RESPONSE
Purpose
The purpose of this informal report is to provide information regarding the emergency repair and
rehabilitation of the Live Oak Creek Sewer Lift Station.
Background
The Live Oak Creek Sewer Lift Station is located in 700 block of Vernal Trail (Mapsco No. 58L). It
was installed in 1989 and uses two pumps to move wastewater from Silver Ridge and Haywire
Ranch developments in the western part of Fort Worth. Wastewater is pumped approximately a
mile to a gravity sewer line located near Silver Creek Road and Loop 820 West.
On May 27th, Water Department crews were scheduled to perform maintenance and repair work
on both pumps. However, due to problems with an arcing overhead electrical transformer, stuck
check valve, broken pump guiderail, etc. both pumps went out of service early in the morning of
May 29th. Tanker trucks and combination vacuum trucks had to be called in from an outside
vendor to prevent the wastewater from overflowing into the Live Oak Creek and Lake Worth, a
., City of Fort Worth drinking water source lake. On June 1St, additional outside construction crew
was brought in to assist installation of an emergency bypass pump into the lift station wet-well
and construct piping to connect the emergency pump to the force main. On June 3rd, a permanent
pump was repaired, thus returning this station to service.
A recent evaluation recommended the prompt replacement of pumps, discharge elbows,
guiderails, electric service, pump switchgear and instrumentation to enhance the reliability of this
station. To that end, design of these improvements is currently underway.
Authorization
On June 2, 2010, the City Managers Office and Department of Law authorized the work required
to restore this lift station under Section 252.022 of the Local Government Code, which exempts
from normal bidding requirements expenditures that are necessary to preserve or protect public
health or safety of the municipal's residents; and procurements necessary because of unforeseen
damage to public machinery, equipment, or property. See Section 2 and 3. The authorization
covered the following:
1. BY-PASS PUMPING: Ace Pipe Cleaning, Inc. was called in to provide emergency by-pass
pumping and transportation of wastewater from this lift station. The invoiced cost for this
service is $55,380.

2. BY-PASS PUMP AND PIPING RENTAL: Maverick Pump Services acting as a sub-
contractor for Ace Pipe Cleaning provided an additional pump and associated piping to
supplement the city's own equipment while one of the existing pumps was repaired. The
cost for pump and piping rental is $5,179.05.
3. TEMPORARY BY-PASS PUMPS AND PIPING INSTALLATION AND SET-UP: At city's
request, Circle "C" Construction provided emergency construction services to set-up
emergency by-pass pump and install discharge piping from the lift station wet-well.
Estimated cost of this emergency service is $25,000.
4. OUTSIDE CONSULTING SERVICE: McCreary and Associates will provide engineering
design service for station electrical and instrumentation. The estimated cost of the design
service is $20,000.
5. EMERGENCY PROCUREMENT OF CONSTRUCTION SERVICES: The Water
Department will execute an equipment purchase and construction service contract through
an expedited bidding process to perform the permanent pumps, piping, valves
instrumentation and electrical replacement at the Live Oak Creek Lift Station. The cost is
estimated to be $300,000.
A confirming M&C will be circulated as appropriate to authorize the actions described above.
