HomeMy WebLinkAboutIR 9316INFORMAL REPORT TO CITY COUNCIL MEMBERS �'IITt�e x r�Ta To the Mayor and Members of the City Council No. 9316 October 26, 2010 Page 1 of 1 SUBJECT: NORTHPARK YMCA FACILITY USE AGREEMENT The purpose of this report is to respond to the City Council's request for information regarding stipulations for facility use included in the management agreement with the YMCA for the operation of the Northpark YMCA. The Council requested that staff review the YMCA's compliance with City Secretary Contract No. 35235, specifically Article 3.01 which stipulates conditions for facility use by the City for City sponsored meetings or events and by not - for - profit civic groups or neighborhood associations for public community meetings free of charge. The contract with the YMCA of Metropolitan Fort Worth was entered into on April 25, 2007 (M &C C 22087). The major terms of the 20 year design, development and management and operations agreement included an equal amount of capital investment for the design and construction of the facility ($2,500,000 each). In addition, the agreement assigns the ongoing facility operating expenses to the YMCA (with the exception of the year one startup costs). The agreement between the YMCA and the City of Fort Worth states that the City reserves the right to use meeting space in the facility for City sponsored public meetings, (or) events or meetings of recognized not for profit civic and neighborhood associations as approved by the City. Recently, the association manager of the Manor Hill at Arcadia Neighborhood Association scheduled a meeting at the facility, and was informed that the charge of $80.00 would apply for a two hour meeting. As it turns out, the Northpark YMCA has a new staff member responsible for facility bookings who was not acquainted with the agreement terms for community meetings. When City staff inquired about this, the facility supervisor assured staff that compliance with the use agreement has and will continue to occur (in the two years since the facility has been opened, the YMCA has only turned down one public meeting request and this one denial was based on the lack of room availability due to previously scheduled room reservations. All other reservation requests have been accommodated). The YMCA has put procedures in place to prevent future similar occurrences.
