calculated using GIS software; traffic
congestion, road conditions, time of day, and weather conditions have not been
factored in.

❑ EMS
o Basic Life Support (BLS) emergency medical services by existing personnel and
equipment of the Fort Worth Fire Department will be provided to the annexation area
commencing on the effective date of the annexation. The Fort Worth Fire
Department serves as the first responder on life threatening medical emergencies as a
part of the MedStar system. All Fort Worth Fire Department personnel are certified
as Emergency Medical Technician basic level or higher. All engines, trucks, and
rescue units carry Automated External Defibrillators for use with victims who are in
cardiac arrest.
o Advanced Life Support response provided by MedStar is greater than 9 minutes to
the proposed annexation area with a potential of at least a 30- minute transport time
to the nearest trauma center.
❑ Roads and Streets
o Golden Triangle Boulevard is located in the annexation area and is currently
maintained by the County. There are no startup services required for this annexation.
o Routine maintenance costs are estimated to be $2,000 at the time of annexation.
o Future capital improvement costs are estimated to be $800,000 for the widening of
Golden Triangle Boulevard from 4 to 6 lanes.
o Future maintenance costs for streets, pavement markings, signs, and streetlights are
estimated to be $10,000 per year after it is widened to 6 lanes.
❑ Code Compliance
• This 3.2 -acre parcel is adding to the approximate 249.02 of right -of -way acres that
have been, or will be, annexed since FY 05. The proposed area being annexed will
be added to Code Compliance Field Operations — North Code District bringing the
number of right -of -way acres annexed in this area to an estimated 5.9. At the time of
annexation, Code Compliance services will be provided with little or no anticipated
additional cost.
• Consumer Health Specialists (CHSs) duties estimated at 1.5 hours or $113 or
0.072% of time. Consumer Health Specialists' time inspecting food, childcare,
pool /spa and hotel /motel facilities will depend on the existence and number of such.

Customer Service Representative II time estimated at .75 hours, $31, or 0.036% of
time.
o The Animal Care and Control Division would provide full animal and rabies control
services with response based on priority. Based on current occupancy, costs should
be limited to about $100 per year.
❑ Parks / Forestry
o Area would be added to the North operations district of the Parks and Community
Services Department
❑ Library
• Area to be annexed consists of 3.2 acres currently used as right -of -way.
• This area is developed for non - residential purposes only; therefore, Library service
estimates are not warranted.
❑ Solid Waste Services
• Service to single - family and duplex residential units in this annexation area would be
provided through the existing City residential solid waste contract. Customers would
pay monthly charges through their water bill that cover the direct and indirect costs
of these services.
• Private service providers at the discretion of the customer may continue to provide
solid waste collection services for businesses and multi - family dwelling complexes
having three or more units. Private solid waste collection providers must have an
active Grant of Privilege issued by the City of Fort Worth to provide service within
the city limits.
❑ Storm Water Management (Drainage)
• This area will be included in the City's Storm Water Utility service area. Properties
in this area will be assessed a monthly fee based on the amount of impervious
surface. The fees will cover the direct and indirect costs of storm water management
services, including routine maintenance of public drainage facilities. Any drainage
deficiencies will be added to the City's capital needs list and will be funded
according to priority as funds become available.
• All storm water facilities in new developments will be at the developer's cost, with
size and configuration based upon the drainage study provided by the developer's
engineer. Any City participation on storm water facilities will be in accordance with
the "Installation Policy of Community Facilities."
❑ Water and Wastewater
o Fort Worth is currently maintaining the existing 8 -inch water and sewer mains
located in Golden Triangle Blvd.
Summary
The owner - initiated annexation of the Golden Triangle Boulevard ROW (AX -10 -008) does not
have a preliminary plat or concept plan on file as of October 21, 2010. Therefore, existing
Fiscal Impact Analysis Golden Triangle Boulevard ROW AX -10 -008
conditions, right -of -way land use, and future growth were considered while assessing the financial
impact to the General Fund. This land is currently not taxed and produces property tax revenue of
approximately $0 annually. Based on the projected revenue for this property and operating costs
projected from the Police, Code Compliance, and Transportation and Public Works Departments,
the fiscal impact for the first year of annexation would be negative to the General Fund. Assuming
conditions remain constant, this area is eligible for annexation as an enclave, under the Annexation
Criteria and Procedure section of the Annexation Policy. Therefore, due to the enclave status, this
development warrants the anticipated cost of City services, assuming current tax rates.
Water, Sewer, Storm Water, and Solid Waste Funds will not be impacted because those Funds will
recover costs from their customers, and revenues will equal expenditures or offset expenditures.
Additionally, all on -site storm water, water, and wastewater facilities will be at the developer's cost.
Therefore, due to the enclave status of the property and the ability of the area to meet the City's
criteria for full- purpose annexation, staff recommends that the Golden Triangle Boulevard ROW
(AX -10 -008) be considered for full- purpose annexation at this time.
