HomeMy WebLinkAboutOrdinance 23763-08-2019 Ordinance No.23763-08-2019 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL DONATIONS CAP PROJECTS FUND, IN THE AMOUNT OF $100,000.00, FOR THE PURPOSE OF FUNDING PROGRAMMING AT THE COMO COMMUNITY CENTER; PROVIDING FOR A SEVERABILITY CLAUSE;MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Special Donations Cap Projects Fund in the amount of$100,000.00, for the purpose of funding programming at the Como Community Center. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. DISCUSSION: The Como neighborhood is poised for revitalization.Leading that effort is the development of a new Como Community Center.The existing Como Community Center was built in 1970 on Horne Street near West Vickery Boulevard. Its after school program has been in existence for more that 20 years,and as many as 140 students participate annually.Como is the only community center in Fort Worth with a track and field team,as well as pee wee football and cheerleading leagues. The center provides an evening meal daily for youth,a mobile pantry every third Friday in collaboration with Tarrant Area Food Bank and it has a robust senior program called Best Years Club that serves more than 50 active older adults with meals,activities and transportation.The center is also a Community Action Partners site that provides assistance to low-income residents. The project cost is expected to be more than$12 million.Funds assigned to this project are as follows:$5.3 million in 2014 bond funds;$4.65 million in 2018 tax notes;$1.7 million surplus capital;$1 million park gas revenue; Park and Recreation Department Pay-Go capital funding of $675,000.00;$300,000.00 park dedication funds for land acquisition;Tarrant County in-kind donation for parking lot construction valued at $300,000.00;and Williams Gas Company donation of$150,000.00.The$100,000.00 donation is unrestricted and is anticipated to be used for capital expenditures. The Como Community Center is located in COUNCIL DISTRICT 3. A Form 1295 is not required for this contract because:This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION!CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations,receipt of the donation and adoption of the attached appropriation ordinance,funds for operation will be available in the current operating budget,as appropriated,of the of the Special Donations Cap Projects Fund.The Neighborhood Services Department shall be responsible for identifying funding sources to cover expenses incurred in the event the donated funds are not received.This is an advance donation.
