SUBJECT: CONTRACT FOR PROFESSIONAL SERVICES FOR NATURAL
1812 GAS AIR QUALITY STUDY FINAL WORK PLAN WITH EASTERN
RESEARCH GROUP, INC.
The purpose of this Informal Report is to provide an update on work performed under the
Contract for Professional Services for Natural Gas Air Quality Study Final Work Plan with Eastern
Research Group, Inc. (CS #40728) as authorized by M &C C -23475 on August 3, 2010 and
recommend a Final Point Source Testing work plan modification.
Eastern Research Group, Inc.'s (ERG) Final Work Plan outlined point source testing, ambient air
testing, dispersion modeling, and full build out estimates. Point Source Testing was targeted to
include 75% of gas well sites within the City of Fort Worth as well as compressor stations while
also assessing a gas processing facility, saltwater disposal well, gas well completions, gas well
fracturing operations, and salt water recycling units.
This assessment process includes using an Infrared (IR) Camera to screen all site components
for larger emissions, using a toxic vapor analyzer (TVA) on a minimum of 10% of site components
plus all IR camera detected emissions, using a HighFlow sampler on all IR camera and TVA
detected emission points, and collecting approximately 50 summa canisters for speciation of the
gas composition (i.e., determine benzene content).
Point source testing commenced on August 30 and the first samples from the ambient air
monitoring network were collected on September 4. ERG was provided a listing of active well
pads and each active line compressor stations. ERG then used a random number generator to
assign unique identifiers to each of these sites /stations. The listing was then sorted by the unique
identifier and site visit schedule was developed.
Point source testing has been more labor intensive than originally thought primarily due to many
sites simply having more physical components (e.g., valves, fittings, flanges, vents) than
anticipated thus requiring more time to thoroughly assess. As of October20t' approximately 178
well pad sites have been visited, including 8 compressor stations, one gas processing plant, one
drilling operation, one salt water disposal well and one flow back operation. To better relate the
progress to date a Point Source Testing Map is attached that represents the estimated site visits
through October 20. Also, an Ambient Air Network Map is attached to communicate the location
of that network.
ERG has performed these visits in a random and unannounced manner. At the current
assessment rate it is clear the 75% target will not be reached within set costs and schedule.
Staff requested that ERG provide the City with options to complete the project in a scientifically
sound manner. Included with the list of options ERG was required to make their recommendation
to complete the point source testing phase while preserving the integrity, representativeness and
validity of the results.
ERG recommended the City proceed with the current point source testing protocol, under the
current project budget by modifying the target from 75% to 50% of sites. These final weeks in the

field will focus on reaching the 50% target as well as completing all other field work called for
under the Point Source Testing Plan.
This study is the first to conduct Point Source Testing and is producing comprehensive data not
previously available. The City's Ambient Air Network is designed similarly to the U.S.
Environmental Protection Agency's (EPA) School Air Toxics Program; however we are collecting
samples more frequently (once every three days) and directly targeting gas well activity with 24-
hour sampling.
With the shift from 75% to 50% target on the Point Source Testing, the scientific validity of the
results will not be affected primarily due to the thoroughness and representativeness of the
testing. The point source testing set an aggressive target of 75% and as such is not possible
within time constraints and costs. Staff recommends accepting the recommended point source
testing program modification thus reducing the target from 75% to 50% of the sites.
