An Ordinance creating a Board of Health for the
City of Fort Worth, prescribing the Jowers of said Board,
the duties of the members, and repealing Ordinance No.
338 passed August 12th, 1913.
BE IT ORDAINED BY THE BOARD OF CONMISSIOMIMS,
OF THE CITY OF FORT WORTH,
Section 1. Thtre is hereby created and establish-
ed a Board of Health in and for the City of Fort Worth. It
shall be composed of the Mayor who shall be the presiding
officer, and 11 members, all of whom shall be resident
citizens of the City of Fort Worth..
Section 2. As soon as this ordinance shall
become effective, the members of said Board of Health shall
be appointed by the Mayor and confirmed by the Board of
Coimnissioners, and they shall serve without compensation,
and shall hold office at the pleasure of the Mayor, provided
however, that the termsof office shall, in no event without
reappointment, exist for a longer period than two years.
Section 3. Immediately after their appoint-
ment and comfirmation by the Board of Commissioners, the
members of said Board of Health shall meet and organize
by electing a Vice President end Secretary. Said Board
of Health shall upon such organization proceed to establish
such rules and regulations for the governm,ent .of same, as in
their judgment may be deemed necessary and proper, and the
Mayor shall appoint such committees as may be provided for
by the act of said Board. Six members shall constitute a
quorum for the transaction of business, and the general rules
of parliamentary law shall be applicable and enforced in all
proceedings of said Board, and the officers thereof shall
each perform the dutiee usually incident to such position.
Section 4. The Board of Health shall hold

at least one regular meeting in each month, to be fixed
by'said Board, and -s many other adjourned, special or
called meetings as may be deemed proper and regular under the
rules by said Board established.
Section 5. Except as may be herein otherwise
provided, said Board of Health shall have general supervision
end c m trol of all matters pertaining to the health of the
citizens of the City, and shall have general supervision
over the'enforcement of a.11 laws, ordinances, rules and
regulations dealing with public health, sanitary and
hygienic conditions within the City, and the suppression
and prevention of all infectious and contagious diseases;
provided, however, that the City p)aysicisn shall not be
under the supervision of the Board of Health, nor is it
intended by this ordinance to, in any mariner, modify or
change the duties and powers of said officer, as defined
by the charter of the City of Fort Worth, and in all cases

physician shall have control and the Board of Health shall
co-operate with him in the prevention and suppression of all

contagious diseases; provided further that it is not intended
by this ordinance to grant said Board any power or jurisdict-
ion over sanitary and health conditions of the public schools,
but said board may upon the request of the Board of Trustees
of the Independent School District of the City of Fort Worth,
co-operate with said trustees in health and sanitary regulations .
Section 6. The Board of Health shall have
general supervision and control over the milk, dairy n.nd food
inspector, . and all sanitary officers of the City of Fort Worth
in all matters relating to health and sanitary conditions, and
each of said officers shall carry out all ordeas emanating
from the board relating to health and sanitary consi tions of the
City, shall attend the meetings of said board when summoned or

4* requested, and shall make such reports as said board may
require. And it is hereby made the especial duty of said
board to see that the provisions of the ordinme e of this
City relating to pure food and pure milk Adairy products
and regulations are enforced.
Section 7. It is not intended by this ordinance
under the general powers herein conferrEd, to give the Board
of Health jurisdiction and control of the management of the
.City-County Hospital.
S ection S. It shall hereafter by the province
and duty of said Health Board to recommend to the City
Commission the milk and dairy inspector, and all sanitary
and health officers other than the City Physician.
Section 9. It is hereby made the duty and
province of said Board of Health to make to the Board of
Oo=iaei0riers recommendations and suggestions in any manner
tendiag to promote the general health and sanitary
of the said City, and said board shall especially make on the
2nd Tuesday in January of each year, a report in writing show-
ind the work done by said board during the year previous, and
containing such recommendations and suggestions, as they
may deem proper.
Section 10. The Commissioner of Police and Fire,
the City Physicia n and the Chief of Police are hereby made
members of said Board of Health ex-officio, who shall be
privileged to attend all meetings of the Board of Health, and
entitled to discuss with said board, all measures, matters and
things pertaining to the work and duties of said board, but
said three ex-officio membe7°s shall not be entitled to a
vote. in said board, nor shall their presence be counted as_
among the number requisite to form a quorum.
Section 11. In addition to the regular monthly
meeting and such special or called meetins as the rules of
said Health Board may provide for, the Mayor or the Commission-

gether for adtion on any matter by said Mayor or said Com-
mission of Police and Fire deemed urgent and important.
Section 12. It is hereby made the duty of the
City Physician to attend any regular or called meetingl of
the Board of Health when requested by the Mayor or said

Section 13. Said Board of Health shall not nl_
� -e the expenditure of any money, unless the same
be authorized by the Board of Commissioners.
Section 14. The Board of Health is hereby
authorized to suspend any officer of the City over whom,
by the terms of this ordinance, it has control for insorbina,tion
. or for a failure to comply with the orders of the Bo-rd of
Health; such suspension shall be immediately reported to the
Board of Commissioners, and should the Board of Commissioners
not sustain said suspension and shall reinstate the suspended

officer/prrorAta, deduction from the salary of said officer
so suspended shall, neverless, be made by the City Auditor and
City Secretary, in making up the pay-roll. It shall be the -

duty of the Secetar of said Board to immediately notify the
officer suspended, and also notify the City Auditor of such
suspension, giving the date thereof.
Section 15. Ordinance No. 338 passed by the
Board of Commissioners on the 12th day of August 1913, the
same being sections 38, 39, 40, 41, 42, 43, 44, 45 and 48
of title one, chapter 12 of the Revisod Ordinance of the
City of Fort Worth, as the same appears at pages 176, 177
and 178 bfi and the same are hereby repealed; and all other
rules and ordinances in direct conflict with the provisions
herdof shall to that extent be and the same are hereby repealed,
but it it especially provided, however, that this ordinance
shall be construed as cumulative of all other rules and

ordinances heretofore enacted for the preservation of the
general health and sanitary condition of the City, and
shall be so applied, except as to those sections herein-
before especially repealed.
Section 16. This ordinance shall be in force
and effect from and after its passage.
