ORDINANCE NO. CITY SECRETARY
FT. WORTH, TEX.
AN ORDINANCE PROVIDING FOR THE SUBMISSION TO
QUALIFIED ELECTORS WHO OWN TAXABLE PROPERTY IN THE
CITY OF FORT WORTH, TEXAS, AND WHO HAVE DULY REN-
DERED THE SAME FOR TAXATION, A PROPOSITION FOR THE
ISSUANCE OF NEGOTIABLE COUPON BONDS OF SAID CITY
IN THE AGGREGATE SUM OF FOUR MILLION, FOUR HUNDRED
THOUSAND DOLLARS ($4,400,000.00) FOR THE PURPOSE
OF MAKING PERMANENT CITY HALL IMPROVEMENTS BY CON-
STRUCTING AND BUILDING IMPROVEMENTS FOR THE CITY
HALL,' INCLUDING THEREIN A GARAGE, MAKING STREET
CHANGES, AND ACQUIRING LANDS FOR ACCESS, SAID BONDS
TO BE IN SUCH DENOMINATIONS AS MAY BE DETERMINED
BY THE CITY COUNCIL, MATURING WITHIN FORTY (40)
YEARS FROM THE DATE THEREOF, BEARING INTEREST FROM
THE DATE THEREOF AT A RATE NOT TO EXCEED FIVE PER
CENT (5%) PER ANNUM, PAYABLE SEMI-ANNUALLY, EX-
PRESSED IN COUPON NOTES ATTACHED TO THE BONDS;
LEVYING A SUFFICIENT TAX TO PAY THE INTEREST ON
SAID BONDS AT THE MATURITY THEREOF; AND CALLING
A SPECIAL ELECTION FOR,THE PURPOSE, TO BE HELD IN
THE CITY OF FORT WORTH, TEXAS, ON SATURDAY, THE
26TH DAY OF JANUARY, A. D. 1963.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That a special election be held in the City of Fort Worth,
Texas, on Saturday, the 26th day of January, A. D. 1963, at
the polling places hereinafter described, between the hours of
seven o'clock A. M. and seven o'clock P. M., at which election
the following proposition for the issuance of bonds of the City
of Fort Worth, Texas, which proposition contains a purpose
clause which has been found and determined by the City Coun-
cil to be permanent public improvements and for a legitimate
municipal purpose, shall be submitted to the qualified electors
who own taxable property in said City and who have duly rendered
the same for taxation:
PROPOSITION
Shall the City of Fort Worth, Texas, through its City
Council, issue its negotiable coupon bonds in the principal
sum of Four Million, Four Hundred Thousand Dollars ($4,-
400,000.00) for the purpose of making permanent City Hall
improvements by constructing and building improvements for
the City Hall, including therein a garage, and making such
street changes and acquiring the necessary lands therefor
in the City Hall area as may be necessary to provide access
thereto; said bonds being payable serially as may be determined
by the City Council, so that the last maturing bonds shall
become payable within forty (40) years from the date thereof,
bearing interest at a rate not to exceed five per cent (5%)
per annum from the date thereof, payable semi-annually, and
levy a sufficient tax to pay the interest on said bonds and
create a sinking fund sufficient to redeem said bonds at the
maturity thereof?
SECTION 2.
That said election shall be held at the following places,
with the following named persons appointed presiding judge
of said election, to wit:

SECTION 3.
That said election shall be held under the provisions of
the Charter of the City of Fort Worth, Texas, and the Consti-
tution and laws of said State insofar as same may be applica-
ble, and qualified voters who own taxable property in said City
and who have duly rendered the same for taxation shall be al-
lowed to vote upon said proposition, and all electors shall
vote in the election precinct of their residence.
SECTION 4.
That all voters who favor the proposition to issue the
City Hall improvement bonds shall have written or printed upon
their ballots the words,
"FOR the Issuance of $4,400,000.00 City Hall
Improvement Bonds, "
and those opposed shall have written or printed upon their bal-
lots the words,
"AGAINST the Issuance of $4,400,000.00 City Hall
Improvement Bonds."
SECTION 5.
That the way and manner of holding this election, the
notice to be given therefor, the polling places, the personnel
of the officers who are to hold the same, and all details con-
nected with the holding of the election shall be determined
and arranged by the City Council, and proper notice of such
notice and proclamation shall only be cumulative of and in ad-
dition to the statutory notice of such election as herein pro-
vided, and an omission or irregularity in the publication of

such proclamation or in the signing of the same shall not in
any way affect or invalidate such election.
SECTION 6.
That the City Secretary is hereby ordered and directed to
prepare ballots and stamp same "OFFICIAL BALLOT, " on which
ballots shall be printed the proposition set forth above
SECTION 7.
That all of said bonds shall be in such denominations as
may be determined by the City Council and shall mature serially
in the regular order in which they are numbered, making the
last bonds mature within forty (40) years from the date there-
of, unless the City Council, in the exercise of its discretion,
shall otherwise provide for such maturity, and said bonds
shall be sold at not less than par and shall bear interest at
a rate not to exceed five per cent (5%) per annum, payable
semi-annually.
SECTION 8.
That in the event said bonds are authorized at the special
election hereby ordered, the City Council of the City of Fort
Worth, Texas, may issue for sale any part or portion of said
amount at such time and times as in the judgment of the city
Council it determines that a lawful interest and sinking fund
may be provided for to take care of and discharge any part or
portion of the bonds so issued for sale, it being the purpose
of this section to make clear that the City Council of the City
of Fort Worth, Texas, may not be required to issue the full

amount of the series of the bonds as herein submitted, but
may issue for sale any portion of the same at such time and
times as it deems advisable, under the authority hereby con-
ferred, after said election.
SECTION 9.
That the City Secretary shall furnish election officials
said ballots, together with any other forms or blanks, in ac-
cordance with the Charter of the City of Fort Worth, Texas,
and the laws of the State of Texas insofar as same are appli-
cable.
SECTION 10.
That this ordinance shall constitute the election order
for such special election, a substantial copy of which shall
serve as the notice of election under Article 704 of the Re-
vised Civil Statutes of Texas.
SECTION 11.
That the City Secretary is hereby authorized and directed
to cause notice of said election to be given by posting a sub-
stantial copy of the election order in each of the election
precincts of said City, and also at the City Hall. That the
notice of said election shall also be published on the same
day in each of two successive weeks in a newspaper of general
circulation published within said City, the date of the first
publication to be not less than fourteen (14) days prior to the
date set for said election, and the City Secretary shall see
that proper publication is made and proper notice of this elec-

tion is given, in full conformity with the Charter of the City
of Fort Worth, Texas, and the statutes of the State of Texas
applicable thereto.
SECTION 12.
That this ordinance shall, take effect and be in full force
and effect from and after the date of its passage, and it is
so ordained.
