• SUBJECT: PROPOSED COUNCIL-INITIATED ZONING CHANGES FOR TRINITY
UPTOWN CORE AND PERIPHERAL ZONES
The May 18 City Council agenda will contain an M&C to initiate the zoning process for rezoning of the Trinity
Uptown core and peripheral zones. The proposed core zone revisions will realign the subdistrict boundaries
to address land use and infrastructure changes. The establishment of the peripheral zone overlay districts will
promote compatible development patterns envisioned in the Trinity Uptown Plan. For your reference, the
attached PowerPoint presentation shows the future land use from the 2010 Comprehensive Plan and the
proposed zoning. Council Member Espino would like to initiate rezoning of these areas in response to
modifications needed to implement the Trinity Uptown Plan.
In October 2006, the Citizen Advisory Committee for Trinity Uptown Development Standards recommended
adoption of the core zones and continued study of the peripheral zones. The City Council adopted the Trinity
Uptown Design Standards and Guidelines in December 2006. This document contains both the zoning and
subdivision regulations for the core zones. The core zones were established to vary use and height based on
the Trinity Uptown Plan.
Since 2006, the project has progressed from concept to implementation. The following items have been
altered from the initial concept plan:
• Bypass channel engineering
• Utility relocation plan
• Proposed canal alignment
• Proposed street network and cross-sections
• Land use in former Tarrant County College district north of river
• Administration process
• Peripheral zones
The Trinity River Vision Authority(TRVA) conducted individual property owner meetings with landowners in
the core zones affected by the proposed changes. Property owners expressed support for the changes,
noting that the majority of the changes reduced required right-of-way dedication of private property for streets
and canals and increased the allowed density.
The proposed peripheral zones contain development standards, which are regulatory, and guidelines, which
are design strategies. Generally, the standards will apply to property located within 150 feet of the Trinity
River and other waterways. TRVA conducted property owner meetings for each peripheral zone. One
property owner has expressed concern to date.
Public hearings for the rezoning of these properties would be held by the Zoning Commission on June 9,
2010, and by the City Council on July 13, 2010.
