SUBJECT: OWNER-INITIATED ANNEXATION OF WALSH RANCH
„n RESIDENTIAL PHASE ONE, NORTH OF INTERSTATE 30 IN PARKER COUNTY
The June 15 City Council agenda will contain an M&C to approve the annexation for an additional
portion of Walsh Ranch in Far West Fort Worth. Walsh Ranch is currently annexed for limited-
purposes, and the property owner has requested the full-purpose annexation of 112.4 acres. The
area is in Council District 3. Attached is a PowerPoint for reference. The fiscal impact analysis is
posted on the Planning and Development Department's website.
As part of the limited-purpose annexation for this large project, the City Council approved an
Economic Development Agreement on April 29, 2003 (M&C C-19566). One of the stipulations of
this agreement is that full-purpose annexation is required with each preliminary plat submitted as
the property develops. The annexation area corresponds to a preliminary plat submitted (PP-10-
010), to be developed as 124 single family residential lots. Walsh Ranch was zoned as part of its
limited-purpose annexation in 2003; therefore, no rezoning is necessary.
Staff has conducted a fiscal impact analysis, which indicates the annexation will have a
cumulative positive impact on the General Fund. No capital improvements are required, since
the developer will construct the infrastructure within this subdivision. The City is able to provide
municipal services upon annexation in accordance with State law, without negatively impacting
service provision within the city. Annexation of this site is consistent with the City's annexation
policy to consider full-purpose annexation for areas experiencing urban development. The Walsh
Ranch concept plan indicates urban residential densities and commercial development for the
more than 7,000 acres to be built over 40 to 50 years.

Director, at 817-392-8180.
