HomeMy WebLinkAboutContract 36128 (2) CITY SECET CON RACT NO Y�JQ CONSENT AGENDA ITEM BOARD MEETING October 9,2007 TOPIC: RENEWAL OF INTERLOCAL AGREEMENT FOR CITY- PROVIDED SERVICES TO FORT WORTH AFTER SCHOOL 21"CENTURY SITES FOR 2007-2008 BACKGROUND: A contractual relationship exists between the District and each of the community agencies and organizations that provide programs and services through the Fort Worth After School initiative. To establish the City as a 21't Century Community Learning Center program provider at Daggett and Rosemont Middle Schools, an agreement was written which outlines the respective and mutual responsibilities of the District and the City in the funding and administration of the after-school programs at these sites. Funds for these services have been budgeted and committed. Copies of the renewal are attached. ALTERNATIVES: 1. Approve the Addendum to Interlocal Agreement. 2. Decline to approve Addendum to Interlocal Agreement. 3. Remand to staff for further study. SUPERINTENDENT'S RECOMMENDATION: Approve the Addendum to Inter-local Agreement. FUNDING SOURCE: FWISD - Special Fund: TEA, 21St Century Community Learning Centers: Daggett MS - $44,685 &Rosemont MS - $34,270 COST: There are no FWISD general fund costs associated with this agreement. All fund allocations originate from special grant funds. The Board approved utilization of these funds on July 24,2007 (Bid No. 04-204A). RATIONALE: This agreement establishes a service provision agreement between the District and the City to provide 21St Century after-school programs and services to students at Daggett MS and Rosemont MS for the 2007-2008 school year. INFORMATION SOURCES: Miguel Garcia,Jr. ��',�7 �j( RENEWAL OF CITY SECRETARY CONTRACT NUMBER 30851 INTERLOCAL AGREEMENT WITH FORT WORTH INDEPENDENT SCHOOL DISTRICT STATE OF TEXAS COUNTY OF TARRANT WHEREAS, on November 2, 2004, the City of Fort Worth, by and through its Assistant City Manager, entered in to a lease agreement with the Fort Worth Independent School District,the same being City Secretary Contract Number 30851; and WHEREAS, said Agreement provided that the City of Fort Worth would provide academic and cultural enrichment programs for students and family members; and WHEREAS, the primary Agreement term was from September 1, 2004 through August 31, 2005; and WHEREAS, the primary Agreement may be renewed for four(4) additional one- year terms by mutual consent of both parties; and WHEREAS, the Fort Worth Independent School District has given notice of its desire to renew and extend said Agreement for one(1)additional one-year term under the same terms and conditions; NOW, THEREFORE, City and the Fort Worth Independent School District agree to renew and extend the Agreement as follows: I. Section 3,"TERM", is hereby amended to read as follows: The third renewal term of this Agreement shall for a term of one (1) year, beginning on the lst day of September 2007 and terminating on the 31" day of August 2008. 2. Section 2, "FUNDING", paragraph A is hereby amended as an addition to read as follows: FWISD agrees to pay the CITY for the P renewal term year Thirty Four Thousand Two Hundred Seventy Dollars and 00/100 ($34,270.00)to fund the operation of the Community Learning Center Program at Rosemont Middle School and Forty Four Thousand Six Hundred Eighty Five and 00/100 ($44,685.00) to fund the operation of the Community Learning Center Program at Daggett Middle School. FWISD and the CITY agree that these amounts fairly compensate the CITY for the operation of the Community Learning Center Programs at each school. 3. All other terms and provisions of the original Agreement between the City and the Fort Worth Independent School District shall remain in full force and effect ex ept as specifically amended herein. Authorize the City Manager to enter into a renewal agreement for after school services at Rosemont Middle School and Daggett Middle School for the period of September 1, 2007 through August 31, 2008; and 2. Adopt appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of $78,955. DISCUSSION: On September 21, 2004, (M&C C-20287) City Council approved an Interlocal Agreement with Fort Worth Independent School District (FWISD) to provide academic enrichment programs and other activities designed to reinforce and complement the regular academic schedule of participating students, and to provide opportunities for literacy and related educational development to families of those students. These programs are held at Rosemont and Daggett Middle Schools. The program is funded by a grant to FWISD from the Texas Education Agency. The City will be reimbursed from the grant funds based on actual expenditures, not budgeted amounts. The agreement provides for one basic year and four renewal options. The program was successful in the first year and the two renewal years of operation, and FWISD has requested that the City exercise the third renewal period of the contract which operates from September 1, 2007 through August 31, 2008. Future years' appropriation will be appropriated in the Grants Fund during the Annual Budget. This program is located in COUNCIL DISTRICT 9. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendation, receipt of the executed options agreement, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Fund. Funds will be reimbursed by grantor after expenditures are made. The Parks and Community Services Department is responsible for the collection and deposit of funds from this agreement.
