An ordinance providing for the levy and collection of an annual, direct ad valorem tax on all property real, personal and mixed, situated within the territorial limits of the City of Fort Worth, and all personal property owned in said City of Fort Worth, except such property as may be exempt from taxation, and providing penalties for the non-payment of taxes prescribed by law, and granting certain rebates for the payment of taxes prior to the maturity thereof. BE IT ORDAINED BY THE B0ATM OF CON ISSIONERS OF THE CITY OF FORT WORTH: � w Sec. 1. That there is hereby levied and shall be collected as provided by law an annual, direct special ad valorem tax for the year 1910 for the improveme_►t of streets and thoroughfares of the City of Fort Worth of fifteen cents on every $100.00 valuation an all property real, personal and mixed, situtated in and all personal property owned in the said City of Fort Worth on the 1st, day of January A. D. 1910, liable under the law to taxation and not exempt by the Constitution ot'' laws of the State of Texas therefrom. Sec. 2. Upon the requisition of the Board of School Trustees of the Independent School District of the City of Fcrt North and in conformity with the certificate to that effect there is also hereby levied and there shall be collected as provided by law an annual direct special ad valorem tax for the year 1910 for school purposes of Forty-Wee cents on every $100.00 valuation on all property, real,personal and mixed, situated in and all personal property owned in the City of Fort Worth on the let, day of January A. D. 1910, liable under the h _2_ law to taxation and not exempt therefrom under the Constitution or laws of the State of Texas. Sec. 3. There is also hereby levied and there shall be collected as provided by law an annual direct special ad valorem tax for the year 1910 for the support and maintenance of a free public Library in the City of Fort Worth of 2 cents on every $100.00 valuation on all property real, personal and mixed situated in and all personal property owned in the said City of Fort Worth on the let, day of January A. D. 1910, liable under the law to taxation and not exempt therefrom under the Constitution or laws of the State of Texas. Sec. 4. There is also hereby levied and there shall be collected as provided by law an annual direct special ad valorem tax for the year 1910 for the use and benefit of the Park Fund of the said City of Fort Worth of 10 cents on every $100.00 Y'aluation on all property, real personal and mixed situated in and all personal property owned in the said City of Fort Worth on the lot, day of January A. D. 1910, liable under the laws to taxation and not exempt therefrom by the Constitution or laws of the State of Texas. Sec. 5. That there is also hereby levied and shall be collected as provided by law an annual direct special ad valorem tax for the year 1910 for interest and sinking fund upon the existing bonded indebtedness of the said City of Fort Worth of thirty-four and one third cents on every $100.00 valuation of all property real, personal and mixed situated in and all personal property owned in the said City of Fort Worth on the lot, day of January A. D. 1910, liable under the law to taxation and not exempt therefrom by the Consitution or laws of the State of Texas. Sec. 6. There is also levied and there shall be collected as provided by law an annual direct special ad valord►m tax for the year 19-10, for the purpose of discharging in part the claim judgment 'and debt now held by Daniel W. Mead against the City of -3- Fort Worth; of two and one-half (2}) cents on every $100.00 ' valuation on all property real personal and mixed situated in , and all personal property owned in the said Q ity of Fort Worth on the 1st, day of January 1910, liable under the law to taxation and not exempt therefrom under the Constitution or laws of the State of Texas. Sec. T. That there is also hereby levied and shall be collected as provided by law an annual direct special ad valorem tax for the year 1910 for all such other purposes (besides those hereinbefore enumerated) as are authorized by law and by Charter of the City of Fort Worth, of Sixty-el&ta and acre %JAth cents on every $100.Q0 valuation on all property real, personal and mixed situated in and all personal property owned in said City of Fort Worth on the let, dad of January A► ➢ IV=, liable under the law to taxation and not exempt therefrom by the Constitution or laws of the State of Texas. There is hereby appropriated out of the levies made under this Section and is hereby set aside so much of the proceeds of the levy herein made as may be necessary and requisite to pay the interest on and provide a sinking fund of 2% of those obligations of the City of Fort Worth other than bonds, upon and concerning which the said City of Port Worth has agreed to levy a tax in payment of such interest and to make provision for a sinking fund thereof. Sec. S. That those special tax levies which are hereinbefor e in this ordinance made to provide for the payment of interest and to create a sinking fund or to discharge and pay the priniepal and interest of any obligation due or owed?sby the said City of Fort Worth are not to be taken as in addition to levies for the same purpose made in the respective ordinances adthorizing and creating said obligations, but the levies hereinbefore made in this ordinance are made pursuant to and for the purpose of carrying out and complying with the provisions of said prior ordinances, and all ad valorem taxes levied herein DL are levied upon all the taxable property, real personal and mixed situated in and all personal property owned in the City of Fort Worth as assessed, valued and described in the correct assessment, tax rolls and tax books of the said City of Fort Worth for the year 1910 as the same have been presented to the Board of Commissioners of the City of Fort Worth by the Assessor and Collector of Taxes of said City. See. 9. That the taxes herein levied and authorized and required to be collected shall be and become due and payable on September let, 1910, but the same shall not be construed to be delinquent so as to inQur the penalties hereinafter described until February let, 1911, on which said date, `in event of payers default hereinafter specified said penalties shall accrue and be attached to and become a part of the total amount to he paid by such defaulting and delinquent tax payer.;- Sec. 10. That the 31st, day of January A. D. 1911 is here- by fixed as the final day upon which taxes shall be paid to the City of Fort Worth without imposition of penalty, but it is further provided that each and every person, firm, association or corporation paying and discharging in full his, their or its city taxes as hereby and herein fixed and levied on or before the 15th, day of September A. D. 1910 shall be allowed a rebate or discount of 3 per cent of the full amount thereof, and by paying the same as aforesaid after September 15th, 1910 and before October lst, A. D. 1910, shall be allowed a rebate of 2*% thereof as aforesaid, and by paying the same on or after the let, day of October and on or before the l5th, day of October a discount of 2% therefrom and by paying the same after the 15th, day of October 1910 and before the lst, day of November 1910 a rebate of 1 therefrom and by paying the same on or after the 1st, day of November, and before the 1st, day of December 1910 a rate of 1% therefrom as aforesaid. ,► - ■ -5- Sec. 11. That on and after the first day of February 1911 all such taxes hereinbei'ore levied that remain unpaid as required herein to be paid on or before January 31st, A. D. 1911 shall be deemed delinquent and there shall have added thereto a penalty of 1% per month or part of month upon the full amount of such mnpaid taxes for the time the same shall have remained unpaid. Said penalty of 1% per month to be added to said taxes upon the let, day of February 1911 and upon the first day of each and every month thereafter until said taxes shall have been paid, which penalty ;hall be and become a part of such taxes and payable as such; and provided further that in the event of publication of delinquent tax lists or i� suit be brought to recover such taxes and penalty the delinquent tax payer dull be and become liable therefor and the property of such tax payer shall be subject to the payment of said taxes, penalties and costs and the same shall be and become a lien upon the property of such tax payer as prescribed by law. Sec. 12. That this ordinance shall take effect and be in force from and after its passage as prescribed by law.
