ORDINANCE TO OPERATE A CITY PLAT! BOA,.
SECTION 1,
There shall be for the City of Fort Worth, Texas, a City Plea board, which shall
consist of five members.
SECTION 8.
The members of the City Plan Board shall be appointed by the Mayer, subject to
confirmation by the City Commission and shall include an architect, a civil engineer
and a real estate dealer. No person shall be eligible to appointment who is not a
citizen of the United States and a resident tax payer of sort Worth.
SECTION 3.
One member of the first City Plan Board shall be appointed for a term of one year.
one for a term of two years, one for a term of three years, one for a term of four years,
and one for a term of five years; and annually thereafter one member shall be appointed
for a term of five years. The term of office in each instance shall begin on the
. Members shall serve without compensation.
SECTION 4.
Members of the City Plan Board shall be subject to removal from office for cause
by the Mayor subject to approval of the City Commission. Any vacancy in office shall be
filled by the Mayer for the remainder of the unexpired tern. Appointment to fill va-
cancies shall be made as provided for appointments in the first place.
SECTION 6.
The members of the City Plan Board shall organize and select their officers. The
City Plan Board may from time to time employ engineers and other experts, and pay for
their services out of such funds as shall been prodded for the purpose of the Board,
or shall be made available by gifts, subscriptions, or by special appropriation.
SECTION 6.
The City Plan Board shall hold meetings regularly, at least once in each month,
and shall designate the time and place thereof. It shall adopt its own rules of pro-
cedure and keep a record of its proceedings. Proper accounts of tts rsseipt• and dis-
bursements of money shall be kept. All meetings, records and accounts of the City Plan
Board shall be open to pubfto. Throe members shall constitute a quorum for the trans-
action of business.
SECTION 7.
The general powers and duties of the City Plan Board which shall be exercised and
performed as herein provided., and in accordance with the general ordinances of the City,
shall be as follows:
(a) The City Plan Board shall procure information and
make recommendations to the Mayor and City Commission, and shall
cooperate with the Park Commission, the Recreation Board, and all.
similar organizations as to all facts bearing upon the needs of the
City in regard to recreation grounds, the development of parks and
boulevards. the improvement of'river fronts, the extension or opening
of streets and avenues, or other public ways or places, and the City
Plan and Improvement gensrallf.
(b) It shall receive and report suggestions offered by
citisens or officials within the scoups of its powers, and when it
does* such suggestions practicable to report them to the Mayor and
City Commission with its recommendation.

(a) It shall formulate a plan to regulate and restrict
the location of trades and industries and the location of build-
ings designed for specific uses: to regnlato and limit the height
and bulk of buildings hereafter erected. and for such purposes divide
the City into zones of such number, shape and area as may seem best suited
to carry out a definite plan for the betterment of the City, and to submit
same to the City Commission.
(d) It shall pass upon all questions involving the custody,
possession, removal or alteration in any way of any work of art belonging
to the City, except such as are already under the control of other bodies
at the time of the adoption of this ordinanae. And no action with refer-
ence to such works of art under the jurisdiction of the City Plan Board,
which shall include monuments and other memorials, fountains, statuary,
and the lika, shall be taken by any officer or department unless approved
by the City Plan Board.
(a) It shall recommend whether property shall be acquired for
boulevard purposes, or the widening or extension of any street or boule-
vard.and no property shall be so acquired or condemned without the ap-
proval of the City Plan Board, and it shall advise as to all plats of
land for additions or subdivisions within and for a distance of three
miles beyond the City limits.
(f) It shall advise as to any sketch or plan of any gift to the
City in the form of a monument or memorial and the proposed location
thereof.
(g) It shall, when requested by the Mayor and City Commission,
or either of them, or by any other Commission or Department, act in an
advisory capacity in respect to plans for and the locations of public
buildings, bridges, approaches, or other structures erected or to be
erected by the City.
(h) It may call on any other departments for assistance in the
performance of its duties hereunder. and it shall `,e the auty of such
other departments to render sash assistance as may be reasonably re-
quired; all questions as to what %hall constitute a reasonable require-
ment to be determined by the City Commission.
(i) And it shall have such other powers as are herein preecribed
or may be necessary hereunder for the proper discharge of its duties.
SECTION S.
If the City Plan Board shall fail tor decide upon any matter submitted to it
within ninety days after such submission, its decision or approval shall be deemed
unnecessary.

The City Plan Board shall at the and of each fiscal year make a written report
to the City Commission of its work during that year. This report shall be certified
to be the City Plan Board, and entered of record by the City Yeersiavy and publiehed
in such manner as the City Commission may direct. The City Plan Board shall also
make such other reports as the Sayor or City Commission may from time to time require
SECTION 10.
This Ordinance shall be in full effect after its passage.
