HomeMy WebLinkAboutIR 9240 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 9240 To the Mayor and Members of the City Council May 4, 2010 G��Tt�fO Page 1 of 1 a SUBJECT: OWNER-INITIATED ANNEXATION OF A PORTION OF WALSH RANCH NORTH OF INTERSTATE 30 AND WEST OF THE PARKER/TARRANT COUNTY BOUNDARY The May 11 City Council agenda will contain an M&C to approve the annexation for a portion of Walsh Ranch in Far West Fort Worth. Walsh Ranch is currently annexed for limited purposes, and the property owner has requested the full-purpose annexation of 90.4 acres. The area is in Council District 3. Attached is a PowerPoint for reference. The fiscal impact analysis is posted on the Planning and Development Department's website. As part of the limited-purpose annexation for this large project, the City Council approved an Economic Development Agreement on April 29, 2003 (M&C C-19566). One of the stipulations of this agreement is that full-purpose annexation is required with each preliminary plat submitted as the property develops. The annexation area corresponds to two preliminary plats submitted (PP- 10-006 and PP-10-007), to be used for rights-of-way. The plats were approved by the City Plan Commission on April 28, 2010. Walsh Ranch was zoned as part of its limited-purpose annexation in 2003; therefore, no rezoning is necessary. Staff has conducted a fiscal impact analysis, which indicates the annexation will have a slightly negative impact on the General Fund. However, no capital improvements are required, since the developer will construct the roadways within these rights-of-way. The City is able to provide municipal services upon annexation in accordance with State law, without negatively impacting service provision within the city. Annexation of this site is consistent with the City's annexation policy to consider full-purpose annexation for areas experiencing urban development. The Walsh Ranch concept plan indicates urban residential densities and commercial development for the more than 7,000 acres to be built over 40 to 50 years.
