Approximately thirty persons attended the hearing. The overallassessment paving program was outlined, giving the type of pavement, methods used for assessment and credits. PZSULTS GYPSY GULCH - UNIT 1 Gypsy Gulch is a two block street running north and south and ending at Fairway Drive on the north and Timberline Drive on the south. The Petition presented to the City requests the paving of both blocks of Gypsy Gulch. This involves four property owners in each block who own side lots abutting on Gypsy Gulch. The petition was signed by four owners in the north block and one owner in the south block. These signatures represent sixty-two and one-half per cent in favor of the paving. The poll card survey revealed three owners for and one owner opposed to the paving in the north block. In the south block, one owner was for the paving and three owners were opposed. This represents fifty per cent of the total owners in favor of the paving and fifty per cent against. The question of deleting the south E L , ATTACHMENT "An PAGE 2 of 3 block of Gypsy Gulch arose at the hearing, but doing so would present the following problems: 1. The dust problem in the north block would not be alleviated due to prevailing south winds. 2. An unpaved gap on Gypsy Gulch would result. The Public Works Department proposes that both blocks of Gypsy Gulch be paved. EASTLANTD AV= - Unit 2 Several owners voiced objection to the assessment on Eastland Avenue and stated that they have not petitioned the City to pave Eastland Avenue. It was explained to the owners that a petition had been received requesting that Eastland Avenue be paved from Edgewood Terrace to Anglin Drive. It was also explained that in certain instances, the City initiated the paving of portions of streets to complete file paving in order to avoid unpaved gaps in the pavement a,nd facilitpte the flow of treffic, and th,.t this was the case on Eastland Avenue from Anglin Drive to Village Creek Road. Eastland Avenue is an east-west collector street which connects Miller Avenue and IH-820 (East Loon) . Stalcup Road, a north south collector street which extends from Eastland Avenue to Rosedale Avenue, is scheduled for widening and paving in Rpproximately ninety days. The Public Storks Department proposes that this unit of Eastland Avenue be paved. KNOX S TRE,ET - Unit 3 Three owners voiced objection to the assessment. It was their opinion that the assessments exceeded the benefits to be derived. Knox Street consists of four abutting side lots which are shallow in width (fifty-six feet) and above average in length (two hundred twenty-nine and two hundred thirty-five feet) . After review and careful consideration of these four lots, the Public OFFdu L REMN UITY Ft. WOR. fiI ATTACHMENT "A" PAGE 2 of 3 Works Department proposed an adjusted assessment on three of the four lots, and the City Council approved these adjustments on December 5, 1963, (M & C C-197) . The fourth lot is owned by a church and is utilized for both the church building and parking. It is the opinion of the Public Works Department that this lot will receive full benefit of the paving and that the church in accordance with the present policy. CHILDRESS STREET - Unit 4 No objections voiced. BRCCKLIA?E VENUE - Unit 5 The City Council deleted this unit from the project on December 5, 1963, (M & C C-197) . ALGERITA STRL&T - Unit 6 One owner voiced an objection to the project in its entirety. He was not opposed to one specific point but to the project in general. FEEW MAY Atta cement "L" Page 1 SI`.
