HomeMy WebLinkAboutContract 36120-A1 (2) CITY SECREI'A►RY CONTRACT NO. _3(.,.,..,. =� AMENDMENT No. 1 TO CITY SECRETARY CONTRACT WHEREAS, the 'City of Fort Worth (CITY) and CP&Y, Inc. , (ENGINEER) made and entered ihto City Secretary Contract No. 36120, (the CONTRACT) which was authorized by M&C C-25392 on the loth day of January, 2012 in the amount of $ 76, 485; and WHEREAS, the CONTRACT involves engineering services for the following project: Design of the Village Creek Wastewater Treatment Plant and Rolling Hills Water Treatment Plant Alert Notification Systems; and WHEREAS, it has become necessary to execute Amendment No. 1 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1 . Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated December 5, 2011, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $76, 485. 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $424, 085. 3. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect . BASIC SERVICES TASK ITEMS Project Description The work described in this amendment generally refers to the following engineering activities for the Rolling Hills Water Treatment Plant (RHWTP), the Lake Worth Dam (LWD), and the Westside Water Treatment Plant (WSWTP): 1) design alert notification systems for the RHWTP; 2) design perimeter monitoring systems for each site that use advanced video analytics, radar and LRADs, 3) develop bidding documents for the systems; 4) providing bidding assistance; and 5) provide construction phase services during installation of the systems. The City proposes adding alert notification systems to the RHWTP of the facilities using similar equipment and technology as installed at other Fort Worth treatment facilities. The alert systems will be used to alert staff and visitors in the event of an emergency as well as function as a non- lethal intruder deterrent. The perimeter monitoring systems will use advanced video analytics to monitor the perimeters at the facilities. After the bidding documents are completed, CP&Y will provide bidding assistance. SCOPE OF SERVICES Project Tasks Task 1, Item 1 in the original contract has been completed. All remaining Tasks and Items are in the original contract are superseded by the following Tasks and Items. As part of the professional services required for this project, the Engineer will perform the following tasks: Task 1. Develop Bidding Documents 1. Meet with City staff and technology vendors to evaluate equipment and develop schematic designs for the alert notification and monitoring systems. 2. Survey the Lake Worth Dam area including both the spill way and earthen dam. The survey will include elevations and coordinates of key features above the water line, the buoy line, intake, and fence line. 3. Develop plans and technical specifications sufficient for bidding the alert notification and monitoring improvements for the RHWTP, the LWD, and the WSWTP. Engineer's design includes the following: a. Prepare necessary floor plans and site plans. b. Prepare the alert notification system design for the RHWTP. Page-1 December 5,2011 C. Prepare security system designs for the RHWTP, LWD and WSWTP. Security systems will include cameras, radars and LRADs. d. Prepare building end entrance security designs for the WSWTP. e. Layout of system equipment and devices for each facility. Layouts will include routing of conduit and cable where applicable. f. Design power circuits for equipment connections to existing electrical distribution system. g. Design communication infrastructure for the components. 4. Submit to the City for review plans and specifications at 70% and 90%complete. Prepare 20-full size sets of Bidding Documents. Task 2. Bidding Assistance 1. The Engineer will assist the City during the bidding phase. Bidding phase assistance will include the following services. a. Assist the City in advertising and obtaining bids for the construction contract. b. Distribute bidding documents; maintain a record of prospective bidders to whom bidding documents have been issued, and receive and process payments for bidding documents issued. C. Attend a pre-bid conference. d. Issue addenda as appropriate to interpret, clarify, or expand the design documents. e. Assist the City in determining qualifications and acceptability of prospective constructors and suppliers. f. Attend the bid opening and prepare bid tabulation sheet.. g. Assist City in evaluating bids and awarding the construction contract. 2. The City will handle bid advertising in local newspaper(s). 3. The engineering fees for Bidding Assistance are based on both the Rolling Hills and the Lake Worth Dam projects being bid in one package. If the projects are split into two separate construction project, additional engineering fees will be required. B. COMPENSATION 1. CP&Y will provide services related to the Rolling Hills Water Treatment Plant and the Lake Worth Dam for an additional lump sum fee of$74,120. Engineer's compensation for the project will be in accordance with the following schedule. DISCUSSION: On October 30, 2007, the City Council approved M&C C-22491 in the amount of$347,600.00 for the design of alert notification improvements at the Village Creek and Rolling Hills plants. During the design phase, the Water Department staff decided to delay construction of the Village Creek Alert notification system and alter the original scope of services to provide for reductions in the number of audible alarms and control systems in the Rolling Hills alert notification system. The funds originally allocated for these engineering services are now proposed to be reallocated to help fund design of perimeter security and intelligent video management security systems at the Lake Worth Dam, Rolling Hills and Westside Water Treatment Plants. Under the proposed Amendment No. 1, Chiang, Patel &Yerby, Inc. (CP&Y), will design perimeter monitoring, security cameras and video motion detection for the Lake Worth Dam, the Rolling Hills Water Treatment Plant and the new Westside Treatment plant. They will also develop bidding documents for the systems and provide construction services during the installation of the security and alert notification systems. The proposed scope of services for Amendment No. 1 will be completed for an amount not to exceed $76,485.00. The total amended contract will now be $424,085.00. CP&Y is in compliance with the City's M/WBE Ordinance by committing to 19 percent M/WBE participation on this Amendment No. 1. The City's goal on this Amendment is 19 percent. This project is located in COUNCIL DISTRICTS 7 and 8.
