Traffic patterns change over time and it is good engineering practice to study the signal timing, especially along well traveled corridors to make sure the signals are properly timed and coordinated. As part of the study, staff checks each traffic signal to be certain it is still needed. In this process it was determined that the signal at Sycamore School Road and Rockdale Street no longer meets warrants and staff recommends removing this signal in order to optimize the traffic flow along this corridor. Investigation: Staff conducted the following investigations at three intersections to complete the analysis: • Collected 24 -hour traffic counts on all approaches; • Performed hand counts of vehicles entering each intersection during the four highest peak traffic hours; • Evaluated pedestrian accommodations; • Measured motorist sight distances on all four approaches of each intersection; Reviewed three years of accident reports. Traffic Signal Warrant Analysis: In accordance with the guidelines set out in the Manual of Uniform Traffic Control Devices ( MUTCD), staff used the physical data collected in the investigations to complete a traffic signal warrant analysis. Staff applied the 12 warrants set out in the MUTCD and no applicable warrant was met at the intersection of Sycamore School Road and Rockdale Street. Recommendation: Staff recommends removing the signal at Sycamore School Road and Rockdale Street in order to optimize the traffic flow along this corridor. ISSUED BY THE CITY MANAGER FORT WORTH. TEXAS 9303 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. To the Mayor and Members of the City Council September 28, 2010 Page 2 of 2 a x SUBJECT: REMOVAL OF SIGNAL AT SYCAMORE SCHOOL ROAD & fall ROCKDALE STREET Removal Process: In accordance with the guidelines set out in the MUTCD, the traffic signals at Sycamore School Road and Rockdale Street will be placed in flashing operation with yellow indications displayed to motorists on Sycamore School Road and red indications displayed on Rockdale Street for a period of 90 days. Signs will be installed on each approach to the intersection advising motorists of the pending removal of the signals and providing a phone number to leave comments. At the end of the 90 day flash period, if no information or public comments are received that would alter staffs engineering decision, the signals will be removed. Dale A. Fis eler, P.E.
