Goodwill Industries of Fort Worth, Inc , owner of all abutting property, has
requested that the City vacate Kennedy Street in the 1600 block from the west
line of Block 6, Chambers' Addition, eastward to Virginia Street a width of
30 feet and a length of approximately 202 feet; to vacate Virginia Street from
the south line of Block 6, Chambers' Addition, south to the north right-of-way
of East Lancaster Street a width of 50 feet and a length of approximately 250
feetland to vacate that portion of the alley in Block 5, Kennedy's Addition
abutting Lots 5-8 and 14-17 eastward to Virginia Street.
The subject rights-of-way,acquired by dedication, are open. The streets are
paved, but the alley is not. Water, electric, sanitary sewer, and telephone
facilities are located within the subject rights-of-way. The agencies responsible
for these facilities request that necessary easements be retained for access
to and maintenance of the public facilities.
The City Plan Commission has reviewed this request and recommends its approval
subject to the following conditions: 1) the vacated rights-of-way are replatted
.with abutting properties; 2) the vacated rights-of-way are physically closed
with standard curb and gutter or reduced to driveway type approaches, and the
remaining alley right-of-way is connected to East Lancaster Street (minimum
20' right-of-way) ; 3) the vacated rights-of-way are retained as emergency
access and utility easements as needed or satisfactory relocation arrangements
are made. A satisfactory replat of the subject rights-of-way with abutting
property has been submitted and the other conditions have been complied with
as required.
Recommendation
It is recommended that an ordinance be adopted vacating the subject rights-of-way
as requested.
